Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIf Social Security does not cover your retirement bills, first measure the actual shortfall, then verify that your benefit is calculated from a complete earnings record. After that, compare the consequences of claiming now versus waiting, consider work or benefits based on a family member’s record, and apply for programs that can reduce Medicare, prescription, housing or food costs. The best combination depends on your age, health, savings, household, work capacity and whether benefits have already started.
1. Find the real monthly gap before changing anything
A shortfall is the amount by which dependable, spendable income falls below essential expenses. Start with cash you can actually use, not the gross Social Security amount shown in an estimate.

Verify the benefit estimate and earnings record
Sign in to your personal my Social Security account and review the earnings record. Social Security retirement benefits are based on covered work earnings. A missing year, an incorrect wage amount or an unrealistic assumption about future earnings can change the estimate. The account can compare claiming at 62, at full retirement age and at 70, and can incorporate expected future annual income.

Pensions, investment withdrawals and other income do not increase the Social Security benefit itself. They matter when deciding whether you can afford to wait to claim or can cover expenses alongside the benefit.

Calculate spendable income
Write down the monthly amount deposited after Medicare premiums, voluntary withholding and any other deductions. Some beneficiaries also owe federal income tax on part of their benefits. Include pension or annuity payments, wages, net self-employment income and regular withdrawals separately so you can see which resources are reliable and which depend on work or markets.
Separate essential from optional spending
List housing, utilities, food, insurance, Medicare and other health costs, prescriptions, transportation, debt payments and taxes first. Put travel, gifts, subscriptions and other discretionary spending in a separate section. The difference between essential expenses and spendable income is the first target for action; do not assume that cutting every category equally is realistic or safe.
2. Decide whether your claiming date can still change
Eligible workers can begin retirement benefits as early as age 62. Starting before full retirement age produces a permanently lower monthly benefit than waiting until full retirement age. Delaying after full retirement age increases the monthly retirement benefit through age 70. Social Security says there is no additional delayed-retirement-credit increase after age 70.
Waiting can help a later-life budget, but it does not solve a present cash shortage by itself. Social Security’s retirement guidance emphasizes that no single choice works for everyone and asks whether you have other income to support a delay. Your health, expected longevity, emergency savings, ability to work, household obligations and the effect on a spouse or survivor all matter.

Compare the three practical paths
| Path | Immediate cash flow | Future Social Security amount | Issues to check |
|---|---|---|---|
| Claim before full retirement age | Benefits begin sooner | Monthly amount is reduced compared with waiting | Whether the reduced amount can cover essentials for life; taxes, Medicare deductions and survivor effects |
| Wait until full retirement age or later | You must fund the waiting period from work, savings or other income | Higher at full retirement age than an early claim; delayed credits apply through age 70 | Health, life expectancy, emergency reserves and spouse or survivor needs |
| Work while claiming | Combines wages with a benefit | New earnings can replace a low or zero year; withheld benefits are considered at full retirement age | Earnings-test limits before full retirement age and the reliability of the job |
If you have already filed, do not assume that simply stopping payments or restarting later has the same result as delaying an initial claim. Contact Social Security before withdrawing, suspending or changing a claim; the available choices and consequences depend on your filing history and age.
3. Consider work, but apply the 2026 earnings test correctly
You can work and receive retirement benefits at the same time. Before full retirement age, however, Social Security may withhold part of your checks when your earnings exceed the annual limit. For 2026, the limit is $24,480 for someone below full retirement age for the entire year. In the year you reach full retirement age, the limit is $65,160 for earnings received before the month you reach that age. Beginning with that month, earnings no longer reduce benefits under this test.
| 2026 situation | Earnings limit | What counts |
|---|---|---|
| Below full retirement age for all of 2026 | $24,480 for the year | Wages and net self-employment earnings |
| Reach full retirement age during 2026 | $65,160 in earnings before the month full retirement age is reached | Wages and net self-employment earnings before that month |
| Full retirement age month and afterward | No earnings-test reduction | Earnings are not limited by the retirement earnings test |
Investment income, pensions and annuities are not earnings for this test. Ask Social Security how a change in hours, a new job or self-employment income should be reported rather than relying on a rough monthly average.

Social Security reviews the record after you reach full retirement age and considers months in which benefits were withheld under the earnings test. Continuing to work can also raise the eventual benefit when a new year of earnings replaces a lower or zero-earnings year in the benefit calculation. These rules can make part-time work useful, but the cash-flow effect should be included in your budget before you accept a job.

