File your tax return on time even if you can’t pay the full bill, and pay as much as you can by the due date. Then check your IRS account and any notice you received, and choose a payment plan or hardship option that fits your circumstances. An extension to file generally does not extend the time to pay, and interest and penalties may continue to accrue on the unpaid balance.

First, separate the filing deadline from the payment deadline

A filing extension gives you additional time to submit your return; it generally does not give you additional time to pay the tax. For most individual returns, payment is due by the regular filing deadline even when you have an extension to file. The deadline for most people filing a 2025 federal individual income tax return was April 15, 2026. Deadlines can differ based on circumstances and location, so confirm the date for your tax year rather than applying that example to another return.

If you cannot pay in full, file by the applicable deadline anyway. Filing late can trigger a separate failure-to-file penalty, which is generally larger than the failure-to-pay penalty. Waiting until you have enough money to pay can therefore add a cost without improving your position. If you have already missed the filing deadline, file as soon as possible rather than waiting for a payment arrangement.

An extension to file may still be useful if you need more time to prepare an accurate return, but do not treat it as a payment extension. If you expect to owe, estimate the amount and pay what you can by the original payment deadline. The IRS can assess the final amount after you file, and your estimate may not match the final balance.

What to do before the deadline

  1. Submit the return on time. Complete and file the return even if you cannot send the full payment. If you need more time to prepare it, request an extension to file, while remembering that this does not generally extend the payment deadline.
  2. Pay what you can. Use an official IRS payment method and select the correct tax year and payment type. A partial payment reduces the amount left unpaid; it does not by itself establish a monthly payment plan.
  3. Check your IRS account and any notice. Confirm the amount due, credits or payments already posted, and any date or response instruction shown. For an account-specific question, use the contact details on the notice or the IRS account rather than relying on a general estimate.
  4. Choose a route based on your ability to repay. If you can clear the eligible balance promptly, investigate a short-term plan. If you need monthly payments, review a long-term installment agreement. If even a payment plan is unaffordable, examine hardship procedures instead.
  5. Keep records. Save the filed return, payment confirmations, plan application details, and IRS correspondence. These help you track what has been paid and respond if the IRS’s account records do not match yours.

The IRS’s “Pay taxes on time” guidance advises taxpayers who cannot pay by the deadline to request a payment plan. That is a starting point, not a guarantee of approval: the available route and terms depend on current IRS requirements and your account facts.

Compare the main ways to address the balance

Option When to investigate it What to understand
Pay in full or make a partial payment You can pay all or part of the balance now. Paying sooner reduces the unpaid amount. Charges may continue on any balance that remains.
Short-term payment plan You expect to pay the eligible balance within the IRS short-term timeframe. Eligibility and terms depend on current IRS requirements and your account. Check the current payment-plan guidance before relying on a specific threshold or timeframe.
Long-term payment plan (installment agreement) You need to make payments over time, usually in monthly installments. Interest and penalties generally continue. Setup fees and eligibility for reduced fees vary; verify current terms with the IRS.
Extension of time to pay for undue hardship Paying by the due date would cause undue hardship. Form 1127 must be filed by the payment due date. The extension generally cannot exceed six months, and interest remains due.
Offer in compromise You may not be able to pay the full debt, or full payment may cause hardship under IRS rules. The IRS evaluates your financial information and eligibility. It is not an automatic discount or guaranteed acceptance.
Temporary collection delay You cannot pay now and need the IRS to consider a temporary pause in collection. The debt is not erased; interest and penalties may continue while collection is delayed.

Compare options by asking how soon you can repay, what monthly payment you can afford, which charges will continue, whether an application or setup cost applies, and whether you meet the current eligibility rules. The IRS payment-plan page, online account, and applicable forms are the places to verify changing terms. Do not assume a balance limit or fee from an older article is still current.

How to decide which route fits

If you can pay the balance soon

Pay what you can promptly and see whether you qualify for a short-term payment plan for the remainder. A short repayment window can avoid the need for a long-term arrangement, but current eligibility and conditions are account-specific. Do not wait to make a payment solely because you have not yet confirmed a plan; reducing the unpaid balance can limit the amount exposed to continuing charges.

