During Bihar’s 2025 assembly-election campaign, RJD leader Tejashwi Yadav promised a proposed law to provide a government job to every family in Bihar that did not already have one. He said the law would be enacted within 20 days of his alliance forming a government and that the families would get jobs within 20 months. The pledge was a campaign commitment, not evidence of an operating jobs program.
What exactly did Yadav promise?
At an October 2025 press conference, Yadav said: “whichever Bihar family has no government job, we will bring a new law to ensure one.” He described a two-part timetable: enact the law within 20 days of his side forming the government, then ensure qualifying families received a government job within 20 months of its formation. The commitment was framed around whether a family already had a government job; the announcement did not name particular posts, sectors, salaries, eligibility tests or recruitment routes. How did the manifesto describe the timetable?
The Mahagathbandhan’s joint manifesto, released on October 28, included the proposed legislation within 20 days. Its wording on the 20-month deadline was more qualified: it said the employment process would begin within 20 months, rather than stating that every job would necessarily have been delivered by then. That distinction matters when describing what the alliance formally published. The Indian Express, October 28, 2025.
How does the promise fit the alliance’s wider jobs agenda?
The manifesto also proposed regularizing contractual or outsourced workers and creating jobs in areas including IT, special economic zones, dairy and agro-based industries, health, food processing, new energy, logistics, manufacturing and tourism. These were separate commitments. The reported manifesto coverage did not explain how those proposals would deliver a government job to every family without one, or provide an individual hiring plan for the universal pledge. What scale questions did contemporaneous reporting raise?
The Indian Express reported that Bihar’s 2023 caste survey counted 2.76 crore families and around 13 crore people. It also cited government sources’ estimate of 26.5 lakh government employees, while noting that no official figure for the total number of government jobs was available. These figures help explain the scale questions surrounding the pledge, but they do not establish how many families lacked a government job or how much the proposal would cost: employee and family counts are not directly interchangeable.
Recruitment figures in the same October 2025 report illustrate competition for existing vacancies. It said more than 10 lakh applicants sought around 930 block-level education development officer posts. It also reported more than 20 lakh applications for around four lakh vacancies across the last three government-school-teacher recruitment examinations over four years. The report cited around 12 lakh government jobs provided since November 2005, excluding the nine months when Jitan Ram Manjhi was chief minister. These are reported figures, not a cost estimate or an official assessment of whether the pledge could be fulfilled. The Indian Express, October 9, 2025.
What were the initial reactions?
A JD(U) spokesperson called the proposal lacking in “legal validity.” That was a political reaction, not a legal ruling. The Indian Express also quoted an economist questioning whether enough suitable jobs and workers with the necessary specialized training would be available. Those comments raise implementation questions; they are not an independent costing or proof that the pledge was legally invalid or impossible.

The Indian Express reports cited here cover Yadav’s October 9, 2025 announcement and the Mahagathbandhan manifesto released on October 28, 2025. They do not establish whether the pledge was implemented after the election. It should therefore be understood as an election commitment, not treated as current policy or as evidence that recruitment under it took place.
