What Rising UK Government Borrowing Costs Mean for Mortgage Rates

A rise in UK government borrowing costs can push up new mortgage offers, but the effect is indirect and varies by mortgage type, timing and lender.

Rising UK government borrowing costs can put upward pressure on mortgage rates, but they do not set them directly. Gilt yields, Bank Rate, the market rates lenders use to price fixed mortgages, and the rate on your own mortgage are related but distinct. Whether your payments change—and when—depends mainly on your mortgage’s terms and, for a new deal, the rate and fees a lender offers you.

What “government borrowing costs” means

The UK government borrows by issuing bonds called gilts. A gilt’s yield is the return implied by its market price: when the price of an existing gilt falls, its yield rises, all else equal. Yields also move as investors reassess economic conditions, inflation, the supply and demand for government debt, and the return they require for holding it.

A rise in gilt yields is not the same thing as a rise in Bank Rate. Bank Rate is set by the Bank of England’s Monetary Policy Committee. Gilt yields are market prices, while Bank Rate is a policy rate. The Bank publishes a gilt-based yield curve and a separate sterling overnight index swap (OIS) curve, which makes the distinction visible in its yield-curve data and terminology guide.

For a mortgage borrower, the practical point is that gilt yields may be a signal of changing financial conditions, but they are not a direct dial lenders use to reset every mortgage. The path from government borrowing costs to a mortgage offer runs through other market rates and lender decisions.

How a gilt-market move can reach a fixed mortgage offer

1. Markets reassess future rates and risk

Investors’ expectations about future Bank Rate can influence both government-bond yields and the rates used in interest-rate contracts. Sterling OIS contracts reference compounded SONIA. Forward rates derived from the OIS curve are commonly used to infer what markets expect Bank Rate to be in the future. The Bank of England describes the UK OIS forward curve as “the primary financial market instrument used to read off market expectations for Bank Rate” in its 17 July 2026 analysis.

That is an interpretation, not a promise that Bank Rate will follow the curve. The Bank notes that OIS prices also include risk premia. Gilt yields can reflect additional influences, including liquidity and supply-demand effects. So a gilt yield’s movement is not a pure reading of expected future Bank Rate, and an increase in a gilt yield does not tell you exactly how much a mortgage rate should move.

2. OIS rates inform fixed-mortgage pricing

The Bank of England’s April 2026 Financial Policy Committee record says that “Overnight Index Swap (OIS) rates are used as the benchmark for fixed-rate mortgage pricing.” Lenders also weigh their own funding costs, margins, competition, and risk decisions. The benchmark matters, but it is only one input to a product’s price.

When relevant market reference rates rise, lenders may raise the rates on new fixed-rate offers. The amount and timing vary: an offer may move by less than its reference rate, more slowly, or at a different point in time. Lenders decide which products to offer and on what terms, rather than mechanically applying a fixed conversion from a gilt yield.

3. The change reaches borrowers through a new deal or a product rule

If you are within a fixed-rate term, you generally continue paying the contractual rate until the deal ends, subject to your mortgage terms. A change in market pricing does not automatically rewrite that fixed rate. It becomes more immediately relevant when you take out a new mortgage or arrange a replacement deal.

Tracker and variable-rate mortgages work differently. Their rates may be linked to Bank Rate, a lender’s standard variable rate, or another reference specified in the contract. Check the product terms to see what can change and when; a gilt-yield move alone does not establish that your rate or payment will change.

Why mortgage rates can move when Bank Rate has not

A fixed-rate mortgage is priced for a period in the future, so its price can reflect market expectations about where short-term rates may go, as well as risk premia and lender costs. That means fixed offers can change before the Bank changes Bank Rate, or continue moving after a Bank Rate decision. The relationship is not a one-to-one timetable.

Gilt yields can also move for reasons that do not imply an equivalent change in expected Bank Rate. In its July 2026 Monetary Policy Report, the Bank estimated that 10-year gilt yields had risen around 350 basis points between quantitative tightening beginning in February 2022 and the end of June 2026. A Bank term-structure model attributed around 200 basis points of that rise to term premia, with the remainder accounted for by higher expected rates. The report noted a wide range of possible drivers of term premia. These are model-based attributions for that historical period, not a general formula for translating a future yield change into mortgage pricing.

Mortgage offers can also lag their market reference rates. The Bank’s July 2026 report said rates and reference rates had fluctuated, with pass-through sometimes delayed. A lender may adjust products as market conditions and its own pricing decisions evolve; there is no fixed lag that applies to every lender or borrower.

What the reported 2026 figures show—and what they do not

The official figures below describe particular periods and quoted products in 2026. They illustrate how market reference rates and mortgage offers can move together without moving by the same amount. They are not live offers, a forecast for your mortgage, or a single simultaneous snapshot: the reports cover different dates and measures.

