A Steam key is an activation code that the recipient redeems to activate a game, usually one that came with a retail or OEM product or was sold by an authorized reseller. A Steam Wallet gift card is a third option: it adds balance to the recipient’s wallet, so the recipient chooses what to buy.
What a Steam game gift is
A Steam game gift is a purchase made in the Steam store for a title you pick, delivered to another person through Steam. You are paying for that particular game, and the recipient receives it through Steam’s gifting process rather than a code you have to pass along. Steam’s gift-card help page makes the same distinction in its own words: If you know which game your friend already wants then you can buy that game as a gift from the Steam store.

The rules for game gifts are set by Steam’s current checkout, and they have changed recently. Steam’s July 22, 2026 announcement, “Gifting made easier”, describes sending game gifts by email and directly from a wishlist. Two points matter most for planning:
- Unaccepted gifts are refunded automatically after 30 days. If the recipient never accepts the gift email, the money comes back to you without any action on your part.
- Country rules have exceptions. The announcement says the recipient must live in the purchaser’s country. It also says Steam can match the higher price in the recipient’s region for eligible cross-region game gifts, and describes that route as requiring the recipient to be on your friends list. Read both rules together, and confirm at checkout which one applies to your recipient.
What a Steam key is
A Steam key is a code, not a purchase made through the gift flow. Valve’s Steam Subscriber Agreement states that The ‘CD-Key’ or ‘Product Key’ accompanying such versions is used to activate your Subscription.
That sentence covers keys packaged with retail and OEM versions of a product. The same agreement separately describes keys that accompany orders from authorized resellers, and it directs questions about a key from an authorized reseller to that reseller. (Steam Subscriber Agreement)

In practice, a key changes who the seller is. With a game gift, Steam processes the sale and the gift. With a key, a retailer, OEM partner or reseller sold the code, and the recipient activates it on their own account. Whoever sold the key is the party to contact if the code fails, which is why the seller’s authorization matters more for a key than for a gift.
What a Steam Wallet gift card is
A Steam Wallet gift card gives the recipient money to spend in the Steam store, not a particular game. Steam’s gift-card page covers digital cards, and it confirms that physical gift cards also exist and can be redeemed for purchases on Steam. A physical card can be wrapped and handed over, but it still carries wallet credit rather than a chosen title.

Digital gift cards have their own rules. Steam says some countries may restrict sending or receiving them, and the restriction is shown during checkout or when you pick the recipient. Steam also says the value is converted into the recipient’s currency. If a recipient declines a digital gift card, the purchase is refunded, normally to the original payment method where that is supported, and otherwise to the sender’s Steam Wallet. (Steam Gift Cards)

Checks before buying a key
A key can look cheaper than a game gift, but a lower price only helps if the code is legitimate and activates. Work through these checks before you pay:

- Confirm the seller is an authorized source. Valve’s agreement recognizes retail and OEM versions and authorized reseller orders as key sources. This article does not verify any specific seller, so check the seller’s own authorization claim before buying.
- Match the exact title and edition on the listing to the game you intend to give. A key is tied to the product it came with.
- Read any region terms the seller lists, and confirm the recipient is in a region the key supports.
- Keep the seller’s order record. If the code does not redeem, Valve directs questions about an authorized reseller’s key to that reseller.
Which option to choose
- Choose a Steam game gift when you know the title and the recipient fits Steam’s current gift rules. It is the simplest route, and an unaccepted gift is refunded automatically after 30 days.
- Choose a Steam Wallet gift card when the recipient’s taste is unknown, or you want them to pick the game. Check country restrictions and the currency conversion first.
- Consider a key only when the seller is verifiably authorized, and the title, edition and region terms match what you intend to give.
