What the End of the Penny Means for Consumers (Updated September 2026)

The Mint no longer makes circulating pennies, but existing coins remain usable. Cash totals may be rounded after tax when exact change is unavailable; electronic payments generally remain exact.

The U.S. Mint stopped making new circulating pennies after its final ceremonial strike on November 12, 2025. Existing pennies remain legal tender, but supplies differ by region. For shoppers, the main change is that a retailer may round a completed cash total to the nearest five cents when exact change is unavailable; sales tax is still calculated to the cent, and card or other electronic payments can generally settle exactly.

What actually ended—and what did not

The final strike ended a 232-year run of circulating penny production. The Mint says Treasury suspended production after determining that another one-cent coin was no longer necessary for commerce. Treasury cited the growth of non-cash payments and the penny’s very low purchasing power, saying continued production was not fiscally responsible.

Stopping production does not cancel coins already in circulation. Pennies remain legal tender, and Treasury encourages people to spend them while businesses adjust. As of September 30, 2026, the Associated Press reported that Congress had passed a bill formalizing the production end and sent it to the President, with a signature expected; that report did not establish that the bill had been signed. Check the current legal status if you are reading this later.

The financial rationale is straightforward: the Mint reported that producing a penny cost 3.69 cents in 2025, up from 1.42 cents a decade earlier. It projected approximately $56 million in annual production savings. Pennies made up 57% of the 5.61 billion circulating coins in fiscal year 2024, so ending a high-volume denomination has a noticeable effect on coin logistics.

Can I still use pennies?

Yes. You can use existing pennies for purchases, deposits and other transactions where the business accepts cash. The Federal Reserve’s distribution network does not have a single nationwide supply condition: order and fulfillment status varies by site, with some locations filling penny orders and others reporting shortages. A local shortage therefore does not mean pennies have been withdrawn nationwide.

If you have a jar of coins, you do not have to exchange or discard it. Spend the pennies, deposit them, or keep them. Coin wrappers can make sorting and depositing household pennies easier, but buying them is optional.

Will stores round my cash total?

Possibly, when you pay with cash and the business cannot provide exact change. The commonly recommended approach is symmetrical rounding of the completed, tax-included cash total to the nearest five-cent increment. It is guidance rather than evidence of a single federal rule that every retailer must follow; state or local law and a store’s own procedures control the transaction.

Very small totals of one or two cents may receive special treatment; Treasury’s FAQ describes rounding such amounts up to five cents rather than to zero. Ask the cashier how the store handles these edge cases.

Examples

  • A final cash total of $10.02 becomes $10.00.
  • $10.03 becomes $10.05.
  • $10.06 becomes $10.05.
  • $10.08 becomes $10.10.

The adjustment is made once, after every item and tax amount has been added. A retailer should not round each shelf price separately under this method.

Does penny rounding change sales tax?

No. The Streamlined Sales Tax Governing Board says tax computation remains unchanged for cash, credit, debit and other payment types: calculate tax to the nearest cent, then apply any cash-settlement rounding to the final total. Rounding therefore changes the amount of cash exchanged, not the taxable price or the tax calculation. Rules can vary by jurisdiction, so consult your state or local tax authority when a legal requirement matters.

Cash and electronic payments work differently

Payment method What generally happens Why
Cash Final total may be rounded to a five-cent increment when exact change is unavailable. Physical change may not include pennies.
Credit, debit or other electronic payment Can generally settle to the exact cent. No coin change is needed.

Cash remains a meaningful part of household spending. The Federal Reserve Bank of Atlanta reported that cash represented 14% of all consumer payments and 21.3% of in-person payments in its 2025 analysis of 2024 data. Those figures explain why rounding will be visible even as many purchases remain electronic.

Will rounding make consumers pay more?

Individual transactions can move either direction. A symmetrical rule is designed to round down as often as it rounds up when totals are distributed across many purchases. The Federal Reserve Bank of Richmond modeled a potential consumer cost of approximately $6 million per year using 2023 Diary of Consumer Payment Choice data, but that is an estimate made before the production stop—not an observed nationwide loss after the change. Actual effects depend on payment habits, transaction amounts, retailer practices and local rules.

The St. Louis Fed likewise notes that estimates vary and that balanced up-and-down rounding is expected to limit systematic effects in aggregate. You may pay a few cents more on one cash purchase and a few cents less on another.

How to handle pennies in everyday finances

  1. Keep using them. Offer pennies with cash payments or include them when settling a bill.
  2. Deposit accumulated coins. Sort them for your bank or credit union, following its coin-acceptance policy.
  3. Expect local differences. A store in a region with limited penny deliveries may round cash while another still has enough coins to make exact change.
  4. Check the receipt. Confirm that tax was calculated before any cash adjustment and that the rounding line matches the store’s stated policy.
  5. Use an exact-payment method when appropriate. Electronic payments generally avoid cash-change rounding, although ordinary card terms and fees still apply.
