The £20 million warning concerns reported promotion bonuses Leeds United were due to pay after winning the Championship—not a transfer fee or a fine. Finance expert Stefan Borson warned that the bonuses, along with possible survival bonuses, could contribute to a Profitability and Sustainability Rules (PSR) problem. That was a forecast, not an official finding that Leeds had breached the rules.
What was the £20 million warning about?
Football Insider reported on May 13, 2025, that Leeds were set to pay nearly £20 million in promotion bonuses. Borson said the club could face PSR issues, pointing to the bonus cost and the possibility of further bonuses if Leeds stayed in the Premier League. Football Insider’s report attributes the warning to Borson; it does not report a formal PSR charge or breach.
The distinction matters: a warning about potential pressure on the accounts is not the same as a regulator concluding that a club broke a rule. The available reporting supports the former, not the latter.
Have Leeds breached PSR?
The cited reports do not establish that Leeds breached PSR. Borson’s statement—“I think they will have PSR issues”—was an expert’s assessment quoted by Football Insider, not an official determination. No Premier League finding is documented in these reports.

Football Insider’s account of Leeds’ 2023–24 results gives revenue of £127.6 million, losses of £60.8 million and a wage bill of £84 million. Those figures offer context for the warning, but they do not by themselves establish whether a club complied with PSR: the relevant assessment depends on the rules and the accounts included in the applicable reporting period. Football Insider’s financial-results report is the source for those figures.
When might promotion bonuses count?
The timing of an accounting cost and the fact that the club must ultimately bear it are separate questions. Leeds United News reported that about £20 million in promotion bonuses could be counted in the 2025–26 calculation, while noting that the cost still had to be borne. This is secondary reporting, not confirmation of how a regulator ultimately treated the bonuses. Leeds United News’ report discusses that possible timing.

Accordingly, the £20 million should not be treated as a confirmed deduction in a particular PSR assessment. The cited coverage describes a possible accounting-period effect, rather than an official ruling on recognition or compliance.

A club’s room to recruit depends on its own financial position and the circumstances of its PSR assessment, not simply on promotion or a headline transfer budget. In a June 2, 2025 report about promoted clubs, BBC Sport described Leeds as less favourably placed than Sunderland and quoted football finance expert Kieran Maguire saying Leeds would “have to box clever in terms of recruitment.” That is broader context, not independent verification of the bonus amount.
