If a PayPal payment shows as Completed but the recipient says the money never arrived, start by confirming exactly what kind of transaction you are looking at. PayPal’s status guide defines Completed as “The transaction was successful and the money is in the recipient’s account.” That describes the transfer on PayPal’s side. It does not show that the recipient has noticed the funds, checked the correct account, or been able to withdraw them. Pending, Unclaimed, merchant-order, and refund entries each follow a different path, so the right next step depends on the status shown in your own account.
Confirm the exact transaction first
Use the PayPal app or the PayPal website you normally sign in to, not a link in an email or text message. Then:
- Open Activity from your account.
- Select the payment that is in question.
- Read three things: the status, the transaction type (sent payment, merchant order, or refund), and the recipient’s email address or phone number.
- Write down the transaction date, amount, and transaction ID. You will need these for any conversation with the recipient, the merchant, PayPal, or your bank.
The table below shows how each situation differs. Use it to find the section that matches what your account displays.

When a sent payment is marked Completed
A Completed sent payment is the hardest case, because PayPal has already finished its part. The steps are contact-based rather than a sender-side reversal.

Ask the recipient to check the right account
Most “missing” completed payments are found when the recipient looks in the PayPal account linked to the exact email address or phone number you used. Ask them to open the transaction or activity view in that account. If you do not have their contact details, use the contact information shown on the transaction or the in-transaction Chat option.
If the payment went to the wrong person
PayPal’s guidance for a completed payment sent to the wrong person is to contact the recipient and ask for a refund. The help article does not describe a way for the sender to cancel a payment after it has completed. Do not expect a cancel button for a Completed transfer. If the recipient is unfamiliar or the details look wrong, a direct, documented refund request is the standard route, and you should keep a copy of every message you send.

If the payment was for goods or services
For a qualifying Goods and Services purchase where the seller does not respond, PayPal says you may be able to open a dispute in the Resolution Center within the applicable filing timeframe. PayPal does not state one universal deadline in the pages reviewed here, so check the transaction-specific instructions shown in the Resolution Center before the window closes. Payments sent as Family and Friends cannot be reported as a problem through this route.
When the status is Pending or Unclaimed
Pending and Unclaimed statuses mean the recipient has not yet completed a transfer, so the steps differ from a Completed payment.

- Check the destination. PayPal’s UK help says an unclaimed or pending payment can occur when it was sent to an email address or phone number that is not registered to a verified PayPal account, or when the recipient’s settings require them to accept the payment.
- Cancel if the option is offered. If Activity shows a Cancel action, use it. Some transactions cannot be canceled by the sender, so the recipient may need to accept or deny the payment instead.
- Know the 30-day rule. PayPal’s UK guidance says the recipient must accept or deny within 30 days, and pending or unclaimed payments are automatically canceled after 30 days.
- Expect return timing to vary. The same UK help page estimates that returned funds can take up to 5 business days to a bank account and up to 30 days to a credit or debit card. These are estimates for that country and depend on the original payment method.
When a merchant order is Pending
A pending order is an authorization that lets the seller debit your account; it is not money already delivered to anyone. According to PayPal’s US help page on orders, the seller has received the order but has not yet collected the payment. When the seller captures it, PayPal shows the order as Complete and the seller ships the item. Sellers often capture within a few days, but a pending order can remain in that state for up to 30 days, until it expires, is completed, or the seller voids it.
Contact the merchant and ask whether they have captured or voided the authorization. If the order has been pending for a long time and the seller is unresponsive, the Resolution Center route described above is the next option for eligible purchases.

When the transaction is a refund
A refund is money coming back to you, so the trace runs through your original payment method rather than a recipient. Open the refund details in Activity or PayPal’s Refund Tracker and read the status and the original payment method. PayPal’s US help page gives these timing estimates, which are not guarantees and do not carry a publication year:

If the refund is marked Sent, the card issuer or bank may still need to process it, so waiting within these windows is reasonable. If PayPal marks the refund Completed and the money still does not appear, contact your card issuer or bank and give them the bank reference ID or the original transaction information.

What PayPal’s guidance does not settle
The published guidance does not establish the outcome of an account review, an account limitation, a reversal, an unauthorized transaction, or a recipient’s withdrawal from their bank. For those situations, review the transaction and any account-specific instructions in the Resolution Center, or contact PayPal through its official account support route. Do not assume a reversal or reimbursement will be granted.

The wrong-recipient, order, and refund pages cited here are US help content, while the unclaimed-payment and return-timing details come from the UK help page. Labels, cancellation options, dispute rules, and support paths can vary by country and account, so compare what your own Activity screen shows with the page for your region.
