What MDR Means for Merchants—and How UPI Payment Charges Work

MDR is a merchant-side card-processing charge. RBI says it is not to be collected on UPI and RuPay debit-card transactions from January 1, 2020, but that does not make every provider service or payment-related fee free.

MDR (Merchant Discount Rate) is a merchant-side payment-processing charge, chiefly associated with debit- and credit-card transactions. For UPI, the broad rule is different: the Reserve Bank of India (RBI) says the Government directed that MDR not be collected on UPI and RuPay debit-card transactions from January 1, 2020. That does not establish that every payment instrument, provider service or separately disclosed charge is free.

What MDR means

RBI defines Merchant Discount Rate as “the rate charged to a merchant for payment processing services on debit / credit card transactions.” In practice, MDR is a merchant-side processing charge associated with accepting a card payment; it is not automatically a charge to the customer. RBI’s report provides the definition.

When merchants compare payment arrangements, they should identify the instrument and acceptance channel first. A UPI payment, a debit-card payment and a credit-card payment should not be treated as interchangeable simply because they are accepted through the same provider or device.

Do merchants pay MDR on UPI payments?

RBI materials state that the Government directed that MDR shall not be collected for transactions through UPI and RuPay debit cards from January 1, 2020. This is the broad zero-MDR rule relevant to ordinary UPI payment questions. RBI’s report and RBI material on the direction describe it.

The rule should not be stretched into a promise that every payment-related service or instrument is free. The cited materials do not establish current, provider-by-provider charges, or resolve all possible charges involving credit on UPI, prepaid instruments or ancillary services. For those cases, check the instrument-specific rules and the provider’s current merchant terms.

How debit-card MDR differs from UPI

Debit-card MDR has had a separate regulatory framework. RBI’s 2017 circular set maximum rates effective January 1, 2018. These are historical debit-card caps, not UPI rates:

The rates and caps above come from RBI’s debit-card circular and took effect on January 1, 2018; they should not be used as estimates of present UPI or credit-card charges. RBI’s circular sets out the debit-card framework.

Merchant costs and customer charges are different

A merchant’s MDR and a customer-facing convenience fee are distinct charges. RBI guidance tells payment gateways and aggregators to ensure merchants do not pass debit-card MDR on to customers, and requires applicable other charges, such as convenience fees, to be disclosed before payment. The cited direction is specifically about debit-card MDR; it does not settle every instrument or legal circumstance. RBI’s guidance covers these requirements.

So, if a customer sees an additional amount at checkout, that does not by itself show that the amount is MDR. Check how the charge is described and whether it was disclosed before the payment. For merchants, keep any provider service charge distinct from a card-processing MDR when reviewing statements and contracts.

How to compare payment arrangements

Do not compare only a headline rate. Ask the provider to identify each charge and the transaction types to which it applies. RBI directed acquiring banks to unbundle MDR by card type and explain the charges to merchants. RBI’s direction on unbundling supports comparing card categories separately.

  1. Identify the payment type: UPI, debit card, credit card or prepaid instrument.
  2. Identify the acceptance channel: in-person terminal, QR code or online checkout.
  3. Request the current fee schedule: use the provider’s current merchant documentation, not a rate inferred from the zero-MDR rule or a historical RBI cap.
  4. Separate charge categories: ask which items are MDR and which are other disclosed services or fees.
  5. Check other contract terms separately: verify settlement and service terms in the provider’s current documentation rather than assuming them from a payment instrument’s MDR treatment.
