Before moving a stablecoin between custodial services, verify the exact asset, receiving network, addresses and information requirements with both providers. A transfer can be delayed, held, returned or not processed if the network does not match or required counterparty details are missing. There is no universal network, memo, fee or confirmation count: use the live instructions for your specific accounts and jurisdiction.
Start with the receiving account’s deposit instructions
Open the destination service’s deposit instructions for the exact stablecoin and account you intend to use. Confirm that the service accepts that asset on the selected network in your jurisdiction. Then compare those instructions with the withdrawal options shown by the sending service. Similar network names do not establish that two options are compatible.

Use the address provided through the destination service’s current workflow, and check it against the deposit instructions before authorizing a withdrawal. If the destination specifies a memo, tag or another identifier, confirm that separately and enter it exactly as instructed. Whether any such identifier is required depends on the asset and service; there is no universal answer.

At the sending service
Check whether the sending platform requires you to save or verify the destination address before withdrawing. It may also ask you to classify the destination—for example, as another exchange or a self-hosted wallet—or provide information about the receiving provider. Do not assume you can skip these steps because the destination belongs to a custodian you already use.

Coinbase’s European Exchange guidance is one example of provider-specific procedures: it describes adding destination addresses and providing information about the receiving service or wallet ownership. Coinbase says it may not process a transfer if counterparty information is unavailable. These are procedures for the described service and European context, not rules that apply to every platform. At the receiving service
Check whether the destination asks you to register the source address or provide the sending provider, country or other originator details. Coinbase’s European Exchange guidance describes an origin-address information log and says deposits are more likely to succeed when originator-address information has been provided. Confirm the destination’s current process; another provider may handle the information differently.

Confirm the information can travel between providers
Some transfers are subject to rules requiring information about the parties to accompany the transfer. Requirements depend on jurisdiction, provider status and the type of transfer. Check both services’ instructions for what they need from you and how they exchange required information; make sure account names and counterparty details are consistent with those requirements.

For covered transfers in the European Union, the European Banking Authority’s final guidelines under Regulation (EU) 2023/1113 describe procedures for detecting missing or incomplete information and handling transfers that lack required information. Their scope is not worldwide, and they do not establish one operational process for every provider. See the EBA guidelines on information requirements for transfers.

In Hong Kong, the Hong Kong Monetary Authority’s guidance is directed at licensed stablecoin issuers. It addresses procedures for incoming transfers with missing information, counterparty due diligence and assessing technology for secure, interoperable information exchange and related controls. Do not extend that guidance to unregulated actors or other jurisdictions without checking the applicable rules. See the HKMA guidance for licensed stablecoin issuers.
Review the practical transfer details before authorizing
- Asset and network: Verify the receiving service supports the exact stablecoin and network for your account and jurisdiction, and that the sending withdrawal option matches.
- Address and identifier: Check the destination address and any required memo, tag or other identifier against the receiving instructions.
- Provider approvals: Complete any address saving, verification, destination classification or source-address registration required by either service.
- Transfer limits and costs: Check both providers’ current amount limits, withdrawal fees and network fees. These vary; no universal values apply.
- Timing and escalation: Review the stated confirmation expectations and support process for a delayed or held transfer. Do not infer a processing time from another platform or asset.
- Records: Keep the withdrawal record and transaction identifier so each provider can investigate if the transfer is delayed.
Could the deposit be held or not processed?
Yes. A provider may review a transfer or decline to process it when required counterparty information is unavailable. Applicable procedures vary: the EBA guidelines address missing or incomplete information for transfers within their EU scope, while the HKMA guidance describes risk-based procedures for licensed stablecoin issuers in Hong Kong that may include suspending or returning a transfer lacking required information. Ask the relevant provider what applies to your account before sending if its instructions are unclear.

Do not treat regulatory guidance as a universal transfer recipe
Regulatory sources explain obligations within their own legal scope; they do not supply universal settings for an individual stablecoin transfer. FinCEN’s 2010 funds-transmittal travel-rule questions and answers concern covered funds transmittals and include originator and recipient information requirements. They are not crypto-specific guidance and should not be used on their own to determine what information a stablecoin transfer requires. See FinCEN’s funds travel regulations Q&A.
Before sending, rely on the current instructions from both services for the exact asset, network, account and jurisdiction. The reviewed regulatory guidance does not establish a universal chain, token contract, memo or tag, fee, confirmation count or processing time.
