What Is a Decent Minimum Wage in India? How the Code on Wages Could Change It

India has no single current “decent minimum wage” figure established by the sources cited here. The 2025 Code on Wages created a statutory floor mechanism, while actual notified rates and living-wage estimates remain distinct figures.

There is no single current “decent minimum wage” for all of India established by the sources available here. The Code on Wages, 2019 took effect on 21 November 2025 and created a statutory national floor-wage mechanism, but the sources cited below do not state a current rupee amount for that floor. Actual minimum rates still depend on the applicable government notification and factors such as location, occupation and skill.

In charts: three different numbers that should not be confused

“Decent minimum wage” can refer to a legal minimum, a national baseline, or an estimate of what a household needs to live on. These figures answer different questions and should not be treated as interchangeable.

Statutory floor wage A national legal baseline below which applicable minimum rates cannot be set. The Code makes the floor statutory, but the reviewed sources do not provide its current rupee amount. The 2026 Central Rules set a broad living-standards basis without detailed calculation norms, according to PRS Legislative Research.
Government-notified minimum rate The enforceable minimum for a relevant jurisdiction and category of work. It must be identified by the responsible government and the applicable schedule, including the work category and effective date. The Code empowers central and state governments to set rates within their respective jurisdictions, as stated in the Ministry’s 11 December 2025 Rajya Sabha answer.
Living-wage or “decent wage” estimate A benchmark estimating what income is needed for a specified household and place. No current official all-India estimate or universal household budget is established by the sources cited here. Any estimate needs a named publisher, date, location, household assumptions and cost basket.

The key point for a wage chart is to label each number with its legal status, location, occupation or skill category, wage period and effective date. A city living-wage estimate cannot be ranked against a national legal floor as though both measure the same thing.

What the Code on Wages changes

The Ministry of Labour and Employment told the Rajya Sabha that the Code on Wages, 2019 took effect on 21 November 2025. It is intended to extend minimum-wage applicability across employments. The Code empowers the central and state governments to fix, review and revise minimum rates within their jurisdictions, and those rates cannot be below the statutory floor wage. The Ministry’s answer states: “The Code on Wages, 2019 makes the floor wage as a statutory provision.” (Rajya Sabha answer, 11 December 2025.)

This is a legal framework for setting rates, not an announcement that every worker now receives one identical all-India wage. The applicable rate still depends on the government notification and the work and location it covers.

What the 2026 Central Rules say—and what they do not

The Code on Wages (Central) Rules, 2026 were notified on 8 May 2026, according to PRS Legislative Research. The Rules describe the floor wage as based on minimum living standards, including food, clothing, housing and other factors. But PRS says they do not set out detailed norms for calculating the floor or how geographic differences should enter the calculation. The criteria for central minimum rates are left to a separate government order.

Consequently, the materials cited here establish the floor’s legal basis, but not a current national rupee figure. They also do not establish one official wage that can be called “decent” for every worker, job and location.

Why the old ₹176 figure is not today’s floor

The figure ₹176 per day is historical, not the current statutory floor under the Code. The Ministry of Labour and Employment’s Annual Report 2022–23 records ₹176 per day as the non-statutory National Floor Level Minimum Wage effective from 1 June 2017. Its existence does not establish the amount of the newer statutory floor.

Older policy material also should not be mistaken for a current wage calculation. PRS notes that earlier minimum-wage norms discussed 2,700 calories per adult per day and allocated 20% of the total minimum wage to fuel, lighting and miscellaneous items. These are historical norms, not a current rule or a current recommended wage amount. A 2019 Expert Committee report, summarized by PRS, used 2011–12 NSSO Consumer Expenditure Survey data and suggested a household of 4.4 people, or 3.6 consumption units; that is historical methodology, not a current official household benchmark (PRS analysis; Expert Committee report).

How to check whether a wage figure applies to a worker

  1. Identify the jurisdiction. Establish whether the relevant rate is set by the central government or the worker’s state or Union Territory, then find that authority’s applicable notification.
  2. Match the work category. Check the occupation or employment, skill category and any other classification that the schedule uses. The Ministry’s Code on Wages factsheet identifies skill, geographical area and arduousness among rate-setting considerations.
  3. Check geography and date. Confirm the location or area covered and the schedule’s effective date; a rate from another state, locality or period may not apply.
  4. Read the wage basis. Note whether the rate is daily, hourly or monthly, and whether the stated amount includes allowances or is specified on another basis.
  5. Separate law from estimates. If the goal is to judge whether a wage supports a decent living, compare the legal rate with a separately sourced living-wage estimate that states its location, household assumptions, date and cost basket.

The Ministry factsheet says minimum rates are ordinarily reviewed or revised at intervals not exceeding five years. That general review interval does not replace checking the specific notification for the worker’s category and location.

What a responsible India wage chart should show

  • Status: statutory floor, government-notified minimum rate, or independent living-wage estimate.
  • Authority or publisher: the government that issued a legal rate, or the organization that produced an estimate.
  • Coverage: state or Union Territory, area, sector or occupation, and skill category where relevant.
  • Time and unit: effective date and daily, hourly or monthly basis.
  • Estimate assumptions: household size and cost basket for a living-wage figure.

Without those labels, two different figures may look comparable while referring to different workers, places or kinds of wage. The evidence cited here does not establish a current national rupee amount for the statutory floor, so a chart should not fill that gap with the old ₹176 figure or an unqualified estimate.
