What Phil Spencer Said About Xbox Handhelds and the Games Industry

Spencer’s 2024 handheld comments focused on Windows and Xbox usability, while his industry remarks underscored the business pressure behind game development—not a confirmed Xbox handheld plan.

Phil Spencer’s March 2024 comments about gaming handhelds were not an announcement that Microsoft was making an Xbox portable. As summarized by Thurrott from a Polygon interview at GDC, Spencer praised devices such as the Steam Deck, ASUS ROG Ally and Lenovo Legion Go, while saying Windows and the Xbox app experience needed to work better on handhelds. He also described the financial pressure of running a growing, profitable games business.

What did Spencer say about gaming handhelds?

In a March 26, 2024 report, Laurent Giret of Thurrott described a Polygon interview with Spencer at the Game Developers Conference. The report said Spencer was traveling with a Lenovo Legion Go and discussed Valve’s Steam Deck and ASUS ROG Ally. His distinction was between the promise of the handheld form factor and the software experience running on it.

As quoted in Thurrott’s account, Spencer said: “I like the fact that Valve, Lenovo, and Asus went out and innovated in a new form factor. And I will say that when I’m playing on those devices, it almost feels more like a console than a PC — nine times out of 10. The things that usually frustrate me are more Windows-based than device-based. Which is an area I feel some ownership of. Like, I want to be able to log in with a controller. I’ve got my list of things we should go do.”

His example of controller-based sign-in points to a practical usability issue: handheld PCs may be compact, but they still run a Windows environment that can require interactions designed for a conventional computer. Spencer’s criticism, as reported, was aimed at Windows and the Xbox app experience rather than at the hardware makers’ devices. Thurrott’s account of the interview is available at Thurrott; the original Polygon interview pages were not available to check directly, so the quotations here are attributed to Spencer as quoted in Thurrott’s report.

Did Phil Spencer say Xbox was making a handheld?

No. The March 2024 interview account discussed improving Xbox’s experience on existing Windows handhelds; it did not announce a Microsoft-designed handheld or a release plan.

Spencer later voiced support for the idea. At IGN Live in June 2024, he said, “I think we should have a handheld, too,” and added, “I think being able to play games locally is really important.” Ars Technica reported that these remarks still fell short of an official announcement that Microsoft was actively developing portable hardware. Ars Technica’s report provides that distinction. In January 2025, GameSpot likewise reported that Spencer continued discussing handhelds without confirming a dedicated Microsoft portable device: GameSpot.

That support for portable play is consistent with earlier remarks. A December 2023 Windows Central interview report said Spencer viewed handheld PCs as “almost extensions of my Xbox console.” It highlighted the importance he placed on saved progress appearing across devices and on playing games natively offline rather than relying only on streaming. Xbox Play Anywhere and a library that travels across devices were part of that context: Windows Central.

How did Spencer describe the games business?

The GDC conversation also took place amid pressure on Microsoft Gaming and the wider console business. Thurrott’s March 2024 article situated it alongside Microsoft’s announcement of 1,900 gaming-division job cuts earlier that year, Xbox’s decision to bring four formerly exclusive games to other consoles, and challenges in the console market. Those are historical context reported at the time, not new developments in 2026, and the interview alone does not establish the cause of any particular layoff, cancellation or strategy decision.

On the sustainability of large-budget development, Thurrott quoted Spencer saying: “We’re a business. I’ve said over and over. I don’t get any luxury of not having to run a profitable growing business inside of Microsoft. And we are that today.” The remark captures the tension between ambitious, costly game projects and the requirement that Microsoft Gaming operate as a durable business. It does not by itself explain which projects should be funded or what financial choices the company would make.

What changed in Xbox’s later handheld work?

Later official Xbox podcast discussion covered the ROG Xbox Ally and Xbox’s partnership with ASUS. Spencer described efforts to make a Windows device feel more like an appliance while retaining Windows’ openness, and acknowledged that battery life, interruptions and performance still needed work. That is later context about a partnership and software experience; it should not be read back into the March 2024 interview as proof that a Microsoft handheld had already been announced. What the comments mean for players

Spencer’s remarks point to several separate considerations for portable Xbox play, rather than a promise of a particular device:

  • Local play: Spencer specifically emphasized that being able to play games locally matters; streaming alone does not address that preference.
  • Continuity across devices: Earlier comments stressed saved progress and access to a library across console and handheld PC, including offline play.
  • Interface: A controller-friendly sign-in and a more console-like experience could reduce friction in a Windows handheld environment.
  • Hardware trade-offs: Later Xbox discussion identified battery life, interruptions and performance as areas still requiring work.

These points describe priorities and challenges, not a ranking of Steam Deck, ROG Ally or Legion Go. The interview account does not provide a comparative test or establish that Spencer recommended one device over another.
