Agriculture Secretary Brooke Rollins’s comment was followed on December 8, 2025, by a $12 billion farmer-aid announcement. The main program, Farmer Bridge Assistance (FBA), later closed to applications on April 17, 2026. USDA reported more than $10 billion paid through FBA as of April 24, 2026, but that is not a final total.
What happened to the aid Rollins said was coming?
In a November 30, 2025, report, Rollins said, “We’ll have an announcement probably in the next week or two on what that’s going to look like.” USDA announced a one-time $12 billion bridge-payment package on December 8, 2025. The announcement followed concerns about low crop prices, trade disruption and higher input costs. The American Farm Bureau Federation said aid was urgently needed; that was the organization’s position, not a finding that every farm faced the same circumstances.
The package was not a $12 billion payment pool for one program. USDA assigned up to $11 billion to FBA for eligible row-crop producers and reserved the remaining $1 billion for commodities outside FBA, naming specialty crops and sugar as examples. The original announcement did not finalize how the additional-commodity funds would be distributed.
What was Farmer Bridge Assistance meant to cover?
USDA described FBA as a response to market disruption, elevated input costs and modeled losses during the 2025 crop year. Its payment formula drew on acreage reported to the Farm Service Agency (FSA), Economic Research Service cost-of-production estimates, and yields and prices from USDA’s World Agricultural Supply and Demand Estimates. FSA describes payments as a flat rate for each eligible commodity multiplied by eligible reported acres, without a payment factor. Payments are acreage-based, not calculated from the producer’s actual production.

FBA was separate from the $1 billion reserved for other commodities. The program’s crop list and rules below describe FBA, not eligibility for that separate allocation.
Who qualified for FBA?
FSA’s program page lists these eligible commodities: barley, chickpeas, corn, cotton, lentils, oats, peanuts, peas, rice, sorghum, soybeans, wheat, canola, crambe, flax, mustard, rapeseed, safflower, sesame and sunflower. To qualify, a producer had to be actively engaged in farming, have risk and interest in the eligible crop, and report eligible 2025 acreage by December 19, 2025.

Not every use of a listed crop counted. FSA excludes acreage used for grazing, experimental purposes, green manure, left standing, or cover only. FSA also states that crop-insurance coverage was not required for FBA.
Payment limits and income eligibility
- The payment limit was $155,000 per producer.
- A person or legal entity with average adjusted gross income above $900,000 was ineligible.
- Payment depended on eligible reported acreage and program rules; meeting a general eligibility description did not guarantee a specific payment.
Are farmer bridge payments still open?
No. FSA says the FBA application period closed on April 17, 2026. USDA had initially said qualifying payments could be expected by February 28, 2026; that was the original projected timing, not the application deadline. USDA reported that more than $10 billion had been paid through FBA as of April 24, 2026. That dated progress figure is not the final amount disbursed. The available figures do not establish the program’s ultimate total by October 8, 2026, or how much was ultimately allocated to additional or specialty commodities. Why did the proposal draw both support and criticism?
Farm Journal’s November 2025 Ag Economists’ Monthly Monitor, as reported in the November article, found that 94% of surveyed economists said U.S. agriculture had become too reliant on ad hoc emergency payments. The same report said 100% of economists surveyed thought tariff-aid payments would keep fertilizer prices high. These are results attributed to that Monitor, not all economists; the Monitor’s sample, question wording and methodology were not independently reviewed here.
Several policy groups, as quoted in the same article, asked USDA to “target funds based on need — using clear, accurate eligibility and economic data — and do so in a fully transparent manner.” The article reported that their letter said USDA would spend $35.2 billion on supplemental and ad hoc disaster assistance in 2025. That figure covered a broader set of assistance, including some payments addressing earlier losses; it was not the $12 billion bridge package announced in December.

At the December announcement, Iowa farmer Cordt Holub said, “With this bridge payment, we’ll be able to farm another year.” That is one farmer’s assessment of the aid’s value, not evidence of a uniform outcome for recipients. The competing views reflect the policy trade-off: emergency payments may provide short-term help, while questions remain about how aid is targeted and the effects of relying on repeated ad hoc programs.
