On May 30, 2025, the Department of Energy announced that it was terminating 24 awards from its Office of Clean Energy Demonstrations, with a combined value of more than $3.7 billion. That figure is the awards’ total value—not a claim that DOE had already paid out and recovered $3.7 billion. DOE separately said the cancellations would produce $3.6 billion in immediate savings.
What DOE announced
DOE said it had completed individualized financial reviews and terminated 24 awards. The projects were part of programs intended to demonstrate or advance clean-energy and industrial technologies. According to DOE, 16 of the 24 projects—nearly 70%—had been signed between Election Day and January 20, 2025.
The distinction between the two headline figures matters: more than $3.7 billion was the total value of the terminated awards, while $3.6 billion was DOE’s stated estimate of immediate taxpayer savings. The announcement does not establish that the full award value had been disbursed or that all of it was recovered.
Why DOE said it canceled the awards
DOE said its reviews found that the projects did not advance Americans’ energy needs, were not economically viable, and would not provide a positive return on taxpayer dollars. The department also said the projects failed to meet the economic, national-security, or energy-security standards needed to justify continued investment. Those are DOE’s stated grounds for its decision, not independently established findings about each project.

Energy Secretary Chris Wright said the administration was conducting due diligence to ensure public funds strengthen national security, support affordable and reliable energy, and advance projects with a high return on investment. He also criticized the prior administration’s financial review process.
Which projects and companies were affected?
The portfolio included industrial decarbonization and carbon-capture work, including efforts involving cleaner cement. The following are examples reported by the Associated Press, not a complete list of the 24 awards:

The Senate committee’s account grouped the affected awards as 18 projects associated with the Industrial Decarbonization Program, one under the Clean Energy on Former and Current Mine Lands program, and five under the Carbon Capture Demonstration and Pilots program.
What recipients and lawmakers said
Sublime Systems said it was surprised and disappointed by the termination of its Industrial Demonstrations Program award. As reported by TechCrunch, spokesperson Rob Kreis said the company believed it had made progress scaling its American-invented technology, working with major cement producers, and building a customer base.

These criticisms and the recipient response are distinct from DOE’s explanation: the department cited its project and financial assessments, while the critics questioned how the review was conducted and what its consequences might be.

How the May 2025 cancellations fit into later DOE totals
The original 24 awards are only one tranche within a much broader DOE review of awards funded under the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA). In a report dated September 17, 2026, the Government Accountability Office said DOE data showed 155 awards worth $9.1 billion canceled and 381 awards worth $19.6 billion approved to continue as part of that wider review. These totals should not be read as a revised count or status update for the original 24 alone.
As of April 2026, DOE data showed recipients appealing 93 canceled awards worth $6.9 billion; DOE had reinstated 12 canceled awards worth $0.9 billion after successful appeals. The report does not establish that these appeals or reinstatements involved the original May 2025 awards.

The broader funding figures also provide context, not a tally for the 24 projects: GAO reported that DOE received $91.5 billion under IIJA and IRA for fiscal years 2022–2025. By September 30, 2025, DOE had obligated $51 billion and disbursed $6.6 billion. GAO cautioned that it could not corroborate all award values in DOE’s data against USASpending.gov, partly because the site does not identify IRA funding amounts and some IIJA amounts differed.
A January 2026 court ruling reported by Axios vacated terminations for seven projects in litigation involving a later cancellation tranche. It should not be taken as reversing the May 2025 decision on these 24 awards. The final award-by-award payment and legal status of the original 24 is not established by the available reporting.
What this means for taxpayers
For household budgets and public spending, the key takeaway is that DOE described the action as avoiding future spending, not recovering a confirmed $3.7 billion already paid out. Whether a canceled award ultimately results in savings depends on what had been obligated or disbursed, whether a termination is challenged or reversed, and the final status of the individual award. DOE’s $3.6 billion savings figure is the department’s estimate associated with the announcement; it is not the same measure as the portfolio’s total award value.
