What Is a Specialized Investment Fund (SIF) in India? How It Differs From a Mutual Fund

India’s Specialized Investment Fund is a SEBI-regulated mutual-fund product category built for more flexible strategies. Here is how the ₹10 lakh aggregate threshold, liquidity and risks compare with ordinary mutual funds.

In India, a Specialized Investment Fund (SIF) is a SEBI-regulated investment-product category created inside the mutual-fund framework. It is intended to give certain strategies more portfolio flexibility than conventional mutual funds while remaining a pooled investment product, rather than becoming a separate guaranteed-return product or a portfolio-management service (PMS). SEBI introduced the framework through amendments to the mutual-fund regulations in February 2025. Read the SEBI regulatory framework circular and the accompanying rule text.

The headline practical rule is an aggregate minimum investment of ₹10 lakh across an investor’s strategies within an SIF, unless the investor is an accredited investor. That is an SIF-level threshold, not automatically ₹10 lakh for every individual strategy. Liquidity, permitted investments, concentration limits, fees and risks depend on each strategy’s offer documents.

What is a Specialized Investment Fund in India?

An Indian SIF is a product category under SEBI’s mutual-fund regulations. The category was introduced because SEBI identified a perceived space between the conventional mutual-fund model and PMS, where investors and asset managers may seek more flexible strategies than ordinary schemes typically provide.

“To bridge this gap, the SEBI (Mutual Funds) Regulations, 1996 have been amended to introduce the broad regulatory framework for the new investment product – Specialized Investment Fund”

SEBI circular dated February 27, 2025

The framework does not promise superior returns, lower risk or better protection than an ordinary mutual fund. It establishes a regulatory structure; the actual investment experience depends on the strategy, instruments, portfolio construction, manager, costs and market conditions.

The word “specialized” is jurisdiction-specific. This article concerns India’s SEBI SIF. Luxembourg also has a vehicle called a specialised investment fund under its own February 13, 2007 law. Luxembourg’s rules, investor eligibility and operating requirements must not be mixed with India’s framework. See the CSSF regulatory framework for UCIs and the Luxembourg law on specialised investment funds.

How the Indian SIF framework works

It remains connected to mutual-fund regulation

SIF strategies operate within the SEBI mutual-fund regulatory architecture. Mutual-fund provisions generally continue to apply unless SEBI specifies a different treatment for SIFs. This matters because an SIF is not an unregulated private pool simply because its strategy may be more flexible.

When assessing a product, read both the SIF-specific disclosures and the underlying mutual-fund provisions referenced by the scheme documents. The governing documents, rather than the label alone, determine what the strategy can buy, how it manages exposure and how investors enter or exit.

One SIF can offer different strategies

An SIF may offer open-ended, close-ended or interval strategies. The offer document must state the subscription and redemption arrangements, so investors should not assume that every SIF can be bought or sold daily.

  • Open-ended: The strategy can generally accept subscriptions and redemptions according to the dealing schedule stated in its documents.
  • Close-ended: The strategy has a defined term or restricted exit structure; investors must read the maturity and early-exit provisions.
  • Interval: Transactions are permitted only during specified windows. The dates, frequency and conditions are set out in the offer document.

The ₹10 lakh rule is aggregated across the SIF

SEBI’s 2025 framework sets a minimum aggregate investment of ₹10 lakh across the strategies offered by an SIF, subject to an exception for accredited investors. It should not be presented as a universal ₹10 lakh minimum for each strategy. An investor considering two strategies in the same SIF should check how the fund administrator applies the aggregate test and whether any strategy-specific minimum also applies.

The threshold is different from a claim that SIFs are suitable only for wealthy investors or that all ordinary mutual funds have the same entry requirement. Ordinary mutual-fund minimums are governed by their own scheme documents; do not import the SIF threshold into every mutual-fund purchase.

Why did SEBI create SIFs?

