International mutual funds can diversify a portfolio across foreign markets, but they do not eliminate the risk of loss. For U.S. investors, returns can be affected by exchange rates, political and economic events, foreign-market liquidity, differences in company reporting, extra costs and taxes, and limits on legal remedies. The fund’s countries, holdings, and strategy determine which risks matter most.
How international mutual fund risk works
A mutual fund pools investors’ money to hold a portfolio of securities. An international fund generally invests outside the United States; a global fund may hold both U.S. and foreign securities. The fund wrapper can make it easier to own a diversified group of investments, but it does not shield the underlying holdings from foreign-market risks.

U.S.-registered mutual funds are subject to U.S. regulation, and they may offer more diversification than many investors could build on their own. But U.S. and international markets do not always move independently, and increasingly interconnected markets can transmit shocks across borders. Diversification can spread exposure; it cannot guarantee gains or prevent losses. The SEC explains this in its International Investing bulletin and Investor.gov’s international investing guidance.

It is useful to separate the risks that come from the investments themselves from the risks tied to access and implementation. A foreign company can lose value because of market or economic events, while exchange rates, local trading conditions, disclosure practices, and costs can affect what a U.S. investor experiences. A fund spreads investors’ money across the securities it owns, but its actual diversification depends on those holdings and their country, sector, and currency exposures.

Risks to understand before investing
Currency movements can change your dollar return
A foreign security’s price may rise in its local market while its value falls when converted into U.S. dollars. The SEC puts it plainly: “In fact, it is possible that a foreign investment may increase in value in its home market but, because of changing exchange rates, the value of that investment in U.S. dollars is actually lower.” This means a favorable local-market result does not necessarily translate into a favorable return for a U.S. investor.
Some governments also impose currency controls that restrict or delay the movement of money out of the country. Such restrictions can affect the value or liquidity of investments tied to that market. Do not assume that an international label means a fund hedges currency exposure. Check the current prospectus for the currencies involved and any hedging policy.
Currency risk is not necessarily the same across all international funds. The relevant currencies depend on the fund’s holdings and the countries where those companies operate. A fund may hedge some exposure, but no standard policy applies to all funds. Review the fund’s own current disclosures rather than inferring currency treatment from the word “international,” “global,” or a country name in its title.
Markets, economies, and politics can fall
Foreign securities remain exposed to ordinary market declines as well as changes in economic conditions, government policy, political or social events, and regional developments. A fund focused on one country or region can be particularly affected by events there. Holding securities from several countries may reduce reliance on a single market, but it does not assure a positive return.
Emerging- and frontier-market funds can involve heightened volatility and political, regulatory, legal, liquidity, and currency risks. FINRA’s Investing in Emerging and Frontier Markets discusses these additional considerations. The risk level depends on the particular fund’s holdings and exposure, not just its name.
Country and regional concentration matter even when a fund owns multiple securities. A fund heavily weighted toward one geography remains exposed to developments affecting that geography. Conversely, a fund with wider geographic coverage may still have substantial exposure to a particular country, industry, or set of companies. Check the current country and sector weights to understand the portfolio rather than treating “international” as a guarantee of broad diversification.

Company information and accounting may be harder to assess
Foreign companies may disclose less information, report on a different schedule, use accounting standards that differ from U.S. standards, or publish information in languages other than English. The SEC also notes that foreign-company financial statements may not be subject to auditing and oversight arrangements analogous to those for U.S.-listed companies. These differences can make it harder for investors to compare companies or evaluate their condition.

These information differences can affect how readily an investor can assess a company, not just how much data is available. Different reporting timetables, standards, and languages may complicate comparisons with U.S. companies or with other foreign issuers. They are reasons to examine the fund’s disclosure and holdings, while recognizing that a mutual fund’s reports describe its portfolio and do not remove differences in the underlying companies’ reporting environments.
Trading can be less liquid or more restricted
Some foreign markets have lower trading volumes, fewer listed companies, shorter trading hours, or limits on the securities foreign investors may buy. A market with fewer buyers and sellers can make it harder to trade at a desired time or price. FINRA notes that emerging and frontier markets may also have thinner trading and less developed financial and legal systems.
Trading restrictions and currency controls are distinct issues, but either can affect access to an investment. Some markets limit which securities foreign investors can purchase; some governments may restrict or delay transfers of money out of a country. For a U.S. investor evaluating a fund, the practical question is whether its holdings and markets expose it to conditions that may make transactions or transfers more difficult. Specific market access and liquidity conditions vary, so use the fund’s current disclosures rather than assuming all foreign markets operate alike.
Costs and taxes can reduce returns
International investing may involve higher fund expenses or trading costs than domestic investing. Other possible costs include broker commissions, currency conversion costs, and foreign taxes, including withholding taxes on dividends. The SEC notes that U.S.-registered funds investing abroad may have higher expenses partly because trading in foreign markets costs more.

