An HRIS (human resources information system) is a secure digital system that centralizes employee and job information and helps an organization run recurring HR processes. It can hold employee records, compensation and leave data, documents, organizational details and approvals, then make that information available to authorized HR staff, managers and employees.

An HRIS can be the central people-data layer for a company, but it is not automatically a complete payroll, recruiting, benefits, compliance or international-employment service. Capabilities depend on the vendor, plan, geography, integrations and implementation. SHRM describes the HRIS role and its relationship to the wider HR technology stack at SHRM.

What does HRIS stand for?

HRIS stands for human resources information system. You may also see “HR information system” or “human resource information system.” The term can mean both the software platform and the broader combination of employee data, workflows, policies, users and integrations used to operate HR.

Modern HRIS software is more than a database. Depending on the product, it may automate approvals, provide employee self-service, produce reports, store documents and connect with payroll, benefits, recruiting, accounting, identity and scheduling systems.

What is an HRIS in simple terms?

An HRIS is a secure digital system that keeps employee information in one place and helps HR, managers and employees complete routine people-related tasks.

A typical employee-data workflow

  1. A new hire enters personal, tax and payment information.
  2. The HRIS creates the employee record and routes required forms and approvals.
  3. Configured workflows notify payroll, IT, benefits administrators and the manager.
  4. The employee later updates contact details, requests leave, acknowledges a policy or views documents.
  5. HR uses the same underlying records for headcount, turnover, compensation and compliance-related reports.

This illustrates the value of one authoritative data source. It does not mean every handoff is automatic: integrations, permissions, business rules and ownership of each field must be configured and maintained.

What information does an HRIS store?

Common records include:

  • Legal name, contact details and emergency contacts.
  • Date of birth and government identifiers where legally appropriate.
  • Work location, department, job title, manager, position and cost center.
  • Worker type, employment status, start date, end date and rehire information.
  • Compensation, pay-related, tax and payroll information.
  • Bank details when payroll is connected.
  • Benefits elections and dependent records.
  • Leave balances, requests and absence history.
  • Signed policies, contracts and employment documents.
  • Training and certification records.
  • Performance or development information when those modules are included.

Organizations should apply data minimization: collect only information needed for a legitimate business or legal purpose, expose it only to people who need it, and define retention and deletion rules. What does an HRIS do?

Core employee records

An HRIS creates and updates employee profiles, maintains organizational structures, records job and status changes, stores documents and may preserve an audit history of changes.

Employee self-service

Employees may update addresses and contacts, review personal data, request time off, access pay statements and tax documents when payroll is connected, enroll in benefits and acknowledge policies. Self-service reduces routine requests to HR, but access should be restricted by role.

Onboarding and offboarding

Onboarding workflows can collect forms, assign tasks and request equipment or accounts through integrations. Offboarding can provide termination checklists, collect company property, preserve required records and trigger account-deactivation tasks. The exact tasks and legal requirements must be configured for the employer’s locations and policies.

Time, attendance and leave

Depending on the product, an HRIS may record time, support a time clock or mobile tracking, manage PTO requests and balances, track absences, and handle schedules or overtime workflows. Core HRIS functionality does not necessarily include time tracking; SHRM distinguishes foundational HRIS capabilities from broader HRMS and HCM offerings at SHRM.

Payroll

Payroll may be native to the platform, connected through an integration or unavailable. Where supported, a system may use employee and compensation data to calculate payroll, manage deductions and direct deposit, support tax filings and payments, and produce W-2 or 1099 forms. Payroll availability varies by product, plan and jurisdiction, so “HRIS” alone is not evidence that payroll is included.

Benefits administration

Benefits modules may handle open enrollment, eligibility rules, plans and dependents, employee elections, deductions, carrier connections and broker integrations. Confirm state coverage, carrier feeds and plan complexity separately, particularly for multistate employers.

Recruiting and applicant tracking

An applicant-tracking system (ATS) usually manages job postings, applications, interview scheduling, candidate communications and hiring workflows. Some HRIS products include an ATS; others connect to a specialist system. Recruiting is related to HR but is not guaranteed in a basic HRIS.

Performance, development and learning

Optional talent modules can support goals, reviews, continuous feedback, competencies, career development, succession, compensation cycles, learning and training. A basic employee-record system may include none of these.

