The shutdown-ending law, H.R. 5371, included a one-year extension of farm bill programs that had been left out of earlier budget reconciliation legislation, according to Farm Policy News’ November 10, 2025, account. Congress later enacted the measure on November 12 as Public Law 119-37. The extension was one part of a broader funding package, not a full reauthorization of the farm bill.
What the farm bill extension covered
Farm Policy News reported on November 10, 2025, that the agreement included a one-year extension for farm bill programs omitted from earlier reconciliation legislation. The report also said the package suspended permanent agricultural laws that had remained in place to encourage Congress to reauthorize commodity programs, and extended the Grain Standards Act through January 30, 2026. These are details reported about the agreement; they should not be read as a claim that every farm program was renewed.
The extension was a temporary bridge, distinct from a longer-term farm bill reauthorization. The report does not identify a broader economic impact estimate, and figures attached to a separate Agriculture-FDA appropriations bill should not be treated as the cost of this extension.
How the shutdown measure became law
H.R. 5371 was the legislative vehicle. Its enrolled text names Division A the Continuing Appropriations Act, 2026. Section 101 generally continued funding for ongoing projects and activities at rates and under authorities and conditions from prior appropriations, subject to specified exceptions. The law contained multiple divisions and provisions, so it was more than a farm-program extension. Read the enrolled bill text.

Farm Policy News reported that the Senate voted 60–40 to advance the measure on November 9, 2025. Its November 10 account described an agreement that still needed House action. The later Congressional Record confirms that H.R. 5371 was signed on November 12, 2025, becoming Public Law 119-37. See the Congressional Record entry.

Farm Policy News described most other agencies as funded through January 30, 2026, while selected agencies and operations received full-year funding in the package. That is a summary of the package’s structure, not a replacement for checking the provisions of each division of the enacted law. The January 30 date was the endpoint reported for that funding and for the Grain Standards Act extension; it is not an upcoming deadline now that the date has passed.

The key distinction is between an interim extension of certain authorities and the broader legislative work of reauthorizing farm programs.
