A sportsbook is a business or venue that accepts wagers on sporting events and sets the odds or other terms for those wagers. It may operate at a physical location, through a website or mobile app, or through both channels—but which formats are available depends on local law.
What a sportsbook does
A sportsbook offers prices, usually expressed as odds, on possible outcomes in sports and accepts bets under the terms it sets. The bettor chooses a permitted wager; the sportsbook records it and settles it according to the result and the stated rules. Odds describe the price of a wager, not a guarantee that an outcome will happen.
“Sportsbook” can mean the operator itself or the place or service through which it takes bets. It is not a general name for every online platform that offers predictions or event contracts; those products can raise separate legal questions.
Retail and online sportsbooks
Sportsbooks may serve customers in person, online, or through both channels where authorized. The American Gaming Association distinguishes retail and online sports betting in its state-of-play materials. A retail location and an app are different ways to access betting; neither format is automatically available everywhere.

Before using a sportsbook, check whether the operator and the particular channel are authorized where you are. An operator’s availability in one state or territory does not establish that it can legally take bets from you elsewhere.
How a sportsbook works
- It posts betting terms. The sportsbook lists sporting events, possible outcomes or bet types, odds, and any applicable limits or conditions.
- A bettor selects a wager. The bettor chooses an available option and stakes money under the sportsbook’s stated terms. A wager can lose, and the odds do not remove that risk.
- The operator settles the bet. After the event, the sportsbook applies its rules to determine whether the wager wins or loses and what, if anything, is payable.
Account setup, identity checks, deposits, settlement timing, and withdrawals are operator- and jurisdiction-specific. The exact process should be checked in the operator’s current terms and applicable regulator guidance rather than assumed to be the same across sportsbooks.

Are sportsbooks legal where you live?
There is no single nationwide answer that covers every U.S. jurisdiction, operator, and betting channel. Rules can differ on authorization, minimum age, eligible sports, permitted wager types, and whether betting can take place online or only at a physical venue.
The AGA’s state-of-play map displays a legal-landscape date of February 27, 2025, so use it as an overview rather than a current legal determination. The AGA homepage reports sports betting live and legal in 39 states and Washington, D.C., but the displayed count does not clearly state an as-of date. For a decision about whether you can place a particular bet, check the current information from the relevant state or tribal regulator.

Regulatory resources also have defined scopes. The AGA’s Responsible Gaming Regulations and Statutes Guide, published July 8, 2025, covers 38 states and Washington, D.C. with commercial casinos, sports betting, or internet gaming, using coverage stated as of January 31, 2025. It excludes gaming on sovereign tribal lands, where tribal gaming regulators have authority over those operations. It is therefore not a complete account of every tribal or state-tribal arrangement.
What to check before choosing a sportsbook
- Authorization: Look for the operator in the current directory or licensing information provided by the regulator with authority where you are.
- Permitted channel and products: Confirm whether retail, online, or mobile betting is authorized, and whether the sports and wager types you are considering are allowed.
- Terms and consumer information: Read the odds, limits, and rules that apply to a wager. The AGA’s Sports Betting Principles identifies legal age, odds, betting limits, and problem-gambling risks as topics consumers should understand; it is an industry association policy document, not a substitute for current law.
- Safeguards: Check which responsible-gambling tools and protections are available and required in your jurisdiction. These requirements vary.
Sportsbook revenue is not a bettor’s expected income
The AGA’s State of the States 2026, published May 12, 2026, reports that commercial sports betting operations in the United States generated $16.89 billion in revenue in 2025, a 22.6% increase from 2024. That figure excludes tribal sportsbook revenue and Florida mobile sports betting conducted as tribal gaming. It describes commercial-industry revenue, not what an individual bettor should expect to earn.
Sports betting involves the risk of losing money. Do not treat it as a source of income or wager money you cannot afford to lose. The rules and protections that apply depend on where the betting takes place.