Source and period Reported observation How to read it
Bank of England, Financial Policy Committee Record – April 2026 Average two-year and five-year fixed mortgage rates rose an estimated 80 basis points and 70 basis points, respectively, during the period discussed. The record said the rises were smaller than the increase in relevant swap rates. Evidence of partial pass-through over the period covered; not a universal lender adjustment.
Bank of England, Financial Policy Committee Record – April 2026 The number of mortgage products fell from around 8,500 to 7,000 in the period discussed, while remaining above the number available during the 2022 gilt-market stress and initial Covid-19 lockdown. Product availability can change as market conditions shift; the count is not a measure of rates or a guarantee that a particular borrower can access a product.
Bank of England, Monetary Policy Report – July 2026 Two-year, 75% loan-to-value quoted mortgage rates rose 79 basis points on average since 27 February 2026, a little less than the rise in the reference two-year OIS rate over the period described. A dated average for a specified LTV and term, not a quote for every borrower.
Bank of England, Financial Stability Report – July 2026 Average quoted rates were 4.92% for a two-year fixed 75% LTV mortgage and 5.32% for a two-year fixed 90% LTV mortgage. These were respectively 72 and 75 basis points higher than at the time of the December FSR. Representative, dated quotes. Your available rate depends on your circumstances, lender, product and fees.

The Bank’s April FPC record and July MPR do not describe the same window, so their increases should not be added together or treated as simultaneous changes. Together, they show why comparing the specific mortgage measure, reference rate and dates matters more than citing a headline gilt yield in isolation.

What this means for your mortgage, by product type

If you are on a fixed rate

Your contractual rate generally remains in place for the fixed term, subject to the mortgage agreement. A rise in government borrowing costs does not by itself increase the monthly payment on that existing deal. The market may matter when you arrange your next rate, so the key date is when your current deal ends and the key comparison is the full offer available to you then.

If you are approaching the end of a fixed deal

New fixed offers are exposed to current market pricing and lender decisions. Two borrowers reaching the end of a deal at different times can therefore face different offers, even if both have the same mortgage type. Loan-to-value, fees, term, lender eligibility rules and product availability also affect which offer is relevant to an individual borrower.

If you have a tracker or variable rate

Read the mortgage’s contractual reference and change mechanism. A tracker linked to Bank Rate responds according to its stated relationship to Bank Rate, not directly to gilt yields. A variable product may have different terms. Without knowing the product’s reference rate and conditions, it is not possible to infer an individual payment change from a rise in government borrowing costs.

How to assess your own exposure

  1. Identify your mortgage type and terms. Check whether your rate is fixed, tracker or variable, what reference rate applies, and what the lender can change under the agreement.
  2. Find your deal-end date. For a fixed-rate borrower, this indicates when a new market offer is likely to become relevant. Do not treat a market headline as an immediate change to a rate that is contractually fixed.
  3. Compare like with like. When reviewing offers, note the fixed period, loan-to-value, rate, fees and eligibility conditions. A headline interest rate alone does not describe the total cost of a mortgage product.
  4. Separate the market signal from the lender offer. OIS and swap-rate movements can help explain market pricing, while gilt yields offer a broader, distinct signal. Neither tells you the exact rate a lender will quote.
  5. Use an individual payment calculation. A useful estimate needs your balance, remaining term, repayment type, current rate, prospective rate and fees. A national average cannot substitute for those inputs.
  6. Check current terms before acting. Rates and product availability can change. Confirm the offer and its conditions with the lender or a mortgage adviser rather than relying on a historical report figure.

This sequence prevents a common mistake: turning a movement in a government bond yield into a personal monthly-payment forecast without accounting for the mortgage contract, market benchmark, lender pass-through, and borrower-specific offer.

Why headline payment estimates can mislead

Household impact depends on more than the direction of market rates. A borrower with years remaining on a fixed deal is in a different position from someone remortgaging now; a tracker borrower’s exposure depends on its contractual link; and the same quoted rate can imply different payments for loans with different balances and terms. Loan-to-value and fees also shape the available options.

For scale, HM Treasury’s 21 May 2026 worked estimate said that £40 billion spent on energy-bill support in 2022–23 could have increased the cost of a new representative mortgage by £360–£850 a year, with £605 a year as the midpoint. This was a modelled historical estimate, not a forecast of the effect of today’s borrowing costs. Its calculation assumed full pass-through from the average Bank Rate increase over three years to mortgage rates, and used a representative £215,000 advance over 29 years with a 3% baseline rate. The result depends on those assumptions; it should not be applied as a standard increase for a household today. The assumptions and estimate are set out by HM Treasury.

The Bank of England’s July 2026 Financial Stability Report said around 750,000 households paying under 3% interest would roll off fixed rates in 2026, and projected an average repayment increase of £170 per month for that group. This is a projection for a defined group under the report’s assumptions and date, not a prediction for all fixed-rate borrowers or a general consequence of a particular gilt-yield rise. A household’s actual change depends on its balance, remaining term and replacement deal.

The practical takeaway

Rising government borrowing costs can contribute to higher fixed mortgage offers, but the connection is indirect: gilt yields and OIS rates measure different things, mortgage benchmarks incorporate expectations and premia, and lenders set products using several inputs. A rise does not automatically change every borrower’s payment. To understand your own exposure, start with your mortgage terms and deal-end date, then compare current eligible offers and their total costs.
