What Is Nationalism? Meaning, Nationhood, and Self-Determination

Nationalism is a set of beliefs or movements centered on nations and their possible right to self-determination. Its meaning depends on who belongs and what political goals are sought.

Nationalism is a family of beliefs and political movements that treat nations as meaningful communities with a claim to some form of self-determination. That may mean an independent country, but it can also mean cultural protections or self-government within a larger state. The term has several related meanings, so it helps to distinguish the ideology from devotion to a nation and from loyalty to a country.

What does nationalism mean?

“Nationalism” can describe a political movement, a disposition of devotion to one’s nation, or an ideology. In the ideological sense, it commonly involves three connected claims: nations are real and valuable communities; their members have special obligations to one another; and nations have political significance and may be entitled to self-determination in an appropriate form. These are contested political and moral claims, not automatic facts about every group that identifies as a nation.

Because the word covers different positions, the label alone does not tell you whether a movement is democratic, inclusive, aggressive, or ethically defensible. Its specific aims and boundaries matter.

What is a nation, and how is it different from a state?

A nation is a community whose members understand themselves as sharing an identity and may claim a right to shape their collective future. A state is a political entity with governing institutions and authority over a territory. The two can overlap, but they are not interchangeable: a state may include several national communities, while a nation may span more than one state or lack a state of its own.

National identity can draw on shared history and memories, language, religion, geography, culture, political identity, or combinations of these. No single tie defines every nation. The Stanford Encyclopedia of Philosophy’s 2025 entry on nationalism, reviewed October 8, 2026, describes nationhood as a contested concept rather than one with a universal checklist.

What can national self-determination mean?

Self-determination is not synonymous with independence. Depending on the movement and its circumstances, a national claim may seek cultural recognition, institutions that preserve a shared culture, autonomy, self-government within a larger political system, or a sovereign state. A cultural nationalist may want protections for a culture without demanding a separate country; a statist nationalist more closely links the state’s political purposes to a common national culture.

These aims can also be partial or constrained in practice. A group’s claim to self-determination does not by itself settle how borders should change, how authority should be divided, or how the rights of people inside and outside the group should be protected.

How do civic and ethnic nationalism differ?

The civic/ethnic distinction describes different emphases in defining membership, but it is not a complete either-or classification.

In practice, national identities often combine political choice with cultural inheritance. A country or movement should not be assumed to fit neatly into one category based only on its name or slogans.

How is nationalism different from patriotism?

Nationalism makes claims about the value and political standing of nations, including their possible right to self-determination. Patriotism is primarily loyalty to one’s country. They can overlap, but neither term alone establishes whether a position is inclusive or morally justified. A person can be patriotic while criticizing government policy, and nationalism is not necessarily ethnic or aggressive.

To assess a particular form of nationalism, look beyond the label: does it treat compatriots fairly, respect the rights and interests of outsiders, and allow minorities and immigrants to participate in or revise the shared national identity?

How do people come to imagine a shared nation?

One explanation for the development of modern nationalism emphasizes literacy and communications media. They allow people who will never meet to share languages, accounts of the past, and a sense of belonging. Benedict Anderson called nations “imagined communities”: their members usually do not know most of one another, yet can picture themselves as part of a wider collective.

This does not mean a nation is imaginary in the sense of being unreal. It means that membership and connection are understood collectively, beyond personal acquaintance. Scholars disagree about how far the roots of nationhood extend into the past; older collective identities should not automatically be treated as modern nationalism.

Why do people support or criticize nationalism?

Supporters may see nationalism as a basis for self-government, collective identity, and cultural continuity. Critics question whether people owe special duties to compatriots, whether national identity excludes minorities, and whether national claims can harm outsiders. These are ongoing philosophical disputes, not questions with one settled answer.

When judging a specific movement, examine its political aim, who counts as a member, whether membership can change, and how it treats people outside the nation. Those details show more than the word “nationalism” by itself.
