Oklo Advances Aurora Reactor at Idaho Lab, Targeting Late 2027 Operation

Oklo’s Aurora-INL is a DOE-site sodium-cooled fast-reactor demonstration, not yet a commercial plant. DOE approved its preliminary safety analysis on June 11, 2026, while Oklo targets operation in late 2027 or early 2028.

Oklo’s Aurora-INL project has moved beyond an initial concept: on June 11, 2026, the U.S. Department of Energy’s Idaho Operations Office approved a Preliminary Documented Safety Analysis (PDSA) for the proposed Aurora Powerhouse at Idaho National Laboratory. Oklo says it is targeting operation in late 2027 or early 2028. That is a company schedule objective, not a confirmed commercial-service date.

The Idaho project is a DOE-site demonstration of a sodium-cooled fast reactor, paired with a fuel-fabrication effort. Early work authorized in DOE environmental documents is limited, non-nuclear construction. The reactor still must be built, fueled, reviewed for startup, tested and operated under DOE authorization; any later commercial deployment would require a separate Nuclear Regulatory Commission licensing path.

What Oklo is building in Idaho

The project is called Aurora-INL or the Aurora Powerhouse. It is planned for Idaho National Laboratory (INL), a federally owned nuclear research site in eastern Idaho, rather than a conventional utility location. Oklo describes Aurora as a sodium-cooled fast-reactor system. Fast reactors use fast neutrons rather than the moderated-neutron approach used by most U.S. power reactors, so Aurora should not be described simply as a conventional small modular light-water reactor.

The demonstration has a second major component: the Aurora Fuel Fabrication Facility, also known as A3F. Oklo says A3F is intended to make the initial Aurora-INL fuel assemblies using material derived from fuel associated with the Experimental Breeder Reactor-II (EBR-II). The reactor and fuel project are therefore parallel dependencies, not unrelated Idaho construction announcements. Oklo’s June 2026 announcement describes both efforts.

What “begins Idaho work” actually means

Project headlines can blur several very different milestones. DOE’s environmental documentation characterizes the covered activities as early-stage, non-nuclear construction. That can include preparing a site, civil work, utilities and structures, but it does not mean the reactor has been fueled or is producing power. DOE’s revised NEPA document is explicit about the limited construction scope.

  1. Site and civil work: prepare the location, foundations, services and supporting infrastructure.
  2. Facility and reactor construction: assemble the powerhouse and associated systems.
  3. Fuel-fabrication preparation: develop A3F processes, equipment and safety controls.
  4. Fuel production and loading: make, qualify and load the planned fuel assemblies.
  5. Authorization and readiness reviews: DOE evaluates the safety basis, procedures, staffing and readiness for startup.
  6. Startup and criticality: bring the reactor to a controlled nuclear chain reaction under an approved test program.
  7. Testing and possible electricity production: demonstrate systems and performance before any sustained service claim.
  8. Commercial licensing work: pursue the separate approvals needed for commercial operations and other sites.

Thus, a groundbreaking or construction notice is evidence of project execution, not proof that Aurora is operating.

The 2027 target—and what “online” may mean

Oklo’s technology page gives a target of operation in late 2027 to early 2028. Idaho state material refers more generally to a 2027 timeframe. Neither source is an independently verified operating result, and public descriptions do not always define “operation” the same way. Oklo’s technology page supplies the late-2027-to-early-2028 wording; the Idaho Nuclear Energy and Licensing Commission response uses the 2027 timeframe.

Term Meaning for Aurora-INL What it would not establish by itself
Construction complete Major buildings and systems are installed. Fuel qualification, criticality or power production.
Fuel loaded Fuel assemblies have been placed in the reactor. Successful startup or sustained operation.
First criticality The reactor achieves a controlled chain reaction. Electricity production or commercial reliability.
First electricity The system exports electrical power during testing or operation. Continuous service, economic performance or commercial licensing.
Sustained operation The plant runs for an extended, demonstrated period. Fleet-scale construction costs or fuel availability.
Commercial operation Power is delivered under the approvals and arrangements applicable to a commercial plant. Automatic approval for other Oklo projects.

The practical reading is: Oklo is targeting Aurora-INL operation in late 2027 or early 2028, but construction, fuel, safety authorization, startup testing or other issues could move that date into 2028 or later.