Reporting and analytics

Standard and custom reports can cover headcount, turnover, absence, compensation, hiring-funnel measures, workforce demographics, training completion and organizational changes. Better reporting does not make incomplete or inconsistently defined data reliable; data definitions and ownership still matter.

How does an HRIS work?

Most systems can be understood as six connected layers:

  1. Data layer: employee, position, organization and transaction records.
  2. Workflow layer: rules, approvals, notifications and assigned tasks.
  3. User layer: HR administrators, managers, employees, recruiters, payroll staff, executives and other authorized users.
  4. Integration layer: payroll, accounting, benefits carriers, ATS, learning, identity, scheduling and expense systems.
  5. Reporting layer: dashboards, reports, exports and analytics.
  6. Security layer: authentication, roles, permissions, audit trails, encryption, retention and administrative controls.

A useful model is: employee event → HRIS record update → workflow or approval → connected-system update → report or audit record.

  • A promotion can update compensation, route manager approval and send the approved change to payroll.
  • A new hire can create a record, start onboarding tasks and notify IT and benefits administrators.
  • An approved time-off request can reduce a leave balance and affect payroll or scheduling.

Who uses an HRIS?

  • HR administrators: Configure records, policies, workflows, permissions and reports.
  • Payroll teams: Use compensation, time, tax and deduction data.
  • Managers: Approve requests and complete hiring, onboarding and performance tasks.
  • Employees: Manage personal data, leave, documents, benefits and pay information.
  • Executives: Review workforce and labor-cost measures.
  • IT and security teams: Manage identity, provisioning, integrations and access.
  • Finance: Reconcile payroll, labor costs and accounting entries.

Using one platform does not give every user the same visibility. Role-based access and least-privilege design should prevent a manager, for example, from seeing unrelated employees’ bank details, health information or disciplinary records.

What are the benefits of an HRIS?

Centralized information

A maintained, authoritative employee-data system can reduce duplicate records and conflicting spreadsheets. SHRM describes a properly connected HRIS as a potential “single source of truth” for people data at SHRM. That result depends on governance, integrations and accurate data entry.

Automation and fewer manual handoffs

Automations can route approvals, generate documents, send reminders, trigger onboarding tasks, update downstream systems and track recurring reviews or certifications. Automation reduces repetitive work, but exceptions, policy decisions and review controls remain necessary.

Faster employee service

Self-service lets employees complete routine updates and requests without waiting for HR, where the relevant module is enabled.

More useful reporting

Structured records make it easier to answer questions such as which locations are growing, where turnover is highest, how long onboarding takes, which certifications expire soon and how much leave remains unused.

Scalability

Cloud systems can accommodate more employees, locations and transactions, but growth can reveal limits in permissions, payroll jurisdictions, integrations, reports or support. ADP discusses HRIS benefits and implementation considerations at ADP.

Compliance support, not a compliance guarantee

An HRIS may support recordkeeping, reminders, permissions, reporting and payroll or tax processes. It cannot determine whether worker classifications, pay practices, leave rules or employer policies are legally correct. The employer remains responsible for applicable federal, state, local and industry requirements.

HRIS vs. HRMS, HCM, ATS, payroll software and PEO

These labels overlap in the market. Compare the actual modules, jurisdictions and workflows rather than relying on a product name.

Is an HRIS cloud-based?

Most modern products are cloud software delivered through a browser and often mobile apps. Cloud delivery can simplify remote access and vendor-managed updates, but buyers should still assess availability, security controls, data location, backups, exports and what happens when the contract ends. Legacy on-premises and hosted systems remain in use, especially in some large or regulated organizations.

Does a small business need an HRIS?

Employee count alone is not the deciding factor. A small business may benefit when it has frequent hiring, multiple states or countries, recurring onboarding and offboarding, benefits administration, complex leave rules, several managers, compliance documentation needs, disconnected tools or a strong need for self-service and reporting.

A full HRIS may be unnecessary when the company has very few employees, simple payroll and benefits, infrequent HR transactions and no meaningful need for advanced reports or integrations. In that case, a lightweight payroll-and-HR product may be more suitable than an enterprise HCM suite.

What does an HRIS cost?

