What Is Perth Park? Cook’s $217.5m Burswood Entertainment Precinct Plan, Explained

Cook’s 2025 Burswood Park election commitment has developed into Perth Park, now listed as under construction. Here is what the current plan says about its track, amphitheatre, cost and timeline.

The $217.5 million Burswood Park proposal announced by Western Australian Premier Roger Cook in January 2025 has since developed into Perth Park, a planned public entertainment and sporting precinct. The current government project page lists it as under construction, with completion scheduled for late 2027. Its latest stated design includes an amphitheatre for up to 12,000 people and a multipurpose track intended to host one annual motorsport event alongside other uses.

What did Cook announce in January 2025?

Cook’s election commitment combined three elements: a motorsport street circuit, a music bowl described as seating 20,000, and a function centre. The campaign pitch said the circuit could accommodate major national and international events such as Supercars, Formula E or MotoGP. Those were examples of possible event types, not confirmed bookings. The proposal also promised music, cultural and family events. PerthNow’s account of the 12 January announcement quoted Cook describing the precinct as a way to strengthen Perth’s major-events reputation.

How has the plan changed?

The concept was subsequently developed under the name Perth Entertainment and Sporting Precinct and is now called Perth Park. When consultation opened on 15 May 2025, the government described an amphitheatre, multipurpose track and building for music, sport and community activities, with improved transport and access to Optus Stadium as an objective. It said the park would remain open outside major-event mode and that $217.5 million would be allocated in the upcoming state budget. The consultation announcement also framed the proposal as a chance to position Perth as a major event capital in South East Asia.

Capacity: campaign figure versus current design

The amphitheatre’s stated capacity changed as plans developed. The January 2025 campaign account gave 20,000; the August 2025 consultation outcomes described a range of 15,000–20,000; and the November 2025 design statement and current project page say up to 12,000. The latest figure is the one to use for the current design, rather than treating the earlier campaign capacity as settled. Planned features beyond the track

The November 2025 design statement described a multipurpose building, two indoor courts, a multi-use track for cycling and an annual motorsport street-circuit event, up to 150,000 new plants, and a proposed hospitality venue dependent on private-sector investment and an operator. The current project page also describes landscaped parkland, more than double the existing tree canopy, a year-round food and beverage opportunity and community facilities. These are planned features, not a description of completed amenities.

Will there be a racetrack, and how often will motorsport happen?

Later government descriptions specify a multi-use track that can support cycling and an annual motorsport street-circuit event. That is more specific than the January campaign’s broad pitch for a circuit capable of hosting national and international series. The official material cited here does not confirm that Supercars, Formula E, MotoGP or any other named series has booked an event. The intended frequency described in the government’s August consultation outcomes is one motorsport event a year; the track is also intended for other uses, including cycling. The government’s consultation summary said some residents perceived motorsport as likely to happen regularly, while the intended frequency was annual.

What did consultation show?

The government’s 22 August 2025 summary reported the following engagement figures:

  • 5,327 unique visitors to the online consultation platform.
  • 280 individual online contributors; about 76 per cent of those contributors provided ideas the government classified as supportive.
  • More than 330 attendees across four in-person drop-in sessions.
  • Almost 90 organisations engaged directly, including 26 sporting organisations and six local governments.

The 76 per cent figure applies to ideas from the 280 online contributors. It is not a representative poll of the wider community, and the 5,327 unique visitors are not the number of submissions or supporters. The government’s summary also reported concerns about perceived motorsport frequency; that description reflects its account of the feedback, not a measure of all opposition. What is the cost, and what is the economic case?

The current government project page lists a total budget of $217.5 million. It attributes a forecast of more than $61 million in economic activity each year to the independent ACIL Allen business case. That is a business-case estimate, not measured activity already generated by Perth Park or a guarantee of future returns. The cited material does not establish post-opening results or an independent audit of the forecast. The project page gives the current budget and estimate; the November 2025 government statement said Infrastructure Western Australia would assess the business case before works commenced.

A planning application is only one part of the project

A Western Australian Planning Commission application covers a portion of the overall proposal, not the full precinct. Its stated scope includes earthworks and drainage, part of the track, landscaping and public-space improvements, road and utility upgrades, and demolition of some existing roads, footpaths and infrastructure. The planning page describes this application as approximately $20 million against an estimated total project value of $217.5 million. It identifies approval pathways under the Metropolitan Region Scheme and the Casino (Burswood Island) Agreement Act 1985. When is Perth Park expected to open?

As accessed on 8 October 2026, the Building for Tomorrow project page listed Perth Park as under construction, with a mid-2026 start and late-2027 end. The schedule is the government page’s stated timeline, not a guarantee of an opening date. The November 2025 statement had said the park was expected to open in 2027; the later project page now reports construction underway.