If you need regular monthly payments

Review a long-term payment plan, also called an installment agreement. Before applying, work out a realistic amount you can consistently pay after essential expenses. A payment that is too high can lead to missed installments and further complications; one that is lower may mean the balance remains outstanding longer while charges accrue. The IRS determines the arrangement under its current rules, so check your account and the payment-plan guidance for the application method, terms, and any fee that may apply to you.

If you cannot afford a plan payment

Do not choose a monthly amount that leaves you unable to meet basic obligations. If paying by the deadline would cause undue hardship, consider whether you qualify to request an extension of time to pay using Form 1127. The form is due by the tax payment deadline and the extension is generally no longer than six months; it does not eliminate interest.

If you cannot reasonably pay the debt in full, an offer in compromise may be worth reviewing. The IRS considers financial information and eligibility rather than simply reducing a bill because payment is difficult. A temporary collection delay may be relevant if you cannot pay now, but the debt remains and charges may continue. Neither option is automatic. Use the IRS’s current guidance to understand required financial information and to assess whether an application makes sense.

If you disagree with the amount

First compare the notice with your filed return, payment confirmations, and IRS account. If the balance seems wrong, follow the notice’s response instructions and deadlines; do not assume that applying for a payment plan resolves a tax dispute. Complex notices, disputed balances, or difficult hardship situations may warrant help from a qualified tax professional or a Low Income Taxpayer Clinic.

What happens to penalties and interest

Unpaid tax can grow while you wait. Under the IRS’s general rules described in Tax Topic 653, the failure-to-pay penalty is generally 0.5% of unpaid tax for each month or part of a month, up to 25%. The rate can rise after certain levy notices. For a qualifying installment agreement, the failure-to-pay rate is generally 0.25% for each month or part of a month while the agreement is in effect, subject to IRS conditions. An installment agreement does not erase the penalty or interest.

Interest generally starts on unpaid tax from the return’s due date, compounds daily, and uses a rate that can change quarterly. The rate applicable to a particular balance depends on timing; check the IRS’s current interest-rate information rather than relying on an old quoted percentage. Your actual charges also depend on your account history, payments, tax amount, and any applicable exceptions or relief.

The failure-to-file penalty is separate. It is generally 5% of unpaid tax for each month or part of a month a return is late, capped at 25%. Filing on time even when you cannot pay helps avoid this additional late-filing exposure. These rates are general rules, not a personalized calculation.

Can the IRS remove a penalty?

Penalty relief may be available in some cases. The IRS identifies First Time Abate and reasonable-cause relief among possible avenues, but the requirements differ. A taxpayer’s filing and payment history, the reason for missing a deadline, and other facts can affect eligibility. Relief is not automatic, and penalty relief does not necessarily eliminate interest or the underlying tax. Review the IRS’s current penalty-relief guidance or seek qualified assistance if the facts are complicated.

What to verify before applying or paying

  • Tax year and payment type: confirm the payment is applied to the correct year and account category.
  • Current balance: use the IRS account or notice to check what is still due and whether recent payments have posted.
  • Current plan rules: verify eligibility, timeframes, application procedures, and any setup cost with current IRS guidance.
  • Notice deadline: follow any response or payment date stated in a notice, which may be specific to your case.
  • Affordability: choose a payment you can sustain after necessary expenses rather than assuming a plan will be adjusted later.
  • Financial circumstances: hardship and offer-in-compromise decisions can depend on income, expenses, assets, payment history, and other facts.

IRS materials that address these issues include Tax Topic 653 on notices, penalties, and interest; the Form 1040 instructions; guidance for taxpayers who filed but have not paid; IRS payment-plan guidance; and IRS information about tax-debt options and offers in compromise. Because fees, eligibility, balance limits, and interest rates can change, use the current IRS pages and your own account for decisions tied to your balance.
