The 2024 Democratic Party platform set an ambition to make the U.S. farm sector the world’s first to reach net-zero emissions by 2050. It linked that goal to climate-smart farming practices and new income for farmers, but it did not lay out a sector-wide implementation schedule or binding requirements. The pledge is a campaign commitment, not evidence that the goal has been achieved.
What the 2024 Democratic platform proposed
The final 2024 Democratic Party platform said the administration was working to make the U.S. farm sector the world’s first to reach net-zero emissions by 2050. It described USDA payments for farmers adopting what the platform called climate-smart practices, presenting those practices as a way to sequester atmospheric carbon, improve soil health and biodiversity, restore water cycles, and create revenue through ecosystem-services markets. The platform reported that more than 80,000 farms covering 75 million acres had adopted such practices. Those participation figures are claims made by the platform, not independent verification of emissions reductions or outcomes.
The Democratic National Committee announced the final platform’s release on August 18, 2024, and said its Platform Committee had passed the document on July 16, before President Joe Biden stepped aside. The pledge should therefore be understood as part of the 2024 campaign platform, rather than as a current policy status report. The DNC release provides that timeline.
What net zero means—and what the platform did not specify
In broad terms, net zero means balancing emissions released into the atmosphere with removals, such as carbon stored in soils or vegetation. The platform’s language sets a destination for the farm sector, but it does not define a sector-wide accounting method, a detailed pathway to 2050, or binding requirements for farms. Nor does the statement establish that the stated practices will offset every source of agricultural emissions.

That distinction matters: a political ambition, a technical estimate of what might be mitigated, and a measured policy outcome are different things. The platform’s description of payments and participation does not, by itself, show the quantity or permanence of emissions reductions, or whether the sector is on track to reach the target.
Why farm emissions are difficult to address
The EPA estimated that direct agricultural greenhouse gas emissions made up 9.4% of total U.S. greenhouse gas emissions in 2022. Agriculture’s sources include soil management, livestock digestion, and manure handling, and each involves different gases and production processes. EPA’s emissions overview attributes just over half of agriculture-sector emissions to soil management, more than one quarter to enteric fermentation, and about 14% to manure management.

EPA also reports that agricultural greenhouse gas emissions had risen 8% since 1990. These are direct agriculture-sector emissions; they should not be confused with emissions from other stages of the food system, such as processing or transportation. Because the major sources differ, a soil-focused practice cannot automatically be assumed to reduce methane from livestock digestion or emissions from manure systems.
Federal plans and technical scenarios are not proof of delivery
USDA’s FY 2022–2026 strategic plan set objectives to increase carbon sequestration, reduce greenhouse gas emissions, and create economic opportunities. It discussed research and economic analysis, field-scale tools for estimating greenhouse gas impacts, and support for biogas and other clean fuels. The plan shows areas of federal activity, but it does not establish current program availability, farm eligibility, or results on individual farms. USDA’s strategic plan is a planning document, not proof that the platform’s 2050 ambition has been delivered.

EPA’s 2024 technical report on forestry and agriculture estimates mitigation potential under scenarios through 2050. EPA says the analysis does not simulate particular policies. Its scenarios can help describe possible options and technical potential, but they do not cost, validate, or show that the Democratic platform’s proposal is on track. EPA’s report should be read as scenario analysis, not a forecast of the pledge’s outcome.

For farmers, the platform connected emissions-related practices with potential income opportunities, including ecosystem-services markets. It did not provide enough detail to determine which farms or practices would qualify, what payments would be available, or how income and emissions benefits would be measured. USDA’s strategic objectives and the platform’s reported participation figures do not answer those farm-specific questions.

For households following climate policy, the clearest takeaway is the difference between the target and the evidence: the platform stated a 2050 ambition and described federal support for practices, while EPA’s inventory explains the scale and sources of direct farm emissions. Neither the platform nor the cited technical scenarios demonstrate that net zero has been reached or provide a verified implementation status after publication.
