What does “all-risk” mean?
Insurers and regulators also call all-risk coverage open-peril coverage. Its basic approach is broad: a loss is covered unless the contract excludes it or another term affects payment. Named-peril coverage works in the opposite direction: it covers only causes of loss listed in the policy. The South Carolina Department of Insurance describes all-risk coverage as “All–risk coverage, under which all losses are covered except those losses specifically excluded.” South Carolina Department of Insurance; Texas Department of Insurance
Neither label settles whether a particular claim will be paid. The contract may exclude a cause of loss, a type of damage, or a category of property. Limits, deductibles, policy conditions, and your duties after a loss can also affect coverage. Endorsements may change the original terms. South Carolina Department of Insurance
How homeowners policies can combine coverage types
A homeowners policy may not use one approach for every part of the property. For example, Virginia’s homeowners guide says an HO-3 Special Form generally covers the dwelling and other structures on an open-peril basis, while personal property is covered for named perils listed in HO-2. Look at the declarations page and the forms and endorsements listed with it. The National Association of Insurance Commissioners (NAIC) advises consumers to review property limits, deductibles, endorsements, and how a covered loss is valued. NAIC, Understanding Your Homeowners or Renter’s Policy
What an all-risk policy may still exclude
Exclusions vary by contract, but flood, earthquake, wear and tear, and sewer backup are examples Texas consumer guidance says are usually not covered by all-risk home policies. The same guidance notes that mold removal and foundation repairs are usually not paid. These are examples, not a universal exclusion list: confirm the current policy language and any endorsements. Location can change which gaps matter. Depending on the property and policy, you may need to ask about separate flood or earthquake insurance, or wind and hail coverage. Texas guidance specifically flags these as possible needs based on location. Whether coverage is available and how it is written depends on the insurer, state, and property. How to decide whether broader coverage is worth considering
There is no universal yes or no. Compare the actual forms and quotes available for your property, then weigh the additional protection against its cost and your ability to absorb an uncovered loss. Texas says named-peril policies are generally cheaper; Virginia’s homeowners guide advises shopping for quotes on both forms and says the extra premium for open-peril coverage is often relatively small. - Identify the loss you most need to protect against. Consider the property, your location, and the financial effect of repairing or replacing it after a loss.
- Compare the actual coverage grants. See whether each form is open-peril or named-peril, which property it covers, and which causes of loss are included.
- Read the exclusions and endorsements. Check location-relevant risks, special limits, and whether separate coverage or an endorsement is needed.
- Compare limits, deductibles, and settlement terms. Check the amount available for each category of property and whether payment is based on replacement cost or actual cash value. Actual cash value deducts depreciation; replacement cost is the amount needed to repair or rebuild with similar materials without deducting depreciation, as described by the NAIC. NAIC
- Review conditions and practical requirements. Understand your duties after a loss, including applicable deadlines and documentation, and confirm any lender requirements.
- Compare the premium with the difference in protection. A lower price alone does not show whether a policy covers the risks you care about. Ask a licensed agent or insurer to explain ambiguous terms.
Valuables may have limits that are too low for their replacement value; the NAIC advises checking whether additional coverage is needed. NAIC

The same open-peril versus named-peril distinction applies to commercial property. Virginia’s commercial insurance guide says named-peril coverage lists covered events, while all-risk coverage applies to perils not specifically excluded. For a business policy, compare the property covered, exclusions, limits, valuation basis, coinsurance terms, deductibles, and any business-interruption coverage in the contract.
