The UK’s five-year Microsoft arrangement is a broad public-sector purchasing framework, not a single £9 billion cloud contract or a centrally purchased national AI system. Called the Strategic Partnership Arrangement 2024 (SPA24), it gives eligible public bodies access to improved commercial terms for Microsoft products and services, including Azure, from 1 November 2024 to 31 October 2029.
What did the UK government sign?
The Crown Commercial Service, now operating within the UK Government Commercial Agency, negotiated a five-year memorandum of understanding with Microsoft called the Strategic Partnership Arrangement 2024, or SPA24. It replaced the Digital Transformation Arrangement 2021. The Government Commercial Agency’s SPA24 information gives the arrangement’s term as 1 November 2024 to 31 October 2029.
An MoU sets a shared commercial framework; it is not necessarily a conventional service contract committing every department to buy a fixed quantity. Public bodies still make their own purchasing decisions and must follow procurement rules.
What products and services are covered?

- Dynamics 365 and Power Platform;
- security, compliance and technical support;
- consulting and other associated services; and
- AI-related products and capabilities, where separately procured and permitted.
The government announcement of the Microsoft MoU describes the wider portfolio and its relationship to the government’s cloud policies. The arrangement does not make Microsoft the exclusive provider of public-sector cloud services.
What does the £9 billion figure mean?
A later government publication links the October 2024 MoU to approximately £9 billion of government and wider-public-sector spending over five years. That is a projected or covered spend figure—not evidence of a £9 billion payment on signing, a guaranteed minimum, or £9 billion of Azure or AI purchases. The government’s advice letter concerning Rishi Sunak’s role with Microsoft is the source for the figure.
Actual spending depends on which bodies buy which products, their usage, licensing and renewal choices, procurement routes, and implementation costs. The public material cited here does not provide a universal SPA24 price list or product-by-product spending commitment.

How does AI fit into the arrangement?
“AI deal” is shorthand for access to a portfolio that can include AI-related tools and infrastructure. Depending on what an individual body buys, that might involve Azure AI services, generative-AI tools, Microsoft 365 Copilot, or AI features in Power Platform. These are distinct products and uses; the arrangement does not establish that they were all bought centrally or included at no extra cost.
Four questions should be kept separate: whether a public body can access negotiated terms; which technical products it chooses; whether it deploys them in live services; and whether those services produce measurable public benefits. SPA24’s public description does not specify a nationwide AI rollout, a fixed quantity of AI computing capacity, or a guaranteed number of civil servants using Copilot.
Who can use SPA24, and how are purchases made?
Eligible public-sector organisations beyond central government may use the arrangement, subject to eligibility and procurement rules. The Government Commercial Agency says organisations are not required to use one particular purchasing route, but they must procure compliantly. Routes can include frameworks, resellers or other permitted approaches; relevant frameworks include Technology Products and Associated Services 2 and Cloud Compute 2. A framework or eligibility listing is not, by itself, permission to skip a buyer’s competition or justification requirements.

Microsoft’s UK Government Cloud compliance information describes G-Cloud marketplace users such as government departments, devolved administrations, local authorities, wider public-sector bodies and arm’s-length bodies. That marketplace description should not be read as proof that every organisation can buy every Microsoft product under SPA24.
- Define the need. Specify the workload, users, data, security classification, service levels and expected demand before selecting a product or licence.
- Choose a compliant route. Check SPA24 eligibility and applicable frameworks, including Technology Products and Associated Services 2 or Cloud Compute 2, while following the organisation’s procurement rules.
- Compare full-life costs. Include licensing or cloud consumption, reseller and implementation fees, support, migration, training, security and likely exit costs.
- Set controls and measures. Document security, data handling, service performance, AI oversight where relevant, and how savings or service improvements will be measured.
What could taxpayers and public bodies gain?
Negotiated terms may help public bodies secure better pricing, simplify renewals, standardise support or make use of existing Microsoft skills and systems. Azure and related tools may also support modernisation of legacy services and new data or AI projects. These are potential benefits of the arrangement, not proof that SPA24 has already reduced public spending or improved services.

To judge value, buyers and taxpayers need evidence beyond a headline discount: total cost over the workload’s life, delivery time, availability, cost per transaction, staff productivity and the experience of people using the service. The government’s 2026 Cloud Challenge Book says 60% of government digital services had migrated to cloud, but that broad figure does not establish SPA24’s own savings or outcomes.

What are the main risks?
Vendor concentration and switching costs
Using Microsoft products across identity, workplace software, devices, cloud infrastructure and applications can make administration easier, but it can also increase dependence on Microsoft-specific systems, data formats and staff skills. A buyer should consider interoperability, portable data formats and a tested exit plan alongside any negotiated price.
Total cost can rise despite lower rates
Discounted unit prices do not guarantee lower overall spending. Cloud use can grow with storage, always-on computing, support, security add-ons, licensing changes and AI inference. Migration can also involve duplicated systems, contractors and retraining; moving an unchanged legacy design to cloud may fail to deliver expected efficiencies.
Competition and alternatives
Microsoft is one provider in a wider market that includes AWS, Google Cloud, Oracle, UK-focused suppliers and open-source options. The UK’s 2025 Google partnership announcement is evidence of engagement with another major provider, not proof that every department will use multiple clouds.

Competition concerns also remain contested. In a response published in the UK government’s cloud investigation materials, Google alleged that Microsoft licensing practices could steer customers toward Azure. That is Google’s attributed position, not a finding established by SPA24 itself: Google’s response to the provisional decision.
Data location is not the whole sovereignty question
Knowing where data is stored does not settle who can access it, where support is provided, who controls encryption keys, what subcontractors are involved, how legal demands are handled, or whether data and workloads can be moved. Controls and service characteristics can differ across Azure products, so buyers need to assess the specific service and workload rather than assume every product offers identical residency or sovereignty protections.
AI needs separate governance
Buying access to an AI tool does not settle whether it is appropriate for a public service. Before deployment, an organisation should determine what data may be processed, how prompts and outputs are logged, whether personal data is used for model training, how errors and bias are assessed, whether people review consequential decisions, and how the system can be audited if the model changes.
What should still be disclosed or checked?
The public material cited above does not settle several contract-level questions. Buyers and taxpayers seeking to assess long-term value should look for documentation on:
- product-specific pricing, guaranteed or minimum spend, and actual department-level expenditure;
- measured savings, adoption and service outcomes attributable to SPA24;
- AI model, capacity and usage commitments, if any;
- renewal, price-review and notice terms;
- data portability, exit assistance and arrangements at expiry; and
- service-specific sovereignty, security and resilience controls.
The arrangement’s stated term ends on 31 October 2029; the sources cited here do not establish renewal options or a common exit plan for every purchase made under it. Individual buyers should inspect the applicable contract and service terms rather than infer those protections from the MoU’s term.
