What Kim Reynolds Proposed on Iowa Property Taxes in Her 2026 Condition of the State Address

Kim Reynolds’ January 2026 address proposed changes to Iowa property taxes. Here’s what she announced, how the bill and later package were described, and what remains unclear about individual homeowners’ bills.

Iowa Gov. Kim Reynolds used her January 13, 2026, Condition of the State address to outline a broad property-tax agenda, including a local-government revenue-growth cap, less frequent assessments, and a proposed bill freeze for some older homeowners. The address announced proposals, not final eligibility rules or a complete statement of what became law. Reynolds’ office introduced a bill the next day; on May 3, it said a comprehensive package had passed and projected higher savings than it had at introduction.

What Reynolds announced in the address

Reynolds described property taxes as a locally driven issue and argued that state policy could not fix it alone. She said taxes had risen by more than 10% over the previous two years. That was the governor’s stated figure in her January 13 address; the materials available for this account do not provide its underlying calculation or an independent verification.

Her address outlined several proposed changes:

  • Limit local-government revenue growth: Reynolds said her bill would cap overall revenue growth for local governments.
  • Move to three-year assessments: She proposed changing Iowa’s real-estate assessment cycle from every two years to every three.
  • Shift responsibility for large increases: She said assessors, rather than taxpayers, would bear the burden of justifying large increases.
  • Freeze some senior homeowners’ bills: She proposed a freeze for Iowans age 65 or older whose homes were valued at $350,000 or less.
  • Create a savings account for first-time buyers: She proposed a tax-deductible account modeled on Iowa’s 529 program.
  • Expand a beginning-farmer tax credit: The proposal included making the credit refundable and extending it to land sales as well as leases, including transactions with relatives.
  • Restrict some tax increment financing: A Legislative Services Agency overview of the proposed reforms also identified limits on allowable uses of TIF.

These are the measures as presented in the address and proposal materials; those descriptions alone do not establish which provisions were enacted in their proposed form.

How the proposed revenue cap was described

In its January 14 bill announcement, the Governor’s office described a cap of 2% plus new construction for taxing authorities, with debt services and school funding excepted. This is a rule framed around revenue growth for taxing authorities—not a direct cap on every homeowner’s property-tax bill. A household’s bill also depends on local taxing decisions and the applicable assessment and levy calculations.

What changing the assessment cycle would mean

The Legislative Services Agency’s overview describes the then-current cycle this way: assessors establish real-estate values on January 1 in the first year; values are reviewed, equalized and limited to establish taxable value; taxing authorities set budgets and levy rates in the second year; bills are issued in the fall and paid the following year. Reynolds proposed moving from a two-year to a three-year assessment cycle. The address did not, by itself, specify the final statutory process or how a longer interval would affect an individual property’s taxable value.

Who the proposed senior freeze was for

In the address, Reynolds said she would freeze property-tax bills for Iowans age 65 and older whose homes were valued at $350,000 or less. That identifies the proposal’s stated age and home-value thresholds, but not final eligibility rules or the formula for calculating a freeze. The speech is not enough to determine whether a particular homeowner qualifies under the package described later by the Governor’s office.

How the proposal moved from speech to package

  1. January 13, 2026 — address: Reynolds announced her property-tax agenda in the Condition of the State address. Iowa Public Radio reported that legislative leaders wanted to see the bill details and a forthcoming House Republican proposal before deciding how to proceed.
  2. January 14, 2026 — bill announcement: The Governor’s office said it had sent a comprehensive bill to the legislature. It projected $3 billion in savings over six years. That was the administration’s estimate at introduction, not an independently verified result.
  3. May 3, 2026 — end-of-session statement: The Governor’s office said a comprehensive property-tax reform package had passed and projected $4.2 billion in savings over six years. This later estimate differs from the January projection; both are administration projections, and the reviewed materials do not independently validate either figure.

The May statement is evidence of the Governor’s office reporting passage of a package, but the materials cited here do not establish its final bill number, amendments, effective dates, exact eligibility rules, or whether each address proposal survived unchanged. To determine current legal rights or the effect on a specific bill, consult the enacted text and relevant agency guidance.

What the proposals can—and cannot—tell a homeowner

The address and press statements describe a policy agenda and the administration’s account of a later package. They do not determine an individual tax bill. The cap was described as applying to taxing-authority revenue growth, the senior freeze’s final terms are not established here, and a longer assessment cycle would operate within Iowa’s assessment and local levy process. Homeowners seeking a personal estimate need the final statutory rules and information about their local assessment, levies, and eligibility.
