Under the Social Security Board of Trustees’ 2026 intermediate projections, the retirement and survivor fund (OASI) is projected to deplete its reserves in the fourth quarter of 2032. At that point, continuing income is projected to cover 78% of OASI benefits scheduled under current law. The separate Disability Insurance (DI) fund is projected to have enough reserves to pay full benefits through 2100. Those are projections, not guarantees of what Congress will do or what any particular person will receive.
What “running short” means for Social Security
Social Security’s trust fund reserves are a financial buffer. When program income exceeds current costs, reserves build; when income is insufficient to cover costs, reserves help pay benefits. Depletion means that this accumulated reserve is exhausted. It does not mean that Social Security’s ongoing income disappears.

The distinction matters because benefits are supported by both incoming revenue and trust fund reserves. The Trustees project that, after the OASI reserves are depleted, the income still coming into that fund would not be enough to pay all benefits scheduled by law. Under their 2026 intermediate assumptions, it would cover 78% of scheduled OASI benefits at depletion. In other words, the projected problem is a gap between scheduled benefits and the income available under current financing provisions—not a sudden end to all payments.

The 2026 projections differ by fund and by legal assumption
“Social Security” is often discussed as if it had one trust fund and one depletion date. The Trustees’ projections distinguish the retirement and survivor fund from the disability fund. They also publish a combined projection that assumes a change in law. Those scenarios should not be treated as competing estimates of the same thing.
| Projection | Projected reserve depletion | Income projected to cover at depletion | What the scenario assumes |
|---|---|---|---|
| OASI: retirement and survivors | Fourth quarter of 2032 | 78% of scheduled OASI benefits | OASI is projected as a legally separate fund under the 2026 Trustees’ intermediate assumptions. Social Security Board of Trustees, June 9, 2026. |
| DI: disability | No depletion projected through 2100 | Full benefits projected through the 75-year projection period | The 2026 Trustees’ report projects DI separately from OASI. 2026 Trustees Report summary and conclusion. |
| Combined OASDI: retirement, survivors, and disability considered together | Third quarter of 2034 | 83% of scheduled benefits | Full payment through the combined depletion date assumes Congress changes the law to permit transfers between OASI and DI as needed. 2026 Trustees Report summary and conclusion. |
The two-year difference between the OASI and combined dates is not a forecast that benefits under current law continue in full until 2034. OASI and DI are legally separate, and the combined scenario relies on authority to move funds between them. The Trustees explicitly caution that full payment until combined reserves are depleted assumes the law is changed to permit those transfers. The OASI date is therefore the relevant figure when discussing the retirement and survivor fund on its own.
The comparison has three parts: which fund is being discussed, when its reserves are projected to run out, and how much of scheduled benefits its continuing income could support then. OASI’s 2032 date and 78% figure apply to retirement and survivor benefits under the separate-fund projection. The combined 2034 date and 83% figure describe a different scenario, one that assumes Congress permits transfers. Neither date should be presented without its legal and fund context.

Retirement and survivor benefits
OASI is the Old-Age and Survivors Insurance fund. Its projection concerns retirement benefits and benefits for survivors. Under the 2026 intermediate assumptions, OASI reserves are projected to run out in 2032’s fourth quarter. At that time, the fund’s projected continuing income would be sufficient to pay 78% of benefits scheduled for OASI under current law.
Disability benefits
DI is the Disability Insurance fund. It is separate from OASI, and the 2026 Trustees’ report projects that DI reserves will be sufficient to pay full benefits throughout the 75-year projection period ending in 2100. That outlook is not a reason to apply the OASI depletion date or 78% figure to disability benefits: they refer to different funds and projections.

The combined OASDI projection
OASDI is the combined retirement, survivors, and disability program considered as a whole for projection purposes. The combined 2034 date can help describe the program-wide financing picture, but it is conditional. The Trustees say that full payment until combined reserves are depleted implicitly assumes a change in law allowing transfers between the two funds. Without that authority, the combined date should not be presented as the date when current law guarantees full benefits.
What does “78% of scheduled benefits” mean?
“Scheduled” benefits are the benefits called for by the law’s benefit rules. The 78% figure compares projected OASI income at the time reserves are depleted with the amount of OASI benefits scheduled to be paid. It describes the fund-level share of scheduled benefits that continuing income could cover under the Trustees’ assumptions. It is not an estimate of a specific person’s future monthly check, nor does it establish that every beneficiary would experience the same dollar reduction.

The Trustees’ projection does not specify what legislation might do to close the shortfall, how any future policy would allocate changes, or what an individual’s benefit would be under such a policy. The headline percentage is useful for understanding the size of the projected financing gap, but it cannot be converted into a reliable personal benefit estimate without knowing future law and an individual’s circumstances.
Likewise, depletion is not the same as a legally enacted benefit reduction beginning on a fixed date. The report projects that reserves are expected to be exhausted in a particular quarter and estimates the share of scheduled benefits that income could support then. Congress could act before that date, and any legislative response could change revenues, benefits, or the rules governing transfers between funds.
How certain are the dates and percentages?
The Trustees’ figures are actuarial projections based on assumptions about future demographic, economic, and program-specific conditions. The 2026 report’s intermediate, or best-estimate, assumptions were set in February 2026. The dates and payable shares are conditional on those assumptions; they are not guarantees about the future.