SEBI describes the category as a way to address a gap between conventional mutual funds and PMS. In practical terms, the policy rationale is a segmented, risk-based approach that considers product complexity, the sophistication of the target investor and the minimum investment size.

That rationale describes the intended regulatory positioning, not the result of every SIF. One SIF may use a substantially different portfolio design from another. The category itself does not establish a common return target, volatility level, asset mix or fee level.

SIF versus an ordinary mutual fund

Comparison Indian SIF Ordinary mutual fund What to verify
Regulatory relationship Strategies operate under the SEBI mutual-fund framework, with specified provisions applying unless otherwise stated. The mutual-fund regulations are the baseline framework for the scheme. Read the current scheme, strategy and offer documents for SIF-specific provisions.
Portfolio flexibility Created to provide more flexibility in the space between mutual funds and PMS; the actual scope depends on the strategy and applicable rules. Uses the conventional scheme framework and stated investment mandate. Compare permitted instruments, concentration limits, derivatives or other exposures as disclosed.
Investor access ₹10 lakh aggregate across strategies within the SIF, except for accredited investors. No SIF threshold should be assumed to apply. Confirm the scheme’s current minimum, eligibility and any investor classification requirements.
Dealing and liquidity May be open-ended, close-ended or interval-based; frequency is disclosed by strategy. Depends on the particular scheme’s structure and dealing terms. Check subscription dates, redemption frequency, lock-ins, notice periods and exit conditions.
Returns, fees and risk Not determined by the SIF label or framework alone. Must be assessed from the individual scheme’s data and documents. Use like-for-like, dated performance, fee and risk information; there is no established universal SIF advantage.

The most important difference is therefore structural rather than a guaranteed performance difference. An SIF can have a broader or more specialized mandate, but flexibility can also make a strategy harder to understand and more dependent on manager decisions.

SIF versus PMS: where the category sits

SEBI’s stated rationale places SIFs between conventional mutual funds and PMS in portfolio flexibility. An SIF is still a pooled fund: investors hold interests in the fund and the strategy manages assets collectively under its documents. PMS is a separate regulatory service in which a manager manages a client portfolio under a PMS agreement. The SIF framework does not turn an SIF into PMS, and an SIF’s minimum investment should not be described as a PMS requirement.

For a comparison, focus on the legal relationship, the way assets are pooled or managed, dealing terms, reporting, permitted instruments and costs. Do not infer that an SIF has the same customization, account-level ownership or withdrawal mechanics as a PMS arrangement unless the relevant documents expressly say so.

Who is allowed to launch an SIF?

Investor eligibility and asset-manager qualification are separate questions. SEBI’s Master Circular for Mutual Funds as on March 20, 2026, Chapter 21, sets routes by which a registered mutual fund may qualify to launch an SIF.

One stated qualification route

One route requires the mutual fund to have operated for three years and to have average assets under management of ₹10,000 crore. These figures concern the asset-management company’s eligibility to launch an SIF; they are not a ₹10,000-crore or three-year requirement for an individual investor.

An alternate route

The Master Circular also describes an alternate route based on specified investment-personnel experience and assets-under-management requirements. Because those conditions apply to the issuer and can be updated, an investor should consult the current Master Circular and the fund’s disclosures rather than rely on a summary of the route.