4. Ask whether another family record creates eligibility
Your own retirement record is not the only possible Social Security source. Ask Social Security to review eligibility based on a current spouse’s record, a former spouse’s record or a deceased family member’s record. Spouse, divorced-spouse and survivor benefits have different requirements and timing rules, so do not infer eligibility from your own estimate alone.
Social Security states that eligible people receive the highest benefit for which they qualify under the applicable rules. Give the agency complete information about marriages, divorces and deaths when requesting a review. A family-based benefit may reduce a gap without requiring you to claim your own retirement benefit at the earliest possible age.
5. Use assistance programs to lower unavoidable costs
An income gap does not automatically qualify you for public assistance. Each program has its own income, resource, age, disability, household and state rules, and most require an application.
Supplemental Security Income (SSI)
SSI is separate from Social Security retirement insurance. Social Security administers it for people with limited income and resources who are age 65 or older, blind or disabled. Receiving a retirement benefit does not by itself establish SSI eligibility; the agency evaluates the entire financial situation.

Medicare Savings Programs
States administer Medicare Savings Programs that can pay Part A or Part B premiums and, for some categories, deductibles, coinsurance and copayments. Medicare’s published 2026 federal limits for the Qualified Medicare Beneficiary category are $1,350 in monthly income for an individual and $1,824 for a couple. Some states allow eligibility above the federal figures, and state resource rules also apply. Apply through your state Medicaid or Medicare assistance office rather than assuming a denial based on a national number.
Extra Help for Medicare Part D
Extra Help lowers Part D prescription-drug costs for people who meet income and resource conditions. Medicare’s 2026 screening figures are annual income of $23,940 and resources of $18,090 for an individual, or income of $32,460 and resources of $36,100 for a married couple. These are eligibility-screening figures, not a guarantee; the program has detailed counting rules and can change annually. You may apply for Extra Help and a Medicare Savings Program together.
Free Medicare counseling
A local State Health Insurance Assistance Program (SHIP) counselor can provide free help comparing Medicare choices, checking cost-assistance eligibility and completing applications. SHIP assistance is counseling, not an investment recommendation, and can be especially useful when premiums or prescription costs are the largest part of the shortfall.

USAGov directs older adults to state Senior Farmers’ Market Nutrition Program and Commodity Supplemental Food Program options, as well as the Supplemental Nutrition Assistance Program (SNAP). 6. A practical order of operations
- Collect current figures. Gather the latest Social Security payment, Medicare deduction, tax withholding, pension or annuity statements, wages and recurring withdrawals.
- Check the earnings record. Use your personal my Social Security account, correct errors and rerun estimates for different claiming ages.
- Build an essential-expense budget. Identify the monthly gap after housing, utilities, food, health care, prescriptions, debt, transportation and taxes.
- Protect near-term cash. If considering a delay, identify the specific savings, work income or household resource that will cover each month until the higher benefit begins.
- Request a family-benefit review. Ask Social Security about spouse, divorced-spouse and survivor eligibility before deciding that your own record is the only option.
- Model work income under the earnings test. Use the 2026 limits if they apply, report wages or net self-employment income accurately and ask how withholding would affect your cash flow.
- Screen for assistance. Apply for SSI if potentially eligible, contact your state about Medicare Savings Programs, apply for Extra Help and SNAP, and use SHIP counseling.
- Recheck annually. Earnings limits, Medicare premiums and assistance thresholds can change. Recalculate the budget whenever health costs, work or household income changes.
7. Common mistakes that make a shortfall worse
- Budgeting from the gross check: Medicare premiums and withholding can make the deposit materially smaller.
- Assuming early claiming is the only way to get cash: Family benefits, part-time work and cost-assistance programs may change the calculation.
- Treating delayed claiming as universally superior: Waiting requires a credible income bridge and may be unsuitable when reserves are low or health circumstances are poor.
- Calling earnings-test withholding a permanent loss: Social Security considers withheld months when recalculating at full retirement age.
- Using last year’s thresholds: The 2026 earnings and Medicare figures are time-sensitive and should not be carried forward without checking current rules.
- Assuming a private plan feature is federal aid: Medicare Advantage flex cards are not issued to every beneficiary and are not available under every plan.
- Ignoring taxes: A benefit that appears to close the gap before tax may not do so after tax liability is considered.
8. When to get help with an individual decision
Contact Social Security for a benefits estimate, earnings-record correction or family-benefit review. Contact your state Medicare assistance office or SHIP for Medicare Savings Programs and Extra Help. Use your state or local agency for SNAP and senior food programs. These agencies can determine eligibility that a general article cannot.
If you are deciding whether to sell assets, draw down savings, change housing or take on debt, consider getting individualized tax or financial advice. No claiming age, investment approach or borrowing strategy is appropriate for every household. The objective is a sustainable plan that covers essential costs while preserving options when circumstances change.
What the numbers do—and do not—show
The published figures above are program thresholds, not a national statistic showing how many retirees have expenses above Social Security income. There is no single authoritative prevalence figure for that exact shortfall in the information available here. Treat your own verified income and expenses as the decision point.
