A restriction on a decentralized exchange’s website or app does not, by itself, transfer or erase crypto held in your self-custody wallet. But it also does not guarantee that you can move every asset or exit every position. The outcome depends on what was restricted, how your assets are held, how the position works, and which laws apply to you.
First identify what is restricted
“The DEX is blocked” can describe several different things: an operator’s website or app, a wallet feature, a particular wallet address, a token contract, a protocol, or a legal prohibition on specified services. These are not interchangeable. A notice or court order has to be read for its actual scope; a website restriction alone does not establish that the protocol or every user’s assets have also been restricted.
A decentralized exchange interface can help prepare a transaction for a wallet to sign and send. The SEC Division of Trading and Markets described this kind of interface in an April 13, 2026 staff statement concerning certain broker-dealer registration circumstances for crypto-asset securities. That statement is limited staff guidance—not a determination that every DEX interface is lawful or must remain available. It says it may be withdrawn five years after publication absent intervening Commission action. Read the SEC staff statement.
The SEC Crypto Task Force’s May 5, 2025 policy submission describes self-custody wallets as tools for interacting directly with public blockchains, including by signing and broadcasting transactions. That is a description in a policy submission, not a guarantee that a particular transaction will work. A blocked interface may remove a convenient access route while leaving separate questions about wallet features, the blockchain, smart contracts, tokens, and applicable law. What happens depends on where your position is held

The CFTC’s September 4, 2024 release describes Uniswap protocol pools as matched pairs of digital assets, but it does not set out universal LP withdrawal mechanics. Identify the specific pool and position contract, then consult the relevant protocol documentation. Read the CFTC release and order summary.
Self-custody separates key control from interface access
If your assets are in a self-custody wallet, the key question is who controls the private keys—not which website you used to reach a protocol. The SEC staff statement defines a self-custodial wallet, for its purposes, this way: “A wallet is self-custodial if neither the provider of the wallet nor its associated Covered User Interface has custody of, or access to, the user’s encrypted or decrypted private key.” That definition is specific to the statement; it is not a universal legal conclusion about every wallet.

Key control does not prove that every asset is transferable, that a smart contract will permit an exit, or that using another transaction route is lawful. A token contract, wallet provider, blockchain, sanctions action, court order, or jurisdiction-specific rule may create additional limits. The sources cited here do not resolve those possibilities for an unspecified user, asset, or DEX.

An alternative interface or a direct blockchain interaction may be technically available in some circumstances. That does not establish that it is safe, compatible with your position, or legal in your jurisdiction. Do not treat a technical workaround as permission to evade a restriction. Before acting, establish what the notice actually covers and whether it applies to you.

Regulatory examples are narrow, not universal
On September 4, 2024, the CFTC said its order against Uniswap Labs addressed certain leveraged or margined retail commodity transactions in particular digital assets offered through a decentralized trading protocol. The order required a $175,000 civil monetary penalty and a cease-and-desist remedy for the charged violations of the Commodity Exchange Act. This was an enforcement action concerning a company and a particular product; the release does not say that all users’ spot-token positions were seized or that all DEX activity was restricted. The CFTC’s Director of Enforcement, Ian McGinley, said in connection with the action: “DeFi operators must be vigilant to ensure that transactions comply with the law.”
A separate China Securities Regulatory Commission page records a multi-agency notice dated February 6, 2026. It says specified virtual-currency-related business activities are prohibited in China and that overseas entities and individuals may not illegally provide related services to domestic subjects. This is a jurisdiction-specific example, not a global rule or a determination of what applies to a reader elsewhere. Read the China Securities Regulatory Commission notice.

What to verify before making a decision
- Read the restriction itself. Identify who issued it, when it took effect, which service, entity, asset, address, or activity it names, and which people or locations it covers.
- Confirm custody. Determine whether the relevant assets are in a wallet whose private keys you control or in an account managed by a custodian. Do not assume the same rules apply to both.
- Name the exact position. Record the blockchain, token, protocol, pool or contract, and whether the position is a simple wallet balance, LP position, loan, leveraged exposure, stake, or another managed product.
- Check the position’s current mechanics. Consult the relevant protocol documentation and identify any collateral, repayment, withdrawal, or timing conditions. Do not infer an exit procedure from the fact that a website is unavailable.
- Separate capability from permission. Establish whether a transaction can be executed and whether you are legally allowed to execute it. If a legal notice may apply to you, seek advice from a qualified professional in the relevant jurisdiction before acting.
