What Lip-Bu Tan’s Reported Intel Strategy Aimed to Change

Lip-Bu Tan’s reported Intel reset focused on winning outside foundry customers and refocusing AI. Its success depended on manufacturing execution, customer trust and commercial demand.

When Lip-Bu Tan was preparing to take over as Intel CEO in March 2025, a report described a two-part reset: make Intel Foundry more credible to outside chip customers and refocus the company’s artificial-intelligence efforts. Those were reported intentions and options—not a complete public strategy or proof of implementation. The plan’s financial importance was straightforward: Intel needed customers, dependable manufacturing execution and a stronger AI business while carrying the cost of rebuilding its manufacturing position.

What Tan was reported to be considering

The March 17, 2025 coverage portrayed Tan’s agenda as a response to Intel’s weakening financial and competitive position. It described possible changes to manufacturing, AI operations and management. It did not establish that every option had board approval, funding or a committed execution schedule. WinBuzzer’s summary of the report and a Techmeme archive of Reuters-linked coverage are the basis for the reported proposals.

  • Manufacturing: develop Intel Foundry into a business that could attract outside chip designers, rather than relying mainly on Intel’s own product divisions.
  • AI: reshape the product effort after Falcon Shores was scrapped, with Jaguar Shores described in the report as a future product expected around 2027.
  • Organization: consider reducing management layers and changing how manufacturing and AI teams operated.

These proposals addressed connected problems, but they were not interchangeable. Foundry growth depended on customer confidence and manufacturing performance; AI growth depended on competitive products, usable software and customer adoption. Cost reductions alone could not solve either challenge.

Why the turnaround mattered financially

The reported backdrop was severe: Intel had recorded substantial losses, its foundry operation was losing money, and its plans for new U.S. manufacturing capacity faced delays. The March 2025 summary cited $53.1 billion in 2024 revenue, an $18.8 billion annual loss and about $13.4 billion in foundry losses. Those figures are reported in that secondary coverage; they should not be treated as a substitute for Intel’s audited filings.

The distinction matters to investors and employees. A foundry can have valuable technology and still lose money if expensive facilities are underused, yields are poor or production ramps late. Building capacity requires capital well before a customer’s chip produces meaningful revenue. A government award can help pay for construction, but it does not ensure that customers will use the resulting capacity or that the business will earn an acceptable return.

The report also described Intel’s Ohio project as moving toward 2030 and cited a $7.86 billion CHIPS Act grant. Both are time-sensitive claims; the report alone does not establish their latest status or the grant’s disbursement conditions. The underlying business question remains whether Intel could align investment with real customer demand without undermining its longer-term manufacturing ambitions.

Intel Foundry’s difficult customer pitch

Intel’s reported strategic shift was from manufacturing primarily for its own processors toward competing for business from companies that design chips but outsource production. That puts Intel in a different relationship with customers: a contract manufacturer must be trusted with commercially sensitive designs even when the manufacturer also sells competing chips.

The report associated Nvidia, AMD, Broadcom and TSMC with possible discussions or arrangements. It did not establish that any of them became Intel Foundry customers or that a TSMC transaction was finalized. A possible structure involving TSMC and other industry participants was described as an option, not a completed joint venture, takeover or operating agreement.

What an outside customer would need to see

  • Manufacturing readiness: a process node must deliver acceptable yields at volume, not merely exist as a technology announcement.
  • Predictability: designers need confidence in schedules, capacity and the transition from test chips to commercial production.
  • Packaging and ecosystem support: advanced packaging, design libraries and compatibility with electronic-design-automation tools must fit the customer’s development process.
  • Commercial clarity: pricing, capacity commitments and long-term support have to make sense against alternatives.
  • Trust: customers need safeguards for intellectual property and confidence that Intel’s product groups will not gain an unfair advantage.

That last requirement is unusually important for Intel. The company would be asking customers to rely on a manufacturer that also competes in processors and other chip markets. Clear operational separation and consistent confidentiality practices could help, but a policy statement is not a substitute for a record of reliable delivery.

Potential customers also have reasons to hesitate. A design can be tied to a manufacturing process and take years to develop, so changing suppliers is costly. TSMC already has established foundry relationships; customers would need a concrete reason—such as capacity, technology, geographic resilience or packaging—to accept the risk of a new supplier. The report did not establish that Intel had secured an anchor customer able to solve its utilization problem.

