The Times of India said more than 35,000 transactions were either unreported or recorded with an incorrect PAN, with an estimated combined value above ₹55,000 crore. Those are preliminary figures attributed to unnamed sources—not a confirmed count of tax evasion or a final departmental finding.
What is happening in Badshahpur?
The Times of India reported on October 9, 2026, that a seven-member team from the Income Tax Department’s Directorate of Intelligence and Criminal Investigation (I&CI), Chandigarh, had begun a survey at Badshahpur tehsil in Gurugram. The team was comparing state property-registration records with statements of financial transactions (SFTs) furnished to the department. The newspaper said the examination was still under way when its story was filed. The Times of India report

What do the reported figures mean?
The report describes two types of discrepancies: transactions said to be missing from tax-department reporting, and registrations that used an incorrect PAN. It gives these preliminary figures:

| Reported discrepancy | Figure in the October 9, 2026, Times of India account |
|---|---|
| Registrations in which the fictitious PAN “ABCDEF1234” reportedly appeared | Nearly 25,000 over two years |
| Additional transactions reportedly not reported to the department | 10,000–12,000, with an estimated value of ₹15,000 crore |
| Transactions described as either unreported or filed with an incorrect PAN | More than 35,000, with an estimated aggregate value above ₹55,000 crore |
These are figures attributed to unnamed sources in the newspaper report, not independently verified official totals. The overall total combines the two reported categories; it does not mean that 35,000 people have been found to evade tax. The estimated value of the transactions is also not the same as a finding that the full amount is undisclosed income.
What is SFT reporting for property deals?
Statements of financial transactions are reports of specified high-value transactions submitted to the Income Tax Department. The department’s SFT guidance says a purchase or sale of immovable property must be reported when the transaction value or stamp valuation is ₹30 lakh or more. The reporting person is the Inspector-General, Registrar or Sub-Registrar under the Registration Act, 1908.
Rank #2
Under Rule 114E, the relevant registration authorities file the information in Form 61A annually, by May 31 following the financial year to which it relates. Rule 114E sets out the same property threshold and identifies the reporting authorities. These rules explain the reporting framework; they do not independently confirm the reported Badshahpur discrepancies.
Why does an incorrect PAN matter?
A PAN helps connect a property transaction to the buyer or seller in tax records. The Times of India report says an incorrect PAN can obstruct matching a registration to the actual parties and linking it to tax information. That is the newspaper’s explanation of the concern; it is not a separate official finding about any particular buyer or seller in Badshahpur.
Rank #3
Non-reporting and incorrect PAN details are distinct problems: in the first case, a transaction is said to be absent from the reporting; in the second, a report exists but contains an inaccurate identifier. The reported total combines them, and the available account does not give a final breakdown or establish tax liability for any individual.

- The Times of India reported that a seven-member I&CI team was examining Badshahpur property-registration records against SFT filings.
- The reported examination was ongoing when the newspaper filed its October 9, 2026 story.
- The counts and values are preliminary estimates attributed to unnamed sources in that account.
- The available sources do not establish a final investigation outcome, an official total, or a determination of tax evasion.
The report quotes an unnamed official describing the action as part of a drive to identify non-reporting and incorrect reporting of high-value immovable-property transactions and ensure accurate information reaches the tax department. The official is not named, so the statement cannot be attributed more specifically.
