When comparable Treasury yields fall, prices of already-issued fixed-rate Treasury notes and bonds generally rise. Their scheduled coupon payments do not change. Because a buyer pays more for the same future cash flows, the bond’s yield to maturity falls to align with the new market yield.
The size of the price increase is not fixed. It depends mainly on the bond’s maturity, coupon, duration and any feature that can change its cash flows. Treasury bills, TIPS and floating-rate notes follow different payment rules, so the instrument must be identified before applying the usual price-yield relationship.

The price-yield relationship in plain language
A fixed-rate Treasury security promises specific cash flows: scheduled interest and repayment of face value at maturity. Suppose market yields on newly issued Treasuries decline below the return offered by an older bond. The older bond’s payments are now relatively attractive, so buyers bid up its secondary-market price.

The bond’s cash flows have not changed; the price has changed, and the yield to maturity calculated from that price has changed in the opposite direction.

The U.S. Securities and Exchange Commission summarizes the rule this way: “A fundamental principle of bond investing is that market interest rates and bond prices generally move in opposite directions.” The word “generally” matters. The relationship is strongest when you compare securities with similar cash-flow features and market risk.
Coupon, market price and yield are different numbers
- Coupon or stated interest rate: the rate written into a fixed-rate note or bond and used to calculate its scheduled interest payment. It does not reset merely because the market price changes.
- Market price: what the security could sell for in the secondary market. It may be below, equal to or above its face value.
- Yield to maturity: the annualized return implied by the purchase price, promised payments and time remaining to maturity, assuming the calculation’s stated conditions. Paying a higher price for unchanged cash flows produces a lower yield to maturity.
TreasuryDirect describes the same relationship relative to par value: when a Treasury note or bond’s yield to maturity is above its stated interest rate, its price is below par; when the two rates are equal, the price is at par; when the yield is below the stated rate, the price is above par.
A published example of falling yields
The SEC’s June 26, 2013 Investor Bulletin uses a hypothetical Treasury bond to show the mechanics. It starts with a $1,000 bond carrying a 3% coupon, 10 years from maturity and trading at par. One year later, the bond has nine years left. If market rates have fallen from 3% to 2%, the SEC illustration lists a price of $1,082 and a 2% yield to maturity.

Why some Treasury prices move more than others
A one-percentage-point decline in yields does not create the same price gain for every bond. Interest-rate sensitivity differs across securities.
Maturity and timing of cash flows
With other characteristics held equal, longer-maturity bonds generally react more to a yield change. More of their value comes from payments that arrive farther in the future, so discounting those payments at a new yield has a larger effect. A short-term Treasury with cash flows arriving soon usually experiences a smaller percentage price move than a similar long-term bond.
Coupon size
Lower-coupon bonds generally have greater rate sensitivity than higher-coupon bonds when maturity and other features are comparable. A higher-coupon bond returns more cash earlier through its interest payments; a lower-coupon bond concentrates more value in the final principal payment, making its price more dependent on the discount rate applied over time.

Duration is commonly used to estimate how much a bond’s price may change for a given change in yield. As a first-order approximation, a price percentage change is roughly the negative of the bond’s duration multiplied by the change in yield, with yields expressed consistently. The estimate is most useful for relatively small changes and plain fixed cash flows. It is not a guarantee, and the duration itself can change as the bond ages and its price moves.

Convexity and changing cash flows
The price-yield relationship is curved rather than perfectly straight. Convexity describes that curvature, so the price gain from a yield decline may not equal the price loss from an equally sized yield increase. Securities whose cash flows can change are even less symmetrical. FINRA notes that mortgage-backed securities may not rise by a comparable amount when yields fall because homeowners may refinance, causing the underlying loans to be paid off sooner. Callable bonds can face a similar reinvestment or early-redemption effect when falling rates make it attractive for the issuer to call the bond.
What changes for an investor when the price rises?
The coupon payment does not increase
If a fixed-rate Treasury has a 3% coupon, its scheduled interest calculation remains based on that stated rate and the security’s principal terms. A higher market price does not turn a 3% coupon into a 4% or 5% coupon. The new buyer’s return is lower because the buyer paid more for the same payments.
An existing holder has a market-value gain
If you own the bond, the higher quoted price increases its market value on paper. You realize that gain only by selling at the prevailing price or by another transaction that transfers the security. Prices can move again before you act.
Selling before maturity exposes you to the market price
A Treasury’s promise of timely interest and principal at maturity is not a promise that you can sell it for your purchase price, face value or today’s quoted value. The SEC specifically cautions that the U.S. government guarantee does not protect the market price received in a sale before maturity. Brokerage spreads, accrued interest treatment and market conditions can also affect the transaction amount.

