If an online order is late, cancelled, or marked delivered when you cannot find it, start by preserving the order confirmation, promised shipping or delivery date, tracking number, payment record, and every message from the seller or carrier. Contact the seller with a specific request, then escalate to the carrier or payment provider without letting a dispute deadline expire.
The legal details below are U.S.-specific. Other countries may set different cancellation, refund, and payment-dispute rights, so check your jurisdiction’s consumer regulator and the retailer’s terms.

First identify what went wrong
“Late” can mean several different things, and the right remedy depends on which event occurred. A parcel that has not shipped is different from one moving through the carrier network. A seller cancellation is different from your request to cancel. A tracking scan saying “delivered” is evidence of a scan, not proof that you personally received the package.
| Situation | Immediate question | Usual first contact |
|---|---|---|
| No shipment or promised date has passed | What shipping date did the seller promise, and has it issued a delay notice? | Seller |
| Package is in transit but late | What does the complete carrier history show, and is there a revised estimate? | Seller and carrier |
| Seller cancelled | Was the charge reversed, or is money still being held? | Seller, then payment provider |
| You want to cancel | What do the seller’s cancellation terms say, and has fulfillment begun? | Seller |
| Tracking says delivered, but you have nothing | Where and when does the carrier say it delivered, and was a notice left? | Carrier and seller |
Do not delete an order page after it changes status. Save screenshots or download the confirmation before contacting support, because a listing, promised date, or tracking detail can later be replaced.

Preserve the records that establish your claim
The Federal Trade Commission (FTC) advises keeping order records and communications. Create one folder containing:
- Order confirmation, item description, price, taxes, shipping charge, and promised ship or delivery date.
- Tracking number and screenshots of each important scan, including the full delivery event.
- Card or bank statement showing the charge, authorization, or pending transaction.
- Seller emails, chat transcripts, cancellation notices, delay notices, and your replies.
- Carrier case numbers, notices, photographs, signatures, or pickup instructions.
Write down the date, time, channel, and name or reference number for each conversation. This chronology helps the seller investigate and gives a card issuer the documents it may request.
If the order has not shipped or is delayed
Compare the promise with the current status
Read the confirmation for a shipping deadline, delivery window, back-order statement, or condition such as “ships in” a stated number of days. A label created by the seller is not necessarily the same as a parcel accepted by the carrier. Ask support whether the item has actually been handed to the carrier and request a specific revised ship or delivery date.

Know the U.S. shipment-timing rule
For a covered U.S. seller, the FTC’s mail, internet, or telephone-order rule requires shipment within the time the seller advertised. If no shipping time was stated, the default is 30 days. When the seller cannot meet that deadline, it generally must send a delay notice giving you a choice: accept the delay or cancel for a prompt, full refund.

A seller cannot replace that required refund with store credit when it has not shipped the order. If the notice promises a definite delay of up to 30 days, the FTC business guide says silence can sometimes be treated as agreement when the notice satisfies the rule. For a longer or indefinite delay, or a second or later delay, the seller must obtain your consent. The safest consumer action is to reply explicitly, keep the notice, and state whether you accept the new date or cancel.
Send a precise request
- State the order number, the promised date, and the fact that the deadline passed.
- Ask whether the order has shipped and request the carrier and tracking number if it has.
- Choose one remedy: a documented revised date you accept, or cancellation for a full refund to the original payment method.
- Set a reasonable response deadline and keep the seller’s reply.
If the seller does not respond, does not provide the promised notice, or ignores your cancellation, move to the payment-provider process promptly. Do not wait so long for customer service that a card-dispute deadline expires.
If the seller cancelled your order
Save the cancellation email or account notice and check whether the payment has actually been reversed. If the seller says it cannot fill the order in a timely way, FTC business guidance says it must notify you and promptly refund the payment. A pending authorization may disappear without a separate credit, while a completed charge should show a reversal or refund; ask the seller which occurred and when.

If money remains charged, send the seller the cancellation confirmation and request reversal to the original payment method. If that does not resolve the matter, contact the card issuer or bank and provide the notice, receipt, and correspondence. The available remedy depends on whether you paid by credit card, debit card, or another method.

