Capital gains tax applies to taxable profit from selling a capital asset. Social Security benefit taxation is a separate calculation that determines how much of your benefits must be included in taxable income. The two rules can interact: capital gain distributions count as other income in the Social Security benefits test, potentially increasing the taxable share of benefits. They are not taxed under the same formula.
The figures below apply to U.S. federal individual income tax returns for tax year 2025, generally filed in 2026. They are not 2026 tax-year thresholds.

How the two taxes differ
The key difference is what each calculation measures. Capital-gains rules determine the taxable gain on a qualifying asset disposition and, in many cases, whether that gain receives a preferential tax rate. Social Security benefit taxation determines how much of a recipient’s benefits is included in taxable income based on benefits and other income.
| Question | Capital gains | Social Security benefits |
|---|---|---|
| What is measured? | Gain from a taxable sale or other disposition of a capital asset, after applying basis, holding-period, and gain-and-loss rules. | The portion of Social Security benefits included in taxable income under the IRS benefits worksheet. |
| What drives the calculation? | Short- or long-term classification, net gains and losses, taxable income, and any special category of gain. | One-half of benefits plus other income, including tax-exempt interest, compared with a filing-status base amount, followed by the IRS worksheet. |
| How do they interact? | Capital gain distributions can count as other income in the quick check for taxable benefits. | The benefits worksheet does not calculate or replace the capital gain; the gain is determined separately. |
| Where is it reported? | Form 8949 and Schedule D as applicable, with the result carried to the individual return. | Form 1040 or 1040-SR reports net benefits and the taxable portion on separate lines. |
For 2025, the IRS and Social Security Administration use the same rules to determine the taxable amount of Social Security benefits, as explained in IRS Publication 915 (2025). That shared benefits formula does not make it the same as the capital-gains calculation.

How capital gains are calculated and taxed
Start with the gain or loss
A capital gain generally arises when you dispose of a capital asset for more than its adjusted basis. Many assets held for personal or investment purposes can be capital assets. The amount and treatment of a gain depend on the asset, its basis, the transaction, and the applicable reporting rules. A loss on personal-use property, such as a personal car or home, generally is not deductible.
For tax purposes, the holding period generally separates short-term from long-term results. A gain on property held for one year or less is generally short-term; a gain on property held for more than one year is generally long-term. Netting gains and losses matters: the rate categories apply to the net results determined under the applicable rules, not automatically to every sale in isolation. The IRS explains the classifications and reporting in Topic No. 409 and Publication 550 (2025).
Short-term and long-term gains do not use the same rate treatment
Net short-term capital gains are taxed at ordinary graduated income-tax rates. Net long-term capital gain may qualify for the 0%, 15%, or 20% federal rate, depending on taxable income and the type of gain. The long-term rate thresholds below are for tax year 2025 and apply to “other net capital gain” under the IRS rate table; special gain categories can follow different rules.

| Filing status | 0% rate applies up to taxable income of | 15% rate applies above that amount through | 20% rate applies above taxable income of |
|---|---|---|---|
| Single | $48,350 | $533,400 | $533,400 |
| Married filing separately | $48,350 | $300,000 | $300,000 |

| Head of household | $64,750 | $566,700 | $566,700 |
These are taxable-income thresholds, not limits on how much gain you may realize. A long-term gain can fall across more than one rate band, depending on the taxpayer’s other taxable income and the applicable calculation. Do not use this table for short-term gain. The 2025 thresholds and rate descriptions are in IRS Topic No. 409 and Publication 550 (2025).
Some gains do not fit the ordinary 0%/15%/20% treatment for other net capital gain. Collectibles, qualified small business stock, and unrecaptured section 1250 gain have special maximum rates or rules. The asset and transaction type therefore matter as well as the holding period and taxable income.
How the Social Security benefits test works
Do the quick check using the correct filing status
The quick check adds one-half of net Social Security benefits to other income, including capital gain distributions and tax-exempt interest. Compare that result with the base amount for the applicable filing status. The base amounts for tax year 2025 are:

| 2025 filing situation | Base amount |
|---|---|
| Single, head of household, or qualifying surviving spouse | $25,000 |
| Married filing jointly | $32,000 |
| Married filing separately and lived apart from spouse for all of 2025 | $25,000 |
| Married filing separately and lived with spouse at any time during 2025 | $0 |
These figures are the IRS’s 2025 base amounts, not tax rates or benefit limits. If the quick-check result does not exceed the relevant base amount, the benefits generally are not taxable under this test. If it exceeds the base amount, the quick check does not itself tell you the taxable amount: complete the IRS worksheet for the return year. Follow the worksheet’s directions about income, exclusions, and deductions rather than subtracting items on your own before doing the comparison. See IRS Publication 915 (2025).