Common pricing structures include per-employee-per-month rates, per-employee pricing with a monthly minimum, flat monthly plans for very small teams, module add-ons, implementation or migration fees, and quote-based enterprise contracts. Payroll, benefits, time tracking, recruiting and international-employment services may cost extra.

ADP Workforce Now The official page uses a “Get Pricing” sales process rather than displaying a standard public list price. Broader midsize HR, payroll, time, benefits and workforce functionality; package and price require direct evaluation.
Workday HCM The reviewed official material does not provide a standard public list price; treat it as quote-based enterprise software. Broad employee-lifecycle management, analytics, global processes and enterprise integrations. Small employers may face unnecessary complexity and implementation effort.

These categories describe where each product may fit based on its official materials and pricing pages, not independent performance rankings.

How to choose an HRIS

  1. Document current workflows. Map hiring, onboarding, job changes, leave, payroll handoffs, benefits, reporting and offboarding, including manual workarounds.
  2. Identify pain points and risks. Note duplicate data, delays, payroll corrections, access problems and compliance-sensitive processes.
  3. Separate must-haves from preferences. Evaluate core records, payroll, time, benefits, recruiting, talent, self-service, analytics and international capabilities independently.
  4. Define your workforce. Record employee and contractor counts, locations, worker types, growth assumptions and payroll jurisdictions.
  5. List integrations. Include accounting, general ledger, payroll, ATS, benefits carriers, time clocks, learning, identity and expense systems. Ask about native integrations, APIs, webhooks and scheduled imports or exports.
  6. Set security and privacy requirements. Check role-based access, segregation of duties, multifactor authentication, single sign-on, encryption, audit logs, retention, deletion, backups, disaster recovery and export on termination.
  7. Request total-cost estimates. Include implementation, migration, training, support, required modules, transaction fees and future price changes—not just the headline subscription.
  8. Test realistic scenarios. In a demo or trial, run a hire, promotion, retroactive pay correction, leave request, termination, rehire, manager change and report export.
  9. Check implementation and support. Confirm who cleans and imports data, performs payroll parallel testing, trains users and handles escalations.
  10. Pilot and measure. Use representative employees and managers, then track adoption, processing time, error rates, support volume and employee experience.

Implementation, security and privacy checklist

  • Assign an owner for every important data field and define which system is authoritative.
  • Clean duplicate, incomplete and obsolete records before migration.
  • Document retention, correction, export and deletion procedures.
  • Configure least-privilege access and review permissions regularly.
  • Use multifactor authentication and single sign-on where appropriate.
  • Confirm encryption, audit logs, backup, disaster-recovery and breach-notification commitments.
  • Run parallel payroll testing before the first live payroll.
  • Test state, local and international leave, tax, currency and holiday rules that apply to your workforce.
  • Train HR, managers and employees on the workflows they actually use.
  • Plan how to retrieve historical records and migrate away if the contract ends.

Important trade-offs and common mistakes

All-in-one suite versus best-of-breed tools

An all-in-one suite can reduce vendor count and duplicate data, but a weak module may be hard to replace, bundled features may cost more than needed and switching can be difficult. Specialist tools may provide deeper functionality, but they create more integrations, contracts and reconciliation work.

Automation versus control

Automation can scale an incorrect rule as quickly as a correct one. Require approvals, audit trails, exception queues and a documented correction or rollback process.

Standardization versus customization

Standard workflows are easier to maintain and upgrade. Excessive customization can raise implementation costs and make later migration harder.

Frequent failure modes

  • Treating the system as a substitute for HR judgment.
  • Migrating inaccurate or duplicate records.
  • Failing to assign data ownership.
  • Giving managers excessive access.
  • Assuming payroll compliance is automatic.
  • Skipping payroll parallel testing.
  • Ignoring state, local or international differences.
  • Buying modules employees will not use.
  • Underestimating change management and support.
  • Not testing termination, rehire, leave, promotion, retroactive-pay and correction scenarios.
  • Failing to plan data export and vendor exit.
  • Measuring success only by launch date rather than accuracy, adoption, processing time and employee experience.

The Bottom Line

An HRIS is best viewed as a configurable people-data and workflow platform. It can centralize records and simplify many HR tasks, but payroll, benefits, recruiting, compliance and global capabilities must be verified module by module. Choose based on your workforce, jurisdictions, workflows, integrations, security requirements, total cost and ability to implement and eventually export your data.