If you want to cancel an order
The FTC shipment rule is not a blanket right to cancel every order immediately after purchase. When you cancel voluntarily, follow the seller’s published cancellation and return terms, and act before fulfillment if those terms require it. Some sellers can cancel only before a warehouse handoff; others may treat a later request as a return subject to shipping or restocking conditions.
Ask in writing whether the order is still cancellable, what amount will be refunded, and when the refund will post. Do not describe a customer-requested cancellation as a seller failure unless the seller actually missed its shipping obligation.
If tracking says delivered but the package is missing
Check the complete delivery event
- Open the carrier’s official tracking page rather than relying only on a marketplace status.
- Record the delivery date, time, stated location, photograph, signature, and any exception or notice.
- Search the porch, side door, garage, mailbox area, building desk, parcel locker, and other safe locations. Ask household members, neighbors, and property staff.
- Look for a notice directing you to a post office, pickup point, or redelivery appointment.
USPS says a carrier may place a parcel in a safer location when it cannot leave it in the expected spot. A scan can also precede the physical arrival, so check the full event and any stated hold location before concluding that the item was stolen.

Follow the carrier’s instructions for a delivery inquiry, pickup, or redelivery. At the same time, contact the seller; the seller is the party that accepted your order and can investigate the shipment, replace it, or refund it. Tell support plainly: “Tracking shows delivered on [date], but I did not receive the parcel at my address.” Include the order number and tracking number, request a case number, and preserve every response.

Do not assume a delivered scan automatically ends your consumer rights. The outcome can depend on the delivery address, signature requirement, seller terms, carrier records, payment method, and applicable law.
USPS missing-mail timing
USPS provides tracking and missing-mail guidance, but eligibility varies by mail class and service. Its Missing Mail guidance says an item missing for at least seven days may qualify for a Missing Mail search request. That seven-day reference is not a universal rule for every carrier or service. Follow the specific instructions for the mail class shown in your receipt and keep the USPS request number.

If the seller does not resolve non-delivery, ask the payment provider which dispute process applies and what deadline controls. The FTC distinguishes credit-card billing errors from debit-card protections.

|---|---|---|
| Qualifying U.S. credit-card purchase | An item not delivered as agreed can be a billing error under the Fair Credit Billing Act. | Send a written dispute to the issuer’s billing-inquiries or disputes address so it generally arrives within 60 days after the first statement containing the error was sent. |
| Debit card | Protections differ, and the same statutory non-delivery remedy may not be available. | Contact the bank promptly, ask what assistance or voluntary protection is available, and follow its written instructions. |
For a qualifying credit-card dispute, the issuer generally acknowledges a written notice within 30 days and resolves it within two billing cycles, no more than 90 days, unless it resolves the matter sooner. Pay the undisputed portion of the statement while the investigation is pending. Send copies of the order, promised date, tracking record, seller correspondence, and cancellation or non-delivery explanation; keep the originals.

Customer-service requests, refunds, and payment disputes are not interchangeable. Do not call every request a “chargeback,” promise that a dispute will succeed, or wait for seller support if doing so could miss the issuer’s deadline. Use the address and procedure in your card agreement or statement.
A practical escalation sequence
- Document: Save the confirmation, dates, tracking, payment record, and messages.
- Classify: Decide whether this is unshipped, in transit, seller-cancelled, customer-cancelled, or delivered-but-missing.
- Ask the seller: Request a specific ship date, replacement, or full refund, and keep the reply.
- Contact the carrier: Inspect the full tracking event and open the appropriate inquiry or missing-mail request.
- Escalate payment: If the seller fails to resolve it, contact the issuer or bank immediately and confirm the written-dispute deadline.
- Monitor: Check for the refund, credit, replacement tracking, or issuer acknowledgment; follow up using your case numbers.
Mistakes that can weaken your position
- Relying on a marketplace status without saving the seller’s original promise.
- Accepting an indefinite delay without clearly recording whether you consent.
- Assuming store credit satisfies a refund obligation for an unshipped order.
- Waiting only for a carrier while never notifying the seller.
- Treating a delivery scan as conclusive without checking photos, signatures, safe locations, or holds.
- Missing the 60-day written credit-card dispute period because customer service kept promising a later response.
- Stopping payment on the entire statement instead of paying the undisputed amount during a credit-card investigation.
What these rights do—and do not—say about risk
The FTC reported that online shopping scams were the second-most reported scam type in 2022, in a 2023 consumer alert. That statistic counts scam reports; it is not a rate for late, lost, or misdelivered legitimate orders. There is no established delivery-failure percentage that can be applied to every retailer or carrier.
Keep the analysis tied to your transaction: the advertised promise, the actual shipment history, the seller’s response, the carrier’s evidence, and the payment method. Those facts determine which remedy is realistic.
When the U.S. guidance does not apply directly
The rules described here are federal U.S. guidance. A purchase made in another country, a seller located elsewhere, a marketplace acting under different terms, or a payment method outside the U.S. may be governed by different deadlines and cancellation rights. Check the contract, the carrier’s service rules, and the consumer-protection authority where you live. Even then, the recordkeeping and escalation sequence remains useful: preserve proof, contact the seller, use carrier procedures, and ask the payment provider about its own deadline.