For 2025, generally no more than 50% of benefits may be included in taxable income under the lower-income calculation. In specified higher-income circumstances, or when a married-filing-separately taxpayer lived with their spouse during the year, as much as 85% may be included. The percentages describe the maximum share of benefits that can be taxable—not the tax rate applied to that share and not a tax on the entire benefit.
Once the taxable portion is determined, it is included in taxable income and handled through the individual income-tax return. The percentage does not mean that the IRS takes 50% or 85% of a benefit payment. The precise result depends on the full IRS worksheet and the taxpayer’s facts; the two base amounts alone cannot determine it.

Do capital gains count as income for Social Security taxes?
They can count in the Social Security benefits test, but that does not turn the gain into a Social Security tax or replace the capital-gains calculation. The gain or distribution is first handled under the applicable capital-gains rules. For the benefits quick check, capital gain distributions are included with other income. A larger amount of other income can push the check above the relevant base amount and may increase the taxable portion of benefits under the worksheet.
That interaction is why someone can owe tax on a larger share of Social Security benefits after receiving investment income, even though the investment gain itself remains separately calculated. Tax-exempt interest also appears in the benefits calculation, despite being tax-exempt for other income-tax purposes. The IRS worksheet, not a simple assumption that all investment proceeds are taxable income, determines the final benefit amount.
Will selling stocks make Social Security taxable?
Not necessarily. Selling stock can produce a gain, a loss, or no gain, depending on the tax basis and proceeds. If the sale results in taxable gain, the holding period and netting rules determine its capital-gains treatment. The amount relevant to the benefits quick check is other income, including capital gain distributions; do not assume the entire sale proceeds are a gain. Whether benefits become taxable depends on the quick check, filing status, and—if the threshold is exceeded—the full IRS worksheet.

For example, a person who receives benefits and has a long-term investment gain should not apply the 85% figure directly to the sale proceeds or to the gain. The gain is calculated and reported separately. The taxpayer then includes the relevant other income in the benefits test and follows the worksheet. Without the person’s benefit amount, filing status, and complete income facts, a sale alone cannot establish whether benefits are taxable.
How to work through both calculations on a 2025 return
- Classify each asset transaction. Determine whether it produced a gain or loss and whether the holding period is short-term or long-term. Check whether a special category of gain applies. Use the applicable instructions in Publication 550 (2025).
- Net and report capital transactions. Use Form 8949 and Schedule D as applicable, then carry the result to the individual return. Apply the relevant rate rules to net results; do not use the long-term rate table for short-term gain.
- Gather the Social Security and other-income figures. Start with net benefits and identify other income required by the benefits test, including capital gain distributions and tax-exempt interest.
- Apply the 2025 benefits quick check. Add one-half of net benefits to other income and compare the result with the base amount for the actual filing situation. For married filing separately, whether the spouses lived together at any time during the year changes the base amount.
- Complete the IRS worksheet if the quick check exceeds the base. Use the full 2025 instructions to calculate the taxable share; do not treat the quick-check excess or the 50%/85% ceiling as the final taxable amount.
- Enter benefits on the return. If benefits are taxable, report net benefits on Form 1040 or 1040-SR, line 6a, and the taxable portion on line 6b, following the year’s form instructions.
Common mistakes to avoid
- Calling 85% a tax rate. It is a cap on the portion of benefits that may be included in taxable income under specified circumstances.
- Applying the long-term rates to all investment gains. Net short-term capital gains use ordinary graduated rates; long-term gain may qualify for a different rate treatment.
- Using sale proceeds as the gain. A capital gain is generally measured against adjusted basis, not by treating all proceeds as profit.
- Assuming capital gains and benefits share one formula. The gain is separately calculated; the benefits worksheet uses other income as an input.
- Using the wrong tax year’s numbers. The thresholds and filing instructions cited here are for tax year 2025, generally filed in 2026. Use the IRS publication and forms for the year of the return.
- Overlooking filing status and living arrangements. The 2025 Social Security base is $0 for married filing separately if the taxpayer lived with their spouse at any time during the year; it is $25,000 for that status if they lived apart all year.
Scope and when to get individual tax help
This is a comparison of U.S. federal individual income-tax rules for tax year 2025. State and local treatment is outside this federal explanation. A personal result depends on filing status, benefit amounts, transactions, exclusions, and all other income, so use the applicable year’s IRS worksheets and forms or consult a qualified tax professional for a specific return. IRS guidance for the rules discussed here is available in Publication 915 (2025), Topic No. 409, and Publication 550 (2025).