Holding to maturity changes the decision, not the opportunity cost
If you hold a Treasury security to maturity, it pays interest and face value according to its terms, subject to the security’s specific rules. However, a holder of an older, below-market coupon may still face an opportunity cost: money remains committed to a lower rate while newly issued securities offer different yields. Inflation can also reduce the purchasing power of the payments.
Identify the Treasury security before applying the rule
| Security | Payment feature | How falling yields relate to price | Important qualification |
|---|---|---|---|
| Treasury bills | Mature in one year or less and are sold at face value or at a discount rather than making regular coupon payments. | A lower comparable market yield generally raises the price of an existing bill in the secondary market. | There is no fixed semiannual coupon to track; the return is tied to the discount or purchase price and maturity value. |
| Fixed-rate Treasury notes and bonds | Pay stated interest every six months and repay face value at maturity. | Falling comparable yields generally raise the market price and lower the yield to maturity for a new buyer. | Maturity, coupon, duration and any embedded feature determine the size of the move. |
| Treasury Inflation-Protected Securities (TIPS) | The principal adjusts with inflation or deflation, and the fixed interest rate is applied to the adjusted principal. | Market-rate changes can move the price, but inflation-indexed principal adds another source of changing cash flows. | Do not treat a TIPS quote as if it were a plain fixed-dollar principal bond. |
| Floating Rate Notes | Have a floating-rate feature rather than a permanently fixed coupon. | The simple fixed-coupon explanation requires qualification because the interest payment can reset. | Review the note’s reference rate and reset terms before estimating its response. |
TreasuryDirect distinguishes these instruments because their payment structures are materially different. The familiar inverse relationship is clearest for fixed-rate notes and bonds with unchanged promised cash flows.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to assess a Treasury you own or are considering
- Confirm the instrument. Check whether it is a bill, fixed-rate note or bond, TIPS or Floating Rate Note. The security type determines which cash flows can change.
- Write down the stated coupon and maturity date. For a fixed-rate security, these establish the contractual payments. Do not substitute the current market yield for the coupon.
- Compare the relevant yield. Use a yield for a comparable Treasury maturity and structure, not an unrelated short-term or long-term rate. A broad headline rate can be misleading when the yield curve is moving unevenly.
- Check duration or time to cash flows. Longer duration normally means a larger percentage response to the same yield change. A fund or account statement may report duration; an individual bond’s remaining maturity and coupon provide clues but are not identical to duration.
- Look for cash-flow features. Callable structures, mortgage-backed exposure and inflation adjustments can make the response asymmetric or alter the payments you expected.
- Decide whether your relevant result is price or income. If you may sell before maturity, the current market price matters. If you intend to hold to maturity, contractual payments and reinvestment choices matter more, while inflation and opportunity cost remain relevant.
Why a Treasury price might not rise as expected
- You are looking at the wrong rate: a two-year Treasury yield can fall while a ten-year yield rises. The security responds most directly to comparable maturities and cash flows.
- The quote is stale or uses a different convention: dealer quotes, accrued interest and clean-versus-dirty pricing can make displayed numbers appear inconsistent.
- The security has changing cash flows: TIPS, floating-rate notes, callable bonds and mortgage-backed securities do not behave exactly like plain fixed-rate notes.
- The yield move is small relative to the bond’s duration: a modest rate change may produce only a modest price change, especially for a short-maturity security.
- Other market forces offset the move: liquidity conditions, supply and demand, or a change in perceived risk can affect the observed price alongside the general Treasury-yield move.
These checks do not overturn the basic rule; they explain why the rule is a directional guide rather than a promise of a particular percentage gain.
What the falling-yield scenario means for new buyers
A buyer entering after yields have fallen faces higher prices and lower yields than a buyer who purchased the same cash flows earlier. The buyer may still choose the security for duration, liquidity, portfolio balance or a need for a known maturity value, but the return calculation must use the current purchase price.

Comparing only coupons can lead to the wrong conclusion. A 3% coupon bond bought above par can have a yield to maturity below 3%, because the buyer pays a premium and receives only face value at maturity. Conversely, a bond bought below par can have a yield to maturity above its coupon. Price, coupon and maturity must be considered together.
The key decision: lock in the gain or keep the cash flows?
Falling Treasury yields create a choice for an existing holder, not an automatic instruction to sell. Selling can convert a market-value gain into cash and may make sense when the money is needed or when the portfolio’s duration is too high. Holding can preserve the scheduled payments and maturity-date principal, but it leaves the investor exposed to the opportunity cost of a below-market coupon and to inflation’s effect on purchasing power.
The appropriate choice depends on the security’s maturity, tax circumstances, liquidity needs and intended holding period. The price increase itself answers only what the market is currently willing to pay; it does not determine whether selling or holding is best for every investor.
