What to Do If a Benefit Payment Is Missing or Smaller Than Expected

Check the issuing program, payment date, account activity, and latest notice. Then contact the right agency—and act promptly if the notice gives a deadline.

First identify which program issued the benefit, then compare the scheduled payment date and expected amount with your bank or payment-card activity and the latest notice from the agency. For a scheduled Social Security electronic deposit that has not posted, check with your bank first; for other benefits, contact the agency or office that administers the program. Read any notice promptly because the explanation and response deadline depend on the benefit and the decision.

The steps below focus on U.S. benefits. Payment schedules, correction procedures, and appeal deadlines vary by program and jurisdiction; do not assume Social Security rules apply to SNAP, TANF, veterans benefits, or benefits outside the United States.

What to check before reporting a problem

  1. Identify the program and issuer. Check past notices or account messages to confirm which agency administers the benefit. USAGov directs Social Security questions to the Social Security Administration (SSA), veterans-benefit questions to the Department of Veterans Affairs (VA), and SNAP and TANF questions to state or tribal offices.   2. Compare the date and amount. Check the payment schedule, bank account, or payment card. Note the scheduled date, the amount you expected, and the amount that arrived, if any.
  3. Look for a notice or account message. Review recent mail and online messages for a changed amount, an eligibility decision, an adjustment, or a request for information. Keep the relevant notice available when you contact the agency.
  4. Record the discrepancy. Write down what you expected, what you received, the date, and what the latest notice says. Ask the agency whether the payment was issued, held, returned, or calculated differently, and what deadline applies. These are questions to ask, not a guarantee of a particular outcome.
  5. Keep a record of your contact. Save notices and note the date, office, and instructions you receive. If you are told a decision can be reviewed or appealed, follow the procedure and deadline in the notice.

If a Social Security payment is missing

For a scheduled Social Security electronic payment that has not posted, SSA’s guidance is to contact your bank or financial institution first because posting may be delayed. If the bank cannot resolve the issue, report the missing, late, or stolen payment to SSA. SSA says it will review the case and replace the payment if it is due.

Call SSA at 1-800-772-1213 (TTY: 1-800-325-0778) or contact a local Social Security office. These contact details appear in SSA’s guidance on a missing Social Security payment, dated December 12, 2022.

If another federal payment is missing

Contact the agency that authorized the payment. If you do not know which agency issued a federal payment, USAGov says the Bureau of the Fiscal Service Call Center can help identify it. Check USAGov’s instructions for finding a missing federal payment for the appropriate route. SNAP and TANF recipients should contact their state or tribal office rather than assume the federal-payment process applies.

If the payment is smaller than expected

Do not assume a lower amount is either an error or a valid adjustment. Ask the issuing agency to explain the calculation, the period covered, and the records it used. Compare that explanation with the latest notice and ask what response or review deadline applies.

When SSA says you were overpaid

An SSA overpayment notice explains why SSA says it paid more than was due. The right next step depends on what you dispute. If you disagree that an overpayment happened or with the amount, SSA says you can appeal. If you accept that an overpayment occurred but believe repayment would be unfair or unaffordable because the error was not your fault, you may be able to request a waiver. An appeal and a waiver request address different issues; consult the notice for the applicable procedure and deadlines. See SSA’s overpayment guidance.

For SSI, check the notice deadline promptly

SSA’s 2026 guidance says most appeals of initial SSI determinations must be requested in writing within 60 days after you receive the notice. The page also describes circumstances in which payments may continue or be reinstated during some non-medical appeals; continued payment is not automatic and depends on the decision and timing. Follow the notice and contact SSA quickly if you want to challenge a decision or ask how an appeal affects your payments. See SSA’s SSI appeals guidance.

A shortfall may mean money is still owed

A payment that is missing or too small can be an underpayment, not just a delay or reduction. In a September 3, 2026 release, the SSA Office of the Inspector General reported more than 1.1 million SSI underpayments totaling about $291 million, describing amounts unpaid to eligible recipients or survivors. The audit examined samples from underpayments pending as of September 2024 and payments SSA made between July 31, 2021 and July 31, 2024. This finding concerns specific SSI audit populations; it is not an estimate for all benefit programs or evidence that the full amount remains unpaid today. Read the SSA OIG release for its scope.
