The more than Rs 1,400 crore at the centre of the headline was for road transport of coal that Rajasthan’s state power utility had already paid, according to Scroll.in. The immediate dispute was separate: Parsa Kente Collieries Limited (PKCL), an Adani-led joint venture, sought about Rs 65 crore in interest for delayed reimbursements. Scroll reported that a Jaipur commercial court criticized the arrangement, imposed a Rs 50 lakh fine and asked the state government to seek a CAG audit. The Rajasthan High Court stayed those directions on July 18, 2025. A later High Court judgment concerns a differently dated Commercial Court order, so the available records do not establish that it decided the July 2025 directions.
Who was involved, and what was the dispute?
PKCL is the joint venture that mined and delivered coal to Rajasthan Rajya Vidyut Utpadan Nigam Limited (RRVUNL), a state-owned electricity utility. Scroll.in reported that Adani Enterprises held 74% of PKCL and RRVUNL held 26%.
The parties’ 2008 Coal Mining and Delivery Agreement assigned the joint venture responsibility for mining and transporting coal to RRVUNL’s power plants. Scroll’s account says the agreement also required the joint venture to develop a railway siding connecting the mine to the nearest rail line. While the siding was unavailable, coal was moved by road to railway stations through a transport agency; Scroll described this arrangement as outside the original contract.
The case reported by Scroll was about PKCL’s request for interest on delayed reimbursement of road-transport costs—not a demand for RRVUNL to pay the transport charges again. PKCL said the delays forced it to rely on bank loans and that interest had accumulated to about Rs 65 crore. RRVUNL rejected the interest demand in February 2018, and PKCL took the dispute to court in 2020, according to the report.

What does the Rs 1,400 crore figure mean?
Scroll reported that RRVUNL had borne more than Rs 1,400 crore in road-transport charges and that the Jaipur court discussed the utility’s recovery of those charges. That figure refers to the transport costs, not the interest claim or the fine. The headline’s characterization of the charges as amounts PKCL was not entitled to is a report of the court’s position; it should not be read as an order that PKCL repay the full transport amount.

What did the Jaipur court order?
In an order dated July 5, 2025, the Jaipur commercial court reportedly directed PKCL to pay a Rs 50 lakh fine and asked the Rajasthan government to request a Comptroller and Auditor General (CAG) audit of the deal. Scroll quoted the court saying that “one cannot take advantage of its own fault” and describing the company’s complaint as a “half told story.” These phrases are Scroll’s account of the court’s language.

Scroll also reported that RRVUNL argued coal-delivery problems “could lead to power shortage and devastating effect on the economy of the state.” That was the utility’s submission, not a finding that a power shortage occurred.
What is the latest status of the court proceedings?
Scroll reported that PKCL appealed and that the Rajasthan High Court stayed the July 5, 2025 directions on July 18, 2025. A separate Rajasthan High Court judgment dated May 21, 2026, in Parsa Kente Collieries Limited v Rajasthan Rajya Vidyut Utpadan Nigam Limited, D.B. Civil Miscellaneous Appeal No. 2007/2023, allowed PKCL’s appeal and set aside a Commercial Court order dated May 20, 2023. The judgment held that the Commercial Court had exceeded the limited scope of review under Section 34 of the Arbitration and Conciliation Act, 1996.

The available judgment identifies the challenged order as dated May 20, 2023, not July 5, 2025. The available material does not establish whether the 2026 appeal and the July 2025 directions are procedurally connected. It is therefore not accurate to say that the May 2026 judgment directly reversed the July 2025 directions.

There are three different monetary figures and remedies in the coverage: the transport charges RRVUNL had paid, the interest PKCL claimed, and the fine the Jaipur court reportedly imposed. The Jaipur order’s reported criticism of the transport arrangement is not the same as a repayment order for the full Rs 1,400 crore. Its reported fine and audit request were stayed by the High Court in July 2025, while the relationship between those directions and the separately identified 2023 order addressed in 2026 remains unclear.
