The supply measures were part of the proposal’s rationale: the campaign positioned assistance for buyers alongside efforts to increase the number of entry-level homes, rather than presenting the payment as a standalone program.

The Associated Press reported the campaign’s estimates that the plan could help more than four million first-time buyers over four years and cost $100 billion (Associated Press, 2024). Both figures were campaign estimates, not independently verified outcomes or evidence that assistance was delivered.

Was the $25,000 proposal passed or made available?
The available information does not establish that Harris’s specific campaign proposal became law or an operating federal program. A related bill, H.R. 4069, the Downpayment Toward Equity Act of 2025, was introduced in the House on June 23, 2025, and referred to the House Financial Services Committee. That related legislation is not proof that the campaign proposal was enacted or that applications opened (Congress.gov bill record).
