One is the price of a central-bank loan. The other is a valuation input.
What does “discount rate” mean at the Federal Reserve?
The Federal Reserve’s discount window lets eligible depository institutions and certain U.S. branches and agencies of foreign banks borrow from a Federal Reserve Bank. As the Board of Governors of the Federal Reserve System explains, “The discount window allows depository institutions and U.S. branches and agencies of foreign banks to borrow from Federal Reserve Banks after executing legal agreements and pledging collateral.”
The twelve Reserve Banks operate the window under Board oversight. Borrowers must pledge collateral, and the lending is intended as a liquidity backstop for unexpected or temporary funding needs—not as routine, ongoing borrowing in normal conditions. The Fed describes three regular programs, each with its own rate: primary credit, secondary credit, and seasonal credit. Their rates are the same across Reserve Banks.
Primary credit and the federal funds target range
Primary credit is the main discount-window program and is available to institutions in generally sound financial condition. The Fed says that since March 2020, it has set the primary credit rate at the top of the FOMC’s target range for the federal funds rate. That relationship does not make the primary credit rate and the federal funds rate the same thing: one applies to eligible institutions borrowing from a Reserve Bank, while the other is the target range for overnight lending among depository institutions.

What does “discount rate” mean in corporate finance?
In corporate finance, the discount rate is the rate used to translate future cash flows into their value at a specified date, often today. It reflects the time value of money and assumptions about risk and opportunity cost. Depending on what is being valued, a company or analyst might use a weighted average cost of capital (WACC), cost of equity, cost of debt, required return, or a project-specific hurdle rate. There is no single rate that is right for every company, investment, or project.

For one future cash flow, the basic formula is:
Present value = future cash flow ÷ (1 + discount rate)number of periods
For a series of cash flows, discount each one back to the same valuation date and add the present values. To calculate net present value (NPV), include the project’s initial outflow as well. Match the rate period to the cash-flow period: for example, use an annual rate with annual periods.

Hypothetical example: seven annual payments
The Corporate Finance Institute gives a hypothetical illustration of seven annual cash flows of $100 discounted at 5%: their present value is $578.64, compared with an undiscounted total of $700. The difference reflects timing; receiving a stream of future payments is not equivalent to receiving its full nominal sum today. These figures illustrate the calculation, not an investment forecast.

Why the distinction matters
The shared name can cause confusion, but the Fed’s rate is not a rate to plug into a company’s discounted-cash-flow model simply because both concepts use the phrase “discount rate.” The Fed rate concerns collateralized borrowing by eligible institutions. A finance discount rate belongs to a valuation and must be chosen to fit the cash flows and the risk and opportunity-cost assumptions behind that valuation.