When comparing options, distinguish the fund’s stated recurring expenses from other possible implementation costs. The disclosures may identify transaction, brokerage, or currency-related costs, while foreign withholding taxes may affect dividends. There is no single added-cost amount that applies to all international mutual funds. Compare the current documents for the specific funds you are considering, and avoid assuming that two funds with similar geographic labels have the same total cost profile.
Legal remedies may be more difficult to pursue
The location of a company and the market in which securities are purchased can affect what remedies are available and where an investor can pursue them. The SEC cautions that an investor may be unable to pursue certain remedies in U.S. courts or collect a U.S. judgment against a foreign company, and may need to rely on remedies in the company’s home country.
This is a risk of the underlying foreign issuer and market, not a guarantee that every investor will face a legal dispute. A U.S.-registered fund remains subject to U.S. regulation, but that does not erase all difficulties associated with foreign companies or markets. Where a security was purchased and the entity involved can matter, so do not assume the fund wrapper makes every remedy available in a U.S. court.
How fund design changes the risks
Fund labels offer a starting point, not a complete picture of diversification or risk. Use the fund’s current prospectus and shareholder reports to examine its actual exposure.
| Fund feature | What to check | Why it matters |
|---|---|---|
| Geographic breadth | Whether the fund holds foreign securities only, both U.S. and foreign securities, or concentrates on a country or region | A country or regional focus can make returns more sensitive to events in that geography. |
| Developed, emerging, and frontier exposure | Which markets the fund holds and how much of the portfolio is allocated to them | Emerging and frontier markets may add volatility and political, regulatory, legal, liquidity, and currency risks. |
| Currency exposure and hedging | Which currencies influence returns and whether the fund hedges any exposure | Exchange-rate changes can raise or lower U.S.-dollar returns; the fund’s name alone does not establish its hedging policy. |
| Investment approach and concentration | Whether the fund is index-tracking or active, its benchmark, country and sector weights, and largest holdings | A broad label does not tell you how diversified the actual portfolio is. |
| Costs and dealing terms | Fund expenses and disclosed trading or currency-related costs; whether the vehicle is a mutual fund or an ETF | Costs reduce returns, and mutual funds and ETFs have different trading mechanics. |
The table highlights why similarly named funds may not have the same risk mix. A broad international fund, a regional fund, and a single-country fund can differ in geographic breadth. Funds may also vary in their developed, emerging, or frontier-market exposure, investment approach, benchmark, currency exposure, and concentration in particular holdings. None of those details is reliably determined by the label alone.
When comparing an international mutual fund with an ETF, confirm which kind of vehicle you are looking at. Their trading mechanics differ, but one is not inherently safer or cheaper. Compare current disclosures and the specific fund’s terms rather than using the vehicle type as a shortcut for its underlying market risks or total costs.

- Read the prospectus. Identify the investment objective, principal strategies, risks, and fee table. Look for statements about currencies, hedging, emerging or frontier markets, and geographic concentration.
- Inspect holdings and exposures. Use current shareholder reports and fund materials to check country and sector weights, major holdings, and the benchmark. Do not infer broad diversification from the fund’s name alone.
- Consider the currency effect. Determine which currencies affect the portfolio and whether the fund hedges any exposure. If the prospectus does not make the policy clear, do not assume the risk is hedged.
- Compare all disclosed costs. Review recurring fund expenses and any disclosed transaction, brokerage, or currency-related costs. Consider that foreign withholding taxes may apply to dividends.
- Match exposure to your own risk tolerance. Decide whether a regional or country focus, or substantial emerging- or frontier-market exposure, is consistent with your ability to withstand volatility and losses.
Make the comparison fund by fund using the latest available prospectus and shareholder reports, because holdings, costs, country exposures, and hedging terms are fund-specific and can change. The SEC bulletin cited above dates to 2016 and remains useful for general descriptions of international-investing risks; it is not a substitute for current fund documents. The documents can help answer what the fund intends to hold, what risks it discloses, and what costs it reports, but they cannot guarantee how markets, exchange rates, or political and economic conditions will develop.
A practical review should connect each disclosed feature to a risk you can explain. For example, check whether a country or region is a large portfolio exposure, whether emerging or frontier markets are included, which currencies can influence dollar returns, and what the fund says about hedging. Then review the expenses and other disclosed costs, and note the fund’s stated liquidity and foreign-market risks. This helps distinguish risks that are specific to one fund from those common to international investing generally.
What diversification does—and does not—do
Owning securities across countries can reduce dependence on one market, but it does not remove market risk or guarantee that foreign holdings will offset U.S. losses. Markets are connected, and a fund’s exposures may be concentrated in particular countries, industries, currencies, or companies. Review the portfolio itself and evaluate international exposure as one part of your overall investment plan.
For that reason, diversification is best understood as spreading exposure, not as protection against every loss. A diversified international fund can still fall in value if its underlying securities decline, if exchange rates move against U.S.-dollar returns, or if other risks affect its markets. The breadth of the fund may change how concentrated its exposure is, but no fund label can promise that gains in one market will offset declines in another.
Frequently Asked Questions
Can an international mutual fund lose money even if its foreign markets rise?
Yes. A foreign security may gain in its local market while exchange-rate changes reduce its value in U.S. dollars. The SEC describes this as a possible outcome of currency movements.

Does diversification eliminate international mutual fund risk?
No. Holding securities across countries can reduce reliance on a single market, but it cannot guarantee gains, prevent losses, or ensure that foreign holdings will offset U.S. market losses.
Are international mutual funds automatically currency-hedged?
No. Do not infer a fund’s hedging policy from its name. Check its current prospectus for the currencies that affect returns and whether any exposure is hedged.
Are emerging- and frontier-market funds riskier?
They can involve heightened volatility and political, regulatory, legal, liquidity, and currency risks. The actual mix depends on the fund’s holdings and exposure.

Does a U.S.-registered fund remove legal risks tied to foreign companies?
No. U.S.-registered funds are subject to U.S. regulation, but a U.S. investor may still be unable to pursue certain remedies in U.S. courts or collect a U.S. judgment against a foreign company and may need to rely on remedies in the company’s home country.
The Bottom Line
International mutual funds can broaden exposure beyond the United States, but they still carry market, currency, political, information, liquidity, cost, tax, and legal risks. Compare the fund’s current prospectus and reports—not just its label—to understand its countries, holdings, currency policy, and costs. Diversification spreads exposure; it does not guarantee gains or prevent losses.
