If you move to another job covered by the Employees’ Provident Fund Organisation (EPFO), the general route is to transfer your EPF account and keep your service details connected—not to treat the new job as a fresh start. If you leave covered work, EPF and EPS (pension) are separate decisions: the right option depends on your eligible service, age and whether you are taking another covered job. Check your own EPFO records and current instructions before making a claim.
First, distinguish a job change from leaving covered employment
A change of employer does not, by itself, mean you should withdraw all your provident-fund money. EPFO’s transfer guidance says members joining another establishment should transfer their funds and service details from the former account to the new one. Keeping service history connected matters for pension purposes: a transfer is not just a movement of money. EPFO describes the general principle in its Transfer Claims FAQ and its Form 13 instructions.

Leaving covered work raises different questions. You may need to consider an EPF final settlement, an EPS withdrawal benefit or Scheme Certificate, or a monthly pension, depending on the facts of your case. These are not interchangeable claims, and EPF and EPS should not be treated as one combined balance.

This guidance is for India’s EPF and EPS arrangements administered by EPFO. It explains the broad choices reflected in EPFO materials; it cannot establish the service history or eligibility recorded in an individual member’s account. Portal screens and claim procedures can change, so use current EPFO member services for live instructions rather than relying on an older FAQ.

What EPF, EPS and EDLI mean in this decision
- EPF is the provident-fund accumulation account. EPFO lists transfers, final settlements and certain partial withdrawals as separate actions.
- EPS is the pension scheme. The service details associated with your employment matter for pension purposes; EPS is not simply a second personal cash balance that moves like EPF accumulations.
- EDLI is the linked insurance scheme. EPFO’s Form 13 instructions say EDLI funds do not transfer with the PF account. That does not mean a former job’s insurance coverage remains as an individual balance that follows you.
- UAN is the identifier used in EPFO member services. Keep your account and employment details aligned under the UAN shown in your records, and verify the resulting service history rather than assuming a transfer has completed.
The distinctions between EPF accumulations, pension-related service details and EDLI are described in EPFO’s Form 13 instructions. The EPFO schemes, benefits and claim-forms overview lists the broad claim categories.
If you are changing jobs, what should you do?
Use transfer as the starting point when the new job is covered
If you are joining another covered establishment, EPFO’s general guidance supports transferring the previous account’s funds and service details to the new account. The point of carrying service history forward is to preserve continuity for pension purposes. EPFO’s Transfer Claims FAQ puts it this way: “Transfer of PF accounts ensures that the past services does not get lapsed and continues to get added in the subsequent employment.” The sentence is from EPFO’s 2020–2021 FAQ, so treat it as the general transfer principle, not as a guarantee about a particular member’s record or the current steps on the portal.
Form 13 is the form name to look for in EPFO’s materials on transfers. It is a navigation cue, not proof that your transfer has been submitted or accepted. After acting through the current member service route, check that the relevant former employment and service details are reflected in your account records. If anything is missing or inconsistent, resolve that record issue with the employer or EPFO before assuming the history is connected.

Check whether the employer is exempted or trust-managed
Transfer arrangements can differ where an establishment is exempted and PF is held by a trust. EPFO’s Form 13 guidance describes separate handling for service records and balances in these circumstances. Do not assume that the same route or account display applies as it would for an establishment whose PF is administered directly through EPFO. Confirm the employer’s status and follow current directions from EPFO and the relevant trust or employer.
Do not confuse a transfer with a withdrawal
A transfer keeps the account and employment history moving into a later covered job; a withdrawal is a claim for a benefit under a different set of circumstances. If you are continuing in covered employment, withdrawing merely because you have changed employers may undermine the continuity the transfer guidance is designed to preserve. Your account records and circumstances should decide the action—not the assumption that every new job requires cashing out the old one.
If you leave work, which EPF or EPS option applies?
EPFO’s overview names different forms for different outcomes. Use the form names to distinguish the claim you are considering, then verify that you qualify under the rules and your recorded service. The broad mappings in the EPFO overview are:
Rank #3
| What you are considering | EPFO form cue | What it concerns |
|---|---|---|
| Final EPF settlement | Form 19 | Settlement of the EPF account, subject to applicable eligibility and current procedure. |
| EPS withdrawal benefit or Scheme Certificate | Form 10C | An EPS-related choice whose availability depends on service and age. |
| Monthly pension | Form 10D | A claim for monthly pension where the member meets the applicable conditions. |
| Transfer to another covered establishment | Form 13 | Transfer of PF accumulations and the related service details. |
These are claim categories, not a promise that a form will be available or appropriate for every person who leaves a job. EPFO lists them on its schemes, benefits and claim-forms page. The 2024 EPFO Pension Manual describes the service and age considerations for EPS options.
Under 10 years of eligible EPS service
The Pension Manual describes an EPS withdrawal benefit for eligible service below 10 years. It also identifies a Scheme Certificate as an option for a qualifying member under age 58 at exit. A Scheme Certificate is an EPS option, not an immediate monthly pension or the same thing as an EPF final settlement. The specific entitlement depends on the service and age reflected for the member and the applicable rules; the manual’s summary does not establish every operational step for obtaining a certificate.
Do not assume that everyone below 10 years automatically receives a particular amount or that withdrawal is necessarily the best choice. Check your recorded eligible service, age and the current claim options before choosing between the withdrawal benefit and a Scheme Certificate.
Rank #4
At least 10 years of eligible service
EPFO’s 2024 Pension Manual describes 10 years of eligible service as the threshold for pension entitlement. It also states that eligible service of 9 years and 6 months or more is counted as 10 years for pension entitlement. That threshold concerns eligible EPS service, not simply the number of calendar years since you first began working. A break, an unlinked record or a period that is not counted as eligible service can make the service shown in your records important.
Where the conditions for pension are met, the EPFO overview identifies Form 10D for monthly pension. Do not infer a pension amount or start date from the threshold alone; the materials cited here establish neither for an individual claim.

