A “third-party infrastructure arm” is a descriptive phrase for an outside organization that helps an AI-data-center operator finance, develop, equip, lease or operate the physical infrastructure around computing systems. It is not a formal technical category, and it does not necessarily mean the partner owns the center, supplies its GPUs or runs its cloud service. Depending on the arrangement, partners may contribute capital, land, buildings, power, cooling, connectivity or colocation space.
What the phrase means
AI data centers need more than accelerators and software. They also need sites, buildings, dependable electricity, cooling, networking and capital. An infrastructure partner may provide one or several of those elements, while an AI provider or cloud company supplies and operates the computing platform. Contracts determine where those responsibilities sit.
The word “arm” can suggest a dedicated business unit, but the phrase alone does not establish a particular corporate structure. In practice, it is clearest to identify the actual role: investor, site developer, energy partner, colocation provider, facility operator or some combination.
What an infrastructure partner can provide
Capital and investment structures
An investor or infrastructure fund can finance a project directly or help assemble an investment vehicle. For example, Saudi Arabia’s National Infrastructure Fund (Infra) and HUMAIN announced a framework on January 21, 2026, describing non-binding financing terms of up to $1.2 billion and up to 250 MW of planned hyperscale AI data-center capacity. The parties also said they would explore an investment platform. These are announced terms and plans, not confirmation that the financing was completed or the capacity is operating. Land and facility development
A partner may control a site, develop a building or provide a powered shell that a data-center tenant can fit out. In the United States, the Department of Energy selected four federal sites in 2025 to move forward with plans to invite private-sector partners for AI data-center and energy projects: Idaho National Laboratory, Oak Ridge Reservation, Paducah Gaseous Diffusion Plant and Savannah River Site. DOE said further solicitation details would follow, so selection was a step toward planned solicitations—not evidence that data centers had been built or were operating there. DOE’s announcement.
A separate example in a company filing describes a proposed powered-campus model that combines site control, facility development and integrated site infrastructure. A proposal or development-stage description should not be mistaken for a completed campus: Fermi’s fiscal 2025 Form 10-K said the company was development-stage and had not generated revenue as of its reporting period. Power and energy infrastructure
Partners can help coordinate or develop generation, transmission, substations, distribution and storage. Google announced a partnership with Intersect Power and TPG Rise Climate to co-locate planned U.S. data-center capacity with new clean-energy plants. The announcement described a development approach and future milestones; co-location does not by itself guarantee grid access, eliminate permitting needs or prove that power is available when a facility needs it. Cooling, water and connectivity
AI infrastructure is an integrated system: computing, storage, networking, power and cooling have to work together. NVIDIA describes these as components of an AI infrastructure stack, while a 2025 Business at OECD (BIAC) note also discusses cooling, fiber connectivity, storage, power and grid investment. Colocation and managed compute
A third party can provide the building and facility environment while a cloud provider installs and operates the AI platform inside it. AWS says its AI Factories run within a customer data center, either one the customer owns or space leased through a colocation provider, and combine compute, networking and storage. In that arrangement, the facility provider and the operator of the AI platform need not be the same company. AWS AI Factories FAQs.

How to evaluate a proposed arrangement
For a business, investor or public agency assessing a project, the label “infrastructure arm” is less useful than the details of ownership, obligations and readiness. Compare arrangements on the same dimensions:

- Site: Who owns or controls the land, and how far along are zoning, permits and site preparation?
- Power: Is supply grid-based, dedicated or co-located with generation? What is actually contracted, and what remains planned? Ask about reliability, transmission and storage as well as headline capacity.
- Cooling and water: Which party designs, builds and operates cooling systems, and what water arrangements are required?
- Connectivity: What fiber routes, network capacity and redundancy are available?
- Facility and compute operations: Who supplies the building, equipment, GPUs, networking and storage? Who maintains the facility and who manages the AI platform?
- Financing and tenancy: Is funding binding or exploratory? Who bears construction and operating risk, and what leases or customer commitments support the project?
- Schedule and capacity: Separate current operating capacity from proposed, permitted, financed, under-construction and planned capacity. Identify the approvals and milestones still outstanding.
These checks are useful because announcements can describe very different stages of maturity. A financing framework, a planned solicitation, a partnership announcement and a development-stage campus are not equivalent to a commissioned data center. Treat projected cost, capacity and performance as claims by the named company or agency unless independently measured.

There is no single division of labor implied by the phrase. Infra–HUMAIN’s announcement centers on financing and a prospective investment platform; the DOE plan concerns federal sites and future private-sector solicitations; Google’s partnership centers on energy and co-location; and AWS describes its AI platform operating within customer-owned or colocation facilities. A partner may contribute only one layer, and the AI provider may remain responsible for the compute service.