What the June 2026 safety approval does—and does not do

On June 11, 2026, DOE’s Idaho Operations Office approved Aurora-INL’s PDSA. A PDSA is a preliminary safety basis covering matters such as hazard analysis, accident analysis, safety controls and design commitments. It is a meaningful project milestone because it supports continued work toward startup authorization at the DOE site.

It is not an NRC combined license and does not authorize Oklo to operate a commercial reactor nationwide. The Idaho demonstration is proceeding under DOE’s Reactor Pilot Program for projects on DOE-controlled sites. Oklo has said it intends to pursue NRC licensing for commercial operations after the demonstration pathway. The NRC Aurora Powerhouse page records pre-application activity, not a final commercial operating license.

The distinction is best understood as two tracks:

  • DOE track: authorization, safety review, construction controls and startup of this demonstration at an INL site.
  • NRC track: the regulatory process Oklo would need for commercial deployment and operation outside the DOE demonstration context.

Calling the DOE route a way around regulation is misleading. It is a different federal authorization framework for a specific federal site, while commercial licensing questions remain.

Why Idaho National Laboratory matters

INL provides a federal nuclear research setting with specialized staff, test infrastructure and experience in fuels, materials and reactor systems. It is managed for DOE by Battelle Energy Alliance; it is not a private industrial park or a customer-owned utility site. INL’s advanced-nuclear programs and history with EBR-II give the project access to capabilities that would be difficult to reproduce at an ordinary greenfield location. That setting can reduce some infrastructure and coordination barriers, but it also means results from a federal demonstration should not automatically be treated as proof that a commercial customer site can be built under identical conditions.

The fuel question: EBR-II material, A3F and HALEU

Advanced reactors often face a fuel bottleneck. Many designs require high-assay low-enriched uranium (HALEU) or specialized fuel forms that are not yet available at the scale a large commercial fleet would need. Oklo’s Idaho plan is unusual because the initial assemblies are expected to use material derived from EBR-II fuel, with A3F intended to fabricate those assemblies.

That arrangement could provide a route for demonstrating one reactor and the associated handling and fabrication processes. It does not prove that Oklo has a complete, repeatable and economical fuel supply chain for many future reactors. A commercial fleet would still require dependable enrichment, feedstock, fabrication capacity, transportation, safeguards and used-fuel management.

What a successful demonstration could prove

If Aurora-INL reaches startup and operates as planned, it could generate practical evidence about:

It would not automatically establish commercial cost competitiveness, fleet-scale manufacturing, a national fuel supply, resolution of every NRC issue or completion of other Oklo projects. A laboratory demonstration may also benefit from federal infrastructure, specialized expertise and a one-off fuel arrangement that future customer sites will not have.

What could delay the schedule

Construction and integration

Civil work, reactor assembly, specialized components and system testing must be completed in sequence. Problems in one package can delay downstream work.

Fuel availability and qualification

A3F must be prepared, the EBR-II-derived material must be processed into acceptable fuel assemblies, and the fuel must pass the required checks before loading.

Safety and readiness reviews

The PDSA approval is preliminary. Further DOE reviews, procedures, staffing, training and readiness demonstrations are needed before startup authorization.

Startup and testing

Criticality, power ascension and testing can uncover issues that require engineering changes or additional analysis. First power is not the same as sustained operation.

Commercial licensing and execution risk

For later projects, Oklo will face NRC licensing, financing, supply-chain, customer and cost-control requirements. Progress at INL can inform those efforts but cannot guarantee their outcome.

Why the project matters beyond Oklo

Aurora-INL is a test of whether an advanced fast-reactor company can move from design and licensing preparation to fuel fabrication, construction and controlled operation. It also tests a federal model for demonstrating reactors on DOE sites and could produce data relevant to domestic fuel capability and future industrial or data-center power applications.

For readers evaluating Oklo as a company, the Idaho project is best treated as an execution milestone rather than a financial result. A later commercial business would depend on successful operation, financing, fuel access, regulatory approvals, customer commitments and costs. The strongest established conclusion today is narrower: Oklo has advanced a DOE safety-document milestone and early construction pathway while targeting late-2027 or early-2028 operation of a demonstration reactor at INL.
