President Donald Trump likewise rejected amnesty but referred to a work program. Those remarks described the administration’s public position; they did not establish a blanket rule for every worker or guarantee that a particular person would be protected from deportation.
What Trump, Rollins and Chavez-DeRemer said
At a July 8, 2025, public event, Trump was asked whether farmworkers would be protected from deportation. He replied, “No. No, there’s no amnesty. What we’re doing is we’re getting rid of criminals, but we are doing a work program.” The official presidential transcript records the exchange.
Rollins said the administration’s mass-deportation approach would continue “in a strategic way” while ensuring that farmers had labor. Labor Secretary Lori Chavez-DeRemer described a “concierge” approach to H programs, saying it would work within existing law and would not include an amnesty program. These were officials’ descriptions of policy and intent, not an individualized determination of who could be deported.
Reuters also reported Rollins’s “no amnesty” position and her references to automation, changes within the existing visa framework and American workers as elements of the labor response. Reuters’ July 8 report provides that account.

What the remarks do—and do not—say about a worker’s risk
The practical question is whether a farm employer’s support or a worker’s lack of other criminal conduct changes exposure to deportation. At a June 11, 2025, House Agriculture Committee hearing, a member asked about deporting a farmworker or immediate family member whose only violation was unlawful entry or presence and who had an endorsement from a family-farm employer. Rollins’s response addressed the administration’s labor approach, not the individual legal outcome in that scenario.
Accordingly, the public remarks do not establish that all farmworkers would be deported, that an employer endorsement would shield someone, or that a worker without another criminal conviction would be safe from removal. The cited statements also do not resolve any individual’s immigration status or legal options. The hearing transcript records the question and response.

Which labor alternatives officials named
Rollins set out a mix of domestic recruitment, lawful foreign-worker channels, visa-process changes and automation. At the June hearing, she said farmers could succeed through “a combination of American labor, foreign workers that come legally to our country, and increased automation,” adding that some reform within the current visa process would be necessary.
In a separate 2025 interview, Rollins said: “Ultimately, the answer on this is automation. Also some reform within the current governing structure. And then also when you think about, there are 34 million able-bodied adults in our Medicaid program. There are plenty of workers in America, but we just have to make sure we’re not compromising today, … So no amnesty under any circumstances.” The ellipsis appears in the Iowa PBS transcript. The 34 million figure is Rollins’s claim in those remarks; the cited transcript does not independently verify it. Iowa PBS has the interview transcript.

H-2A and the later 2026 proposal
H-2A is an existing visa channel for temporary agricultural work, and officials’ references to H programs concern legal work pathways rather than a blanket promise of status for workers already in the country unlawfully. In July 2026, a local news report described the proposed Securing Agriculture’s Workforce Act of 2026 as an H-2A update that would let certain unauthorized workers already employed in agriculture apply for H-2A status. The report said the bill remained in committee at that time and would not create a citizenship pathway. That account is secondary reporting; its current legislative status and any resulting legal change are not established here. The proposal should not be treated as enacted law.
