What Is Project 2025? Trump’s Potential Policy Agenda Explained

Project 2025 is a Heritage Foundation-led policy blueprint. Here’s what it proposes, what Trump said about it, and what reported overlap does—and doesn’t—show.

Project 2025 is a Heritage Foundation-led transition project whose central policy document, Mandate for Leadership: The Conservative Promise, outlines recommendations for a future conservative administration. It is a proposed agenda—not a law, executive order, or proof that every proposal is Donald Trump’s policy. Trump distanced himself from the project during the 2024 campaign, while reporting has identified both overlap and differences between its recommendations and his agenda.

What Project 2025 is

The Heritage Foundation organized the 2025 Presidential Transition Project around Mandate for Leadership: The Conservative Promise. Heritage describes the book as a guide for the next conservative president and a plan for reshaping federal agencies. The Foundation’s publication announcement describes a 30-chapter document with more than 35 primary authors and hundreds of contributors; its policy PDF is 920 pages. Those figures describe the project and document, not how much of the agenda was adopted. Heritage’s announcement and the policy document provide the primary-source details.

A transition blueprint can recommend changes, but it cannot enact them by itself. Carrying out a recommendation may require presidential direction, agency action, legislation, or other legal steps, and particular actions may be challenged or constrained. The document is therefore best understood as a set of proposals, not a list of changes that automatically take effect if a particular candidate wins.

What the agenda proposes

The recommendations cover many federal departments and policy areas; a few examples should not be mistaken for a complete summary of a 30-chapter book. Heritage’s announcement highlights changing Justice Department priorities, restructuring the Department of Homeland Security and immigration processes, and breaking up the Department of Education. FactCheck.org also identifies tax policy, immigration enforcement, social welfare programs, and energy policy, including climate-related measures, among the areas addressed. Heritage President Kevin Roberts has framed the project’s aim as to “dismantle the administrative state” and restore self-governance. That is the authors’ political characterization, rather than a neutral description. In practical terms, the document recommends using presidential authority, changing agency structures and policies, and directing or replacing personnel to advance its objectives.

What Trump said about Project 2025

Trump’s public remarks during the 2024 campaign included clear efforts to distance himself from the project. In a Truth Social statement reported July 5, 2024, he wrote, “I know nothing about Project 2025,” and said he had no idea who was behind it. At the September 10, 2024, presidential debate, he said: “I haven’t read it. I don’t want to read it — purposefully.” FactCheck.org’s account records both the disavowals and earlier context; the debate quotation is also documented in the Associated Press debate coverage.

Those statements do not, by themselves, settle how closely the project and Trump’s political agenda were connected. Heritage organized the effort, and contributors included people who served in Trump’s first administration. In 2022, Trump spoke at a Heritage event in remarks that appeared to refer to plans for the conservative movement; during the 2024 campaign, he publicly disavowed Project 2025. These facts speak to different questions—who produced the project, who had ties to its contributors, and what Trump said about it—and should not be collapsed into a claim that he authored the book.

How Project 2025 compares with Trump’s agenda

The Associated Press compared Project 2025 with Trump’s 2024 campaign agenda and found common ideas as well as differences. It reported overlap on subjects including economics, immigration, education, civil rights, and foreign affairs, with more detail in some areas in Project 2025. A similar proposal appearing in both documents is evidence of policy overlap; it does not establish that Trump adopted the Project 2025 document as a whole or that the project originated the shared position. A useful way to assess a specific claim is to separate four questions:

  • Authorship: Who proposed or published the policy—Project 2025, Trump’s campaign, or another source?
  • Trump’s position: Did he state support for that policy independently, and when?
  • Administrative action: Does a later action actually match the proposal, or is the connection broader or partial?
  • Status: Was the action implemented, attempted, or merely proposed?

A match between a recommendation and a government action can show overlap, but it cannot by itself prove that the book caused the action.

What happened after the debate

In a September 2025 account, FactCheck.org reported that the Trump administration had implemented or tried to implement many Project 2025 recommendations, while also diverging from the document on others. That retrospective supports a specific, qualified conclusion: there has been substantial reported overlap, but not complete adoption. It does not establish that every recommendation became policy or that Project 2025 alone caused any particular administration action. How to check a Project 2025 claim

  1. Find the underlying recommendation. Check the relevant passage in Mandate for Leadership rather than relying on a slogan or a broad description of the project.
  2. Identify the other source. For a claim that Trump supported the same policy, look for his campaign platform or a dated public statement; for a claim about government action, identify the specific agency action and its status.
  3. Compare the substance and status. Decide whether the policy actually matches, and distinguish an enacted or implemented action from an attempt or proposal. Keep the project’s recommendation separate from the administration’s decision and the evidence about any connection between them.

Heritage has also cited its assessment that the Trump administration embraced nearly 64% of the policy solutions in the 2016 edition of its transition guide after one year. That figure is Heritage’s own assessment of a previous edition; it is not a measure of public support or of how much of Project 2025 was adopted. Heritage’s announcement identifies it as a result from the earlier guide.