If you are between jobs but expect to join another covered establishment, distinguish that move from a decision to permanently claim benefits. The transfer guidance addresses members joining another establishment and retaining connected service history. Whether you are eligible to claim a particular benefit during a gap in employment is a separate question that requires current EPFO rules and your own account details; the sources here do not establish a universal waiting period or claim timeline.

How to check your position before filing a claim
Because eligibility depends on member-specific records, gather the information that determines which route applies before submitting anything. This is a verification checklist, not a substitute for EPFO’s current portal instructions:
- Identify your employment situation. Are you moving to another EPFO-covered establishment, leaving covered work without a new covered job, or unsure whether the new employer is covered? The transfer principle applies to joining another covered establishment.
- Check the employment and service history shown in your EPFO account. Confirm that the former establishment and relevant periods appear as expected and that they are associated with the UAN in your records. Do not infer that a transfer is complete solely because you have joined a new employer.
- Confirm the employer’s status. Ask whether the establishment is exempted and whether its PF is held by a trust. If it is, follow the separate handling described in the Form 13 instructions and confirm the current route with the employer, trust or EPFO.
- Establish your eligible EPS service and age at exit. These are central to the broad choices described in the Pension Manual, including the under-10-year options and the pension threshold.
- Match the intended outcome to the form category. Form 13 is associated with transfer, Form 19 with final EPF settlement, Form 10C with EPS withdrawal benefit or Scheme Certificate, and Form 10D with monthly pension. Confirm the current process and your eligibility before filing.
- Keep a record of what you submitted and what your account shows afterward. If the account does not reflect the expected employment or service history, contact the appropriate employer or EPFO channel rather than assuming a missing entry has no effect.
EPFO’s older member FAQ, dated July 2015, includes a question about withdrawal after leaving one establishment and joining another. It can help explain the basic distinction, but it is not a reliable source for current online steps. Use the current EPFO member services and applicable instructions for live procedure. The dated FAQ is available at EPFO’s FAQ for Members.
Common misunderstandings to avoid
- “My PF money and pension are one balance.” EPF accumulations and EPS service-based pension rights are different. The transfer guidance discusses moving accumulations and carrying service details for pension purposes.
- “Changing jobs means I should withdraw.” For a move to another covered establishment, EPFO’s general guidance points to transfer. A withdrawal claim is a separate action.
- “Less than 10 years means the same payout for everyone.” The Pension Manual describes a withdrawal-benefit route and a Scheme Certificate option for qualifying members below age 58, but the actual choice depends on eligible service, age and individual circumstances.
- “A former job’s EDLI amount is part of my transferable PF balance.” EPFO’s Form 13 instructions say EDLI funds do not transfer with the PF account; EDLI is a linked insurance scheme, not an individual balance carried over with the transfer.
- “An old FAQ gives today’s portal procedure.” The member FAQ is from 2015 and the transfer FAQ from 2020–2021. They support the broad principles stated here, but current processes should be checked with EPFO.
What the available guidance does not establish
The official materials cited here support the transfer principle, identify broad claim forms and describe the service threshold and options summarized above. They do not establish your recorded eligible service, a current claim-processing time, your individual tax treatment, a current EPF interest figure or the outcome of a specific claim. Those points should not be guessed from a general article: check current EPFO guidance and your member account, and seek qualified advice where a tax or personal eligibility decision requires it.