The AI reset was more than a chip decision

Intel’s AI challenge spans several products and markets, which should not be conflated. AI-capable PC processors serve local tasks on consumer and business computers. Xeon data-center CPUs can run some AI workloads, but they are not direct substitutes for large GPU clusters. Gaudi accelerators target data-center AI, while software, networking and systems support affect whether customers can deploy them at scale.

The report said Falcon Shores had been scrapped and described Jaguar Shores as a future AI chip expected around 2027. That timing was a forward-looking expectation in the report, not a guaranteed launch date. The report does not establish Jaguar Shores’ eventual specifications, market reception or whether it would address training, inference or both.

For Intel, the challenge was not simply matching a rival chip’s headline performance. Customers weigh accelerator performance, memory, networking, price, availability and the software work needed to migrate applications. Nvidia’s position is supported by a substantial software ecosystem; hardware that looks competitive on paper can still struggle if developers must rewrite or extensively optimize their workloads.

A plausible route for Intel would be to pursue areas where it can offer a distinct advantage—such as inference, enterprise deployments, edge computing, networking or manufacturing custom AI chips for outside designers. That is a way to frame the opportunity, not a reported Tan commitment. The available March 2025 coverage does not show which segments Intel would prioritize or prove that its software and sales execution could support them.

Management cuts could help—or make execution harder

Reuters-linked coverage summarized by Techmeme said Tan was considering cuts to what was described as a slow, bloated middle-management structure. This was reported consideration, not a fully specified workforce plan. Fewer decision layers can make accountability clearer, but semiconductor manufacturing depends on experienced process engineers, technicians and customer-support teams. Reducing headcount indiscriminately could weaken the capability Intel needed to improve.

The useful test is not the number of managers removed. It is whether decisions become faster while engineering depth, factory expertise and customer responsiveness remain intact. Repeated reorganizations can also distract employees and customers, particularly when product road maps and manufacturing schedules are already under pressure.

How to judge whether the strategy is working

A credible turnaround would show evidence across commercial, technical and financial measures—not just new leadership language or announced capacity.

  1. Customer proof: distinguish signed production commitments from evaluations, discussions or test-chip work.
  2. Manufacturing proof: track process-node delivery, yields and the transition to volume production.
  3. Economic proof: watch whether foundry revenue and utilization improve relative to operating costs and capital spending.
  4. AI product proof: look for products shipping on schedule and customers making repeat deployments.
  5. Software proof: assess whether mainstream tools and frameworks work without excessive porting and support burdens.
  6. Capital discipline: determine whether fab projects are staged against demand and whether delays or resizing change the expected economics.
  7. Organizational proof: look for faster decisions without a loss of technical expertise or customer service.

These measures also reveal what kind of turnaround Intel is pursuing. A company could preserve strategically important U.S. manufacturing capacity without quickly making the foundry profitable; conversely, cost cuts might improve cash flow while weakening future technical competitiveness. The objectives and trade-offs need to be judged separately.

What could derail the plan

  • No anchor customer: without substantial outside production, expensive foundry capacity may remain underused.
  • Technology or yield setbacks: delays and low yields can damage customer trust and postpone revenue.
  • Internal conflicts: Intel must persuade customers their designs will be protected from its own product business.
  • AI ecosystem gaps: software friction, weak support or an inconsistent product road map can undermine otherwise capable hardware.
  • Partner reluctance: competitors may see limited benefit in strengthening Intel’s manufacturing or AI position.
  • Capital constraints: existing commitments and continuing losses can limit how quickly Intel redirects spending.
  • Over-aggressive cuts: reducing costs at the expense of manufacturing expertise could deepen execution problems.
  • Subsidy dependence: government support may reduce construction costs, but cannot replace customer demand or commercial utilization.

What the March 2025 report does—and does not—establish

The story is best understood as a snapshot of reported options for Intel’s incoming CEO, not a definitive account of a completed turnaround. It does not establish which proposals were formally adopted, whether possible partners signed contracts, whether the reported product schedule held, or how Intel’s financial and manufacturing position later evolved. A reader assessing Intel’s subsequent performance should rely on later company disclosures and filings for those outcomes rather than infer them from the reported plan.

The strategic tension was real: Intel wanted to become a trusted manufacturer for other chip designers while also rebuilding its own AI competitiveness. Those goals could reinforce one another if external customers brought revenue and scale, but they could also compete for capital, talent and customer trust. The reported agenda was bold because it attempted to address both at once; execution, demand and economics—not the announcement of a reset—would determine whether it worked.