How to evaluate an SIF before investing

  1. Identify the exact legal product. Confirm that the proposal is an Indian SEBI-regulated SIF and record the asset-management company, strategy name and scheme documents.
  2. Read the investment objective. Note the target assets, benchmark, geographic scope, use of derivatives, leverage or other exposures and the circumstances in which the manager can change positioning.
  3. Check the permitted portfolio. Look for concentration limits, issuer limits, liquidity controls, credit-quality rules and any specialized instruments. “SIF” by itself does not tell you the portfolio.
  4. Calculate the investment requirement correctly. Determine how the ₹10 lakh aggregate across strategies is applied, whether you qualify as an accredited investor and whether the strategy imposes an additional minimum.
  5. Map the dealing calendar. Write down subscription cut-off times, redemption windows, settlement timing, notice periods, lock-ins, gates, suspension provisions and any exit load or other exit cost.
  6. Review all costs. Separate management fees, operating expenses, performance-linked charges if any, transaction costs, taxes and costs associated with less-liquid holdings. Use the current offer document for amounts and calculation methods.
  7. Assess the manager and process. Review the named investment team, decision process, risk controls, conflict-of-interest disclosures and the strategy’s stated capacity limits.
  8. Compare like with like. Use comparable mandates, periods and risk measures when comparing an SIF with a mutual fund. A different benchmark, liquidity profile or asset mix can make headline returns misleading.
  9. Check reporting and complaints channels. Confirm the statements, valuation policy, risk disclosures, trustee or board oversight and the route for raising an unresolved complaint.
  10. Decide whether the liquidity matches your needs. Do not commit money needed for near-term expenses to a strategy whose dealing windows or exit terms you cannot meet.

Liquidity: the detail many investors miss

The SIF framework permits three broad dealing forms, but the label does not answer the practical questions. An open-ended strategy can still have cut-off times, settlement delays, exit loads or temporary suspension provisions. An interval strategy may expose an investor to a long wait if a redemption request misses the stated window. A close-ended strategy may require holding until maturity or accepting a restricted secondary exit.

Before subscribing, create a simple calendar showing the last date for a request, the applicable valuation day, expected payment date and any conditions that could delay payment. If the document uses terms such as “gating,” “suspension,” “side-pocket,” “notice period” or “in-kind redemption,” read the definitions and examples carefully.

Does an SIF offer higher returns or lower risk?

No general conclusion is established by the regulatory category. The framework does not show that SIF strategies outperform ordinary mutual funds, charge higher or lower fees, or are always riskier. Those questions require current, like-for-like scheme data, including the same measurement period, benchmark, fee treatment and risk statistics.

Greater flexibility can create both opportunity and risk. A manager may have more tools to express an investment view, but a wider mandate can increase complexity, valuation uncertainty, concentration risk or liquidity risk. The relevant question is not whether SIF is “better,” but whether the specific strategy’s risks and operating terms fit the investor’s objectives and ability to tolerate losses or delays.

Common mistakes to avoid

  • Treating ₹10 lakh as a per-strategy rule. The stated threshold is aggregated across strategies within the SIF, subject to the accredited-investor exception.
  • Assuming every SIF is liquid daily. Strategies may be open-ended, close-ended or interval-based.
  • Confusing AMC and investor requirements. The three-year operation and ₹10,000-crore average-AUM route concerns a mutual fund seeking permission to launch an SIF.
  • Using the label as a risk rating. “Specialized” does not identify volatility, credit risk, leverage or drawdown potential.
  • Comparing uncomparable returns. A specialized strategy and a diversified equity fund may have different benchmarks, fees, liquidity and market exposures.
  • Mixing Indian and Luxembourg rules. The two products share an acronym but belong to different legal regimes.
  • Relying on outdated summaries. SEBI circulars and Master Circular provisions can change; verify the latest official documents before investing.

India’s SIF and Luxembourg’s SIF are not the same product

In Luxembourg, “specialised investment fund” refers to a separate legal vehicle governed by the country’s own framework, including the law of February 13, 2007. Its eligibility, structuring and regulatory requirements should be read from Luxembourg sources. Indian investors should not apply Luxembourg terminology or assumptions to a SEBI SIF, and international readers should specify the jurisdiction when using the acronym.

Bottom line for an investor

An Indian SIF is best understood as a mutual-fund-regulated product category designed to accommodate specialized strategies and greater portfolio flexibility. Start with the exact strategy documents, not the acronym. Confirm the aggregate ₹10 lakh rule, dealing frequency, permitted investments, costs, risk controls and issuer disclosures. The framework may expand the choices available between conventional mutual funds and PMS, but it does not establish that any SIF will deliver higher returns, lower fees or lower risk.