As conditions and assumptions change, a later Trustees report could revise the estimates. The 2026 report also cannot predict whether Congress will enact legislation before projected depletion, what provisions that legislation would contain, or whether it would authorize transfers between OASI and DI. It is more accurate to describe the figures as the Trustees’ current projections than as a certain date for a particular benefit change.
The distinction between projection and outcome is especially important when comparing reports or discussing the combined date. A change in assumptions can alter a projection; a change in law can alter financing or benefits themselves. The report quantifies the outlook under its stated assumptions, but it does not settle what policy choice will be made.
The quarter matters because the 2026 Trustees’ report gives a projected time period, not a guaranteed day on which checks will change. A projection of reserve depletion in the fourth quarter of 2032 is not the same as a scheduled benefit cut that Congress has enacted for a specific date. Any eventual outcome depends on future financing and legislation.
How to interpret the projection for your own planning
The figures establish a financing risk for OASI under the 2026 assumptions, but they do not provide a personalized forecast. A useful way to read them is to separate what the Trustees estimate from what remains uncertain:
- What is projected: OASI reserves are projected to deplete in the fourth quarter of 2032, with continuing income then covering 78% of scheduled OASI benefits.
- What is not projected as the same outcome: An automatic end to all Social Security income, a specific reduction in an individual’s check, or an OASI depletion date that also applies to DI.
- What depends on a law change: The combined OASDI projection of full payment until 2034 depletion assumes Congress authorizes transfers between the separate funds.
- What cannot be known from this report: Whether Congress will act, when it will act, and the specific effects of any future legislation on an individual beneficiary.
For planning, the practical implication is to treat the projection as a reason to understand the uncertainty—not as proof that a particular benefit cut will occur on a particular date. A person can distinguish between their scheduled benefit under current law and what future policy might provide, but this report alone cannot calculate the latter. Revisit official projections as they are updated, and avoid basing a personal decision on the assumption that either current scheduled benefits are guaranteed unchanged or that the projected payable percentage will become an identical across-the-board cut.

For someone checking a personal estimate, the key distinction is between the amount shown under current benefit rules and the financing concern described by the Trustees. The 78% figure is not an adjustment factor the report says should be applied to each person’s estimate today. It is an aggregate projection of the share of OASI scheduled benefits that continuing income could support at reserve depletion under the stated assumptions. Future legislation could change the result, and the report does not say how any change would affect particular groups or individuals.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the Trustees’ conclusion says
The Social Security Board of Trustees’ 2026 conclusion states that OASI is projected to have sufficient reserves to pay full benefits on time until 2032, while DI is projected to have sufficient reserves to pay full benefits through the 75-year projection period ending in 2100. It also states that legislative action will be needed to prevent OASI reserve depletion and that, absent such legislation, continuing OASI income at depletion would be sufficient to pay 78% of OASI benefits. These statements are the Board’s institutional conclusions, not quotations attributed to an individual official.
The Trustees’ separate caution about combined reserves is equally important: full payment until combined depletion in 2034 assumes the law has been changed to permit transfers between OASI and DI as needed. Together, these statements clarify both the projected shortfall and the limit of what the combined date means.
Frequently Asked Questions
Will Social Security benefits stop when the trust fund runs out?
No. Trust fund depletion means the reserves are exhausted, not that all Social Security income disappears. Under the 2026 Trustees’ intermediate projection, continuing income would cover 78% of scheduled OASI benefits at depletion. That is less than 100%, but it is not zero.

Does the 78% projection mean everyone’s check will be cut by 22%?
No. The 78% figure is a fund-level comparison of continuing OASI income with benefits scheduled under current law at the projected depletion point. The Trustees do not say that every beneficiary would receive an identical reduction, and the projection does not specify what future legislation might do.
Are disability benefits affected by the OASI depletion projection?
The DI fund is separate from OASI. The 2026 Trustees project DI reserves will be sufficient to pay full benefits through the 75-year projection period ending in 2100, so the OASI depletion date and 78% figure should not be applied to disability benefits.
Why is the combined depletion date later than the OASI date?
OASI and DI are legally separate funds. The combined projection assumes Congress changes the law to permit transfers between them as needed. The 2034 date is therefore a conditional program-wide projection, not a guarantee under unchanged current law that full benefits continue until then.

Will Congress change Social Security before reserves are depleted?
The Trustees’ 2026 report cannot predict whether Congress will act, when it might act, or what provisions any legislation would include. It says legislative action will be needed to prevent OASI reserve depletion, but it does not forecast a particular reform or benefit change.
The Bottom Line
Bottom line: The 2026 Trustees project OASI reserve depletion in the fourth quarter of 2032, when continuing income would cover 78% of scheduled retirement and survivor benefits—not zero. DI is projected to pay full benefits through 2100. The later combined OASDI date, in the third quarter of 2034, assumes Congress authorizes transfers between the legally separate funds. These are projections, not predictions of what Congress will enact or an individual’s future check.
