A sufficiently capable quantum computer could undermine some cryptographic protections used to keep data confidential and verify digital identities. No reliable year for such a machine is known. The cybersecurity issue today is preparation: attackers may save encrypted data to try to decrypt it later, while organizations and service providers work through the lengthy task of changing cryptographic systems.
What could quantum computing break?
Encryption and digital signatures help protect information and establish trust online. Encryption helps keep information confidential; digital signatures help verify that a message, document, or software update is authentic. A sufficiently capable quantum computer could break cryptographic systems that depend on mathematical problems that are difficult for conventional computers.

That is a potential future capability, not evidence that today’s encrypted communications have already been broken. The National Institute of Standards and Technology (NIST) says no one knows how long it will take to build a cryptographically relevant quantum computer, and estimates vary widely. There is no reliable arrival year to use as a countdown.
The issue is narrower than “quantum computers break cybersecurity.” The concern is that some cryptographic methods may no longer be safe against a powerful quantum attacker. Passwords, software flaws, stolen devices, and other familiar security risks do not disappear; quantum computing is a separate challenge to particular cryptographic protections.

Why encrypted data may be at risk before a quantum computer exists
What “harvest now, decrypt later” means
An attacker can capture encrypted information now, keep a copy, and hope to decrypt it in the future if a capable quantum computer becomes available. NIST calls this a “harvest now, decrypt later” threat. It does not mean every encrypted message is being collected, or that the attacker can read it today.
The risk matters most when information must remain secret for a long time. For example, financial records, identity information, business plans, legal documents, or other sensitive material may have a confidentiality lifetime that extends well beyond the day it is transmitted. Organizations can use the sensitivity of the information and how long it must remain private to decide what to address first.

Why preparation takes time
Changing cryptography is not necessarily a matter of installing one update. Organizations need to discover where cryptography is used across systems and services, assess dependencies, coordinate with vendors, and test replacements. NIST notes that integrating a standardized algorithm into information systems can take 10 to 20 years as a general historical estimate; it is not a prediction that every post-quantum migration will take that long.

What post-quantum cryptography is
Post-quantum cryptography (PQC) means cryptographic algorithms designed to resist attacks from both conventional and quantum computers. These algorithms run on existing computing platforms; they do not require an organization or household to own quantum hardware. NIST finalized its first three PQC standards on August 13, 2024, and says organizations can begin implementing them.

| Standard | Algorithm | Purpose | Status in NIST material |
|---|---|---|---|
| FIPS 203 | ML-KEM | Key establishment and general encryption | Finalized in 2024; NIST’s primary general-encryption/key-establishment choice |
| FIPS 204 | ML-DSA | Digital signatures | Finalized in 2024 |
| FIPS 205 | SLH-DSA | Digital signatures using a different mathematical approach | Finalized in 2024 |
| HQC | HQC | Prospective backup for general encryption | NIST selected it in March 2025 as a backup candidate; its announcement expected a final standard in 2027, so it should not be treated as a finalized standard on that basis |
The distinction between encryption and signatures matters: FIPS 203 addresses key establishment/general encryption, while FIPS 204 and 205 address digital signatures. NIST’s 2025 HQC announcement said ML-KEM remained its recommended general-encryption choice and described HQC as a possible fallback if ML-KEM were found vulnerable.
How PQC differs from quantum key distribution
PQC and quantum key distribution (QKD) are different approaches, not interchangeable names for quantum security. PQC uses mathematical algorithms on existing platforms. QKD uses quantum-mechanical properties and specialized technology to distribute keying material, so it involves a different deployment model and infrastructure.

| Approach | How it works | Practical distinction |
|---|---|---|
| Post-quantum cryptography | Uses cryptographic algorithms intended to resist conventional and quantum attacks | Designed for implementation in existing computing systems and services |
| Quantum key distribution | Uses quantum-mechanical technology to distribute keying material | Requires specialized technology; it is not the ordinary consumer route for PQC migration |
The U.S. National Security Agency (NSA) does not recommend QKD or quantum cryptography for National Security Systems unless limitations it identifies are overcome. It also cautions that security can depend on implementation. QKD should therefore not be treated as an automatic or universal replacement for cryptographic migration.

What individuals can do
Most individuals do not need to buy quantum equipment or select cryptographic algorithms themselves. The practical steps are to maintain supported devices and software, install security updates as vendors release them, and ask providers how they plan to support PQC. NIST recommends these steps but does not establish PQC support for any particular phone, browser, bank, messaging app, or other product here.

- Be wary of claims that a consumer product is “quantum-proof” unless the provider explains what protection it uses and what the claim covers.
What organizations should do to prepare
NIST and joint guidance from the Cybersecurity and Infrastructure Security Agency (CISA), NIST, and the NSA frame preparation as an inventory and migration-planning effort. For a finance business, this can include systems that handle customer information, payments, identity checks, records, and communications; the priority is to identify actual cryptographic dependencies and data-protection needs rather than assume every system faces the same urgency.
- Inventory cryptography. Identify systems, applications, services, and data that rely on cryptographic protections, including dependencies supplied by vendors.
- Prioritize sensitive information and critical assets. Consider how damaging disclosure would be and how long information must remain confidential.
- Build a migration roadmap. Plan how affected systems can move to standardized PQC, accounting for operational dependencies and testing.
- Engage vendors. Ask when and how products and services will support PQC, and how updates or migration will work.
- Keep the plan current. Track standards and implementation guidance as they evolve, then revise priorities and timelines accordingly.
What U.S. federal deadlines mean—and do not mean
A June 2026 U.S. executive order sets federal milestones for agencies to transition high-value assets and high-impact systems to PQC for key establishment by December 31, 2030, and for digital signatures by December 31, 2031. The specified provision excludes National Security Systems and also calls for agencies to develop migration plans.
Those dates apply within the order’s stated federal scope. They are not automatically deadlines for every private company, financial institution, or other country. Organizations outside that scope can still use the milestones as context for planning, while checking the laws, contracts, and guidance that actually apply to them.
