If every usable copy of the required key material is irretrievably lost, the Bitcoin remains recorded on the blockchain but may be permanently impossible to transfer. There is no blockchain password reset.
What losing access to a Bitcoin wallet actually means
Bitcoin is not stored inside a wallet as a file. The Bitcoin blockchain records transactions and balances; a wallet manages the private-key material used to authorize transactions spending those funds. A wallet device or app is one way to use that key material, but losing the device does not necessarily mean the keys are gone.
If the holder can restore the keys from a valid recovery seed, backup, key shard, or custodian, it may be possible to regain access using another compatible wallet or signing setup. If all valid signing paths are gone, the Bitcoin remains on the public ledger but cannot be moved by the lost key. A U.S. Securities and Exchange Commission filing published in the Federal Register states: “If a private key is lost, the corresponding bitcoin is thereafter permanently non-transferable.”
Can lost Bitcoin be recovered?
Recovery depends on whether usable key material or an authorized route to sign transactions still exists. A replacement device can help only if the holder can restore or access the relevant keys; buying a new hardware wallet does not recreate a missing private key. Likewise, a government’s legal authority to seize assets does not, by itself, produce the cryptographic credentials needed to spend them.

How institutional custody can reduce—but not eliminate—risk
Institutional systems can avoid relying on one device or one person. The SEC-filed notice describes an arrangement using offline key generation, encrypted key shards, geographically distributed storage, cold storage, and transfer procedures requiring multiple encrypted shards, usernames, passwords, and two-step verification. These are features of the arrangement described in that filing, not a universal standard and not evidence that every government uses the same design.
Such controls can make a single lost device less decisive, but they add coordination and authentication requirements. Whether a particular institution can recover access depends on its actual custody design, the availability of the required people and components, and whether the backups remain usable.

What documented government Bitcoin seizures show
Publicly documented seizures illustrate that investigators can obtain Bitcoin when they locate key material or gain cooperation and legal authority. They do not show that officials can bypass a lost private key.

Does a government necessarily hold Bitcoin it has seized?
Seizure authority, ownership, and custody are separate questions. In a UK parliamentary answer dated 18 December 2024, Lord Hanson of Flint said, “The Government does not hold any Bitcoin,” and explained that independent law enforcement bodies and courts consider action to seize, recover, and manage cryptoassets. That statement describes the UK government’s position on that date; it does not establish the holdings or arrangements of other governments or the UK’s position at a later date. UK Parliament answer

UK Home Office guidance describes how officers may recreate a wallet and transfer unhosted cryptoassets to a law-enforcement-controlled wallet. It identifies notebooks containing recovery seeds, hardware wallets, and computers or phones with relevant information as potentially useful items. The available official sources establish the technical consequence of losing private keys and document government seizures in which authorities obtained keys or had access through a key holder. They do not document a confirmed government Bitcoin holding rendered inaccessible by irretrievable key loss, or establish a total amount of Bitcoin permanently lost by governments. It is therefore more accurate to describe the consequence conditionally than to claim that a particular government has lost access to its Bitcoin.
