What Is a Fixed-Rate Loan? How Rates and Payments Work

A fixed-rate loan keeps its interest rate unchanged for the period set by its contract—but payment schedules, taxes, insurance and fees may still affect what you pay.

A fixed-rate loan has an interest rate that stays the same for the period set out in its contract. For a fixed-rate mortgage, Federal Reserve Consumer Help says the rate is locked for the duration of the loan. That can make the principal-and-interest payment more predictable, but it does not necessarily keep every part of a borrower’s total payment—or every scheduled payment—the same.

How a fixed-rate loan works

The loan agreement sets the interest rate and the period for which it applies. In a fixed-rate home loan, the rate does not fluctuate with a market index during that period. The Federal Reserve puts it simply: “If you have a ‘fixed-rate’ home loan, your interest rate is locked in for the duration of the loan.” Federal Reserve Consumer Help explains fixed and variable mortgage rates.

With a standard amortizing loan, a stable rate generally makes the principal-and-interest portion of each scheduled payment predictable. But check the contract: a fixed rate describes the interest rate, not every feature of the payment schedule.

Can a payment change on a fixed-rate loan?

Yes. The interest rate can remain fixed even when a scheduled payment changes. The CFPB’s Regulation Z commentary gives the example of a fixed-rate loan with an initial interest-only period followed by higher fully amortizing payments. The payment rises because the schedule changes, not because the interest rate adjusts. See the CFPB’s Regulation Z commentary on fixed-rate payment increases.

A mortgage’s total monthly housing outlay can also include costs beyond principal and interest. Some lenders collect property taxes and insurance through an escrow account with the mortgage payment; other borrowers pay those expenses separately. Those costs are distinct from the loan’s fixed interest rate. The Federal Reserve describes mortgage escrow arrangements.

Fixed-rate versus adjustable-rate loans

An adjustable- or variable-rate loan can change according to the contract’s terms and, where applicable, an index. A fixed-rate loan keeps its rate unchanged during the specified fixed period. That difference affects how borrowers experience rate changes: with a fixed rate, the borrower has greater rate predictability; with an adjustable rate, the rate and potentially the payment can rise or fall when an adjustment occurs.

What to compare Fixed-rate loan Adjustable- or variable-rate loan
Interest rate Stays fixed for the period specified in the contract. May change under the contract and applicable index or terms.
Principal-and-interest payment More predictable with a standard amortizing schedule; check for interest-only, step, or other payment provisions. Can increase or decrease when the rate adjusts; review the adjustment timing and terms.
Costs Rate stability does not eliminate points, fees, taxes, or insurance. Compare the same cost categories and understand how APR is calculated for the product.
Key decision Is rate and payment predictability worth the offer’s price and terms? Could you manage a possible payment increase, and do you understand the adjustment terms?

The CFPB outlines fixed- and adjustable-rate loan options. Neither type is automatically cheaper or better for every borrower; the contract and the borrower’s circumstances matter.

Interest rate and APR are not the same

The interest rate is the annual cost of borrowing expressed as a percentage; it does not include fees or other charges. For mortgages, APR is broader: it reflects the interest rate plus points, mortgage broker fees, and other charges paid to obtain the loan. APR is usually higher than the interest rate.

APR can help compare costs, but the CFPB cautions borrowers not to rely on it alone—particularly when comparing fixed-rate and adjustable-rate mortgages. Look at the full offer and loan terms. The CFPB explains mortgage interest rates and APR (last reviewed August 28, 2026).

What to check before choosing a loan

Review the Loan Estimate and loan documents, paying attention to the rate, costs, payment structure, and any terms that could change what you owe. The CFPB recommends comparing the full terms rather than choosing on APR alone.

  • The scheduled payment structure, including any interest-only period, step payments, or other planned changes.
  • The interest rate, APR, points, and fees.
  • The loan term and, for an adjustable-rate offer, when and how the rate can adjust.
  • For a mortgage, whether property taxes and insurance are included in escrow or paid separately.
