Austria’s former chancellor Sebastian Kurz co-founded Dream Security with Shalev Hulio, NSO Group’s former chief, and business partner Gil Dolev. The company was initially presented as a cybersecurity provider for critical infrastructure; later reports describe a broader AI and cyber business for governments and infrastructure operators. Dream’s reported fundraising and valuation have climbed sharply, but those figures are not proof of revenue or profitability.
What is Dream Security?
Dream Security is an enterprise cybersecurity and AI company. When Austrian broadcaster ORF reported its launch in October 2022, it described the Tel Aviv-based company as aiming to protect essential services such as energy, water and healthcare from cyberattacks. Later coverage describes a wider focus on AI and cybersecurity for states and critical-infrastructure operators.
There is a discrepancy in accounts of when the company was founded: ORF reported in October 2022 that it had been founded, while ORF’s February 2025 report and a June 2026 report by Salzburger Nachrichten, carrying APA reporting, describe it as founded in 2023. The available reporting does not resolve the difference.
Who founded Dream Security?
Dream’s reported co-founders are Sebastian Kurz, Shalev Hulio and Gil Dolev. Kurz served as Austria’s chancellor before entering business. Hulio previously led Israeli technology company NSO Group; Salzburger Nachrichten described him in June 2026 as Dream’s chief executive and Kurz as its president. ORF’s 2022 report said Kurz was planned to take a president role.

What does Dream Security sell?
Salzburger Nachrichten’s June 2026 account relayed Dream’s descriptions of three offerings. These are company-reported functions, not independently tested product results.

Is Dream Security connected to Pegasus?
The connection established by the reporting is through Hulio’s former role at NSO Group, which made Pegasus, spyware implicated in reporting and investigations into surveillance of journalists, politicians and activists. That history is relevant context for a company led by a former NSO chief.
The reports cited here do not establish that Dream makes or sells Pegasus, or that Dream’s products have been used for surveillance. NSO’s record should not be treated as evidence of equivalent conduct by Dream.

How much has Dream Security raised, and what is it valued at?
Press reports describe two funding rounds. The valuations are reported figures associated with fundraising announcements—not audited financial statements, revenue figures or independent proof of profitability.

Have Austrian ministries used Dream Security?
An Austrian parliamentary written question to the finance minister raised issues including possible ministry contracts, contacts and use of Dream products. A question is not evidence that procurement or deployment occurred; the document itself does not establish that a contract exists.
