What Is Parkinson’s Law? How Work Expands to Fill the Time Available

Parkinson’s Law is a useful observation about flexible tasks and deadlines, not a universal scientific rule. Learn its origin, limits, and practical use.

Parkinson’s Law is the observation that “work expands so as to fill the time available for its completion.” In everyday terms, a task with a loose deadline can absorb extra time for polishing, research, coordination, or delay. It is a useful way to think about flexible tasks—not a scientific guarantee that every job will take exactly as long as the deadline allows.

What is Parkinson’s Law?

The phrase describes how the time spent on a task can stretch when more time is available. C. Northcote Parkinson introduced the observation in an essay first published in The Economist on 19 November 1955. He opened with the example of a small errand taking an entire day when someone has the day to spend on it. Read Parkinson’s original essay (PDF).

The familiar productivity maxim is only part of the essay. Parkinson used the idea to launch a satirical argument about administrative organizations: staff may grow even when the amount of substantive work does not grow at the same rate.

How did Parkinson connect the idea to bureaucracy?

Parkinson attributed administrative growth to two tendencies: officials may prefer to add subordinates rather than peers who could become rivals, and officials may generate work for one another through internal processes. He summarized these ideas as “An official wants to multiply subordinates, not rivals” and “Officials make work for each other.” These are Parkinson’s satirical claims about bureaucracy, not established diagnoses of every organization.

Parkinson’s essay also gives an annual staff-growth range of 5.17% to 6.56%. That figure belongs to his 1955 argument; it is not a current public-sector statistic or a verified rate that should be applied to organizations today.

Does work really expand to fill the time available?

It can, especially when a task has flexible scope and a distant or vague deadline. Someone might keep researching after the essential information is in hand, refine details beyond what the audience needs, or delay a decision because there is time to do so. These are plausible ways the pattern can appear in daily work, not proof that all tasks expand or that the same person will always take longer when given more time.

The result also depends on the task. An open-ended presentation may invite extra revisions; a task with fixed steps, external dependencies, or safety requirements may not be compressible. A deadline cannot remove necessary work, and a too-short deadline can lead to missed requirements, lower quality, or rework.

Is Parkinson’s Law a scientific law?

Not in the sense of a universal rule established for all people and tasks. The popular deadline maxim is best treated as a heuristic: a prompt to notice how available time and flexible scope may shape effort. The sources here do not establish a universal experimental effect or a reliable percentage by which shorter deadlines improve productivity.

A 2008 paper by Peter Klimek, Rudolf Hanel, and Stefan Thurner builds quantitative models inspired by three of Parkinson’s essays, including ideas about administrative growth, decision-making group size, and retirement and promotion dynamics. Modeling selected bureaucratic propositions is different from demonstrating that ordinary individual tasks universally expand to consume all available time. How can you use Parkinson’s Law to manage your time?

For suitable work, use the idea as a reason to set a clear, realistic boundary—not to make every deadline as short as possible. A timebox is a planned period for completing a task or producing a defined first result. The point is to make priorities visible while preserving enough time for required quality checks.

  1. Define the outcome. Write down what “done” means, including any required review or deliverable. This limits the temptation to keep expanding the task.
  2. Separate essentials from optional polish. Identify the steps needed for an acceptable result and the improvements that can wait if time runs short.
  3. Choose a realistic timebox. Allow for the task’s uncertainty, dependencies, and quality or safety requirements. Do not compress work that genuinely needs more time.
  4. Work to the boundary. When the timebox ends, check the result against the definition of done. Record what remains instead of silently extending the task.
  5. Compare time and quality. Try the approach on a low-risk, repeatable task. Note how long it took, whether the result met requirements, and whether it created hidden rework. Adjust the next timebox based on what happened.

This is a personal experiment, not a guaranteed productivity intervention. If the result is rushed or incomplete, increase the time or narrow the task; if it is consistently finished early to the required standard, the boundary may be more realistic than the original open-ended estimate.

When is a timebox a poor fit?

  • Unclear scope: First resolve what the task includes; otherwise the deadline may hide scope problems rather than solve them.
  • High stakes or strict quality requirements: Preserve the time needed for careful review, compliance, or safety.
  • Uncertain dependencies: Work that relies on other people, approvals, or new information may not fit a fixed window.
  • Repeated rework: If a shorter window regularly creates errors or additional work, it is not saving time overall.
