If the U.S. Strategic Petroleum Reserve (SPR) runs low, the federal government has less crude oil available to release during a future supply emergency. That reduces one important emergency buffer, but it does not mean the country has run out of oil or that gasoline prices will automatically jump at a particular inventory level.
How much oil is in the SPR?
The inventory changes over time, so a figure needs its reporting date. The U.S. Energy Information Administration reported 284.6 million barrels for the week ending September 18, 2026. The Department of Energy’s site-by-site table reported 294.1 million barrels as of August 20, 2026, including 101.8 million barrels of sweet crude and 192.3 million barrels of sour crude. DOE lists authorized capacity at 714 million barrels. These are observations from different dates, not an exact October 4 inventory. See the EIA weekly report and DOE SPR Quick Facts.
The SPR is a federal crude-oil stockpile stored in underground salt caverns at four Gulf Coast sites. Its capacity is not a target the government must keep filled: the difference between capacity and current inventory does not, by itself, show that a legal minimum has been breached.
What “running low” would mean
A lower inventory means less federal crude available for an emergency sale, exchange, or coordinated international response. It can limit the size or duration of the federal contribution to a later disruption. It does not measure all oil available to the country: commercial inventories, domestic production, imports, exports, refining capacity, and global supply conditions also matter.

Dividing the inventory by a daily release rate does not produce a reliable number of “days left.” DOE’s 4.4-million-barrel-per-day figure is a maximum nominal drawdown capability, not a promise that the SPR can sustain that rate until empty. DOE says the drawdown rate begins to decline as caverns empty. What can be delivered depends on the disruption, release authority, selected rate, crude type and location, infrastructure, market response, and decisions about replenishment.
Who can authorize a release, and is there a legal floor?
Under the principal drawdown authority in the Energy Policy and Conservation Act (EPCA), a president must find that a release is required because of a severe energy supply interruption or to meet U.S. obligations under the international energy program. EPCA defines a severe interruption in terms of a shortage of significant scope and duration that is emergency in nature and may materially harm national safety or the economy. It also provides for specified combinations of emergency supply reductions and severe price increases to qualify. The DOE summary of the statutory authority describes these provisions.

A separate EPCA authority for certain other significant domestic or international shortages is narrower: it is capped at an aggregate 30 million barrels for each shortage and 60 days, and it cannot be used if inventory is below 252.4 million barrels or to draw the SPR below that level. That floor applies to this particular authority; it is not a universal rule that the SPR can never fall below 252.4 million barrels under any authority.
How quickly can SPR oil reach the market?
DOE lists a maximum nominal drawdown capability of 4.4 million barrels per day and says oil can enter the U.S. market 13 days after a presidential decision. The lead time means a release is not an immediate delivery to consumers, and the maximum rate does not guarantee the same daily flow under every inventory or operating condition. Does a low SPR mean higher gas prices?
Not automatically. A release can add crude supply during a disruption, while a smaller remaining reserve leaves less federal stock available for a later release. But the inventory figure alone cannot establish what gasoline prices will do. The DOE sources reviewed do not identify an SPR threshold that triggers a price increase or quantify a cents-per-gallon effect at any particular inventory level. Prices depend on the cause and scale of the disruption and the wider balance of oil supply and demand.
Does the IEA require 90 days of oil in the SPR?
No. DOE describes the International Energy Agency obligation as 90 days of net petroleum import protection held in government and/or commercial stocks, together with participation in coordinated releases during a major supply disruption. The requirement is not 90 days of inventory in the SPR alone; the United States has met it using a combination of federal and industry stocks. See DOE’s explanation of the IEA requirement.

DOE has published different day-count estimates using different dates and import calculations. Its Quick Facts page says the SPR held about 125 days of net U.S. crude-import protection at the end of 2025. A separate FY 2027 budget document gives about 176 days using a stated 12-month FY2025 net-crude-import average and reports a different end-of-2025 inventory figure. Those estimates are not interchangeable, are not current October 2026 measures, and should not be treated as the IEA compliance calculation without checking the relevant total-stock methodology. On March 11, 2026, DOE announced that the President had authorized a 172-million-barrel U.S. contribution to a coordinated IEA release, with deliveries expected to take approximately 120 days at planned discharge rates. That announcement described a commitment and schedule, not a final inventory accounting. On September 29, 2026, DOE announced an exchange request for proposals (RFP) of up to 40 million barrels. An announced commitment or solicitation is not proof that those barrels have already left the reserve. When assessing a low-inventory figure, distinguish the dated stock count from planned releases, solicitations, awards, and any return barrels due under an exchange. They describe different stages and should not be added together as though each were a completed withdrawal.
