Kolos proposed a renewable-powered data-center campus of up to 1,000 megawatts in Ballangen, northern Norway, in 2017. The plan included a 70 MW first phase, but the available sources do not verify that the project was built or entered operation. Its headline capacity was a proposed long-term target—not delivered data-center capacity.
What Kolos proposed in 2017
A Data Center Knowledge article published August 16, 2017, described Kolos as a US-Norwegian company planning a campus in Ballangen, inside the Arctic Circle. The company proposed scaling the site to as much as 1,000 MW, beginning with a roughly 70 MW facility. It said the project would use renewable electricity and projected that it could eventually create as many as 3,000 direct jobs. Those figures were plans and company projections, not measured operating results. Data Center Knowledge’s 2017 report is the source for the proposal.
Kolos reportedly had signed a land-purchase contract and said it had raised several million dollars from private Norwegian investors. The report also described a condition under which the land could return to its seller if construction had not begun or the company entered bankruptcy within four years. That early land and fundraising activity did not establish that the project had secured construction financing, an anchor customer, or the power and grid infrastructure needed for a 1,000 MW buildout.
Why Ballangen looked attractive
The 2017 plan drew on several features associated with northern Norway: renewable and comparatively inexpensive electricity, a cold climate that could help reduce cooling needs, access to dark-fiber infrastructure, available land, and proximity to the University of Narvik as a potential source of technical workers. These were arguments for the site, not proof that power, cooling, connectivity, or labor would be available at the scale and cost required.

Those advantages remain part of Norway’s appeal to data-center developers, but they now sit alongside constraints. The Norwegian Board of Technology identifies renewable power, a cold climate, and network infrastructure as attractions while emphasizing that electricity, grid capacity, land, and labor are scarce resources. Its overview of data centers in Norway sets out that broader context.
What a one-gigawatt data center means
One gigawatt equals 1,000 megawatts. At this scale, “data center” usually describes a campus or staged industrial development, not necessarily one building. But a capacity headline needs a defined metric: it could refer to utility connection capacity, total facility electrical capacity, IT load, or an eventual campus ceiling. Those measures are not interchangeable.

The 2017 coverage did not specify whether Kolos’s 1,000 MW figure meant IT load, total facility demand, or ultimate campus potential. The safest reading is therefore the one the report supports: Kolos proposed a campus with an eventual target of up to 1,000 MW. The 70 MW first phase was a separate, smaller planned step.
- Proposed: a developer has announced an intended project or future capacity.
- Reserved or requested: grid capacity has been sought or set aside, but that alone does not mean the connection is physically ready.
- Under construction: building work is under way, but halls may not yet be energized or serving customers.
- Operational: the facility has entered service; an announcement or site plan alone is not evidence of this status.
Was the Kolos project built?
The available sources do not verify that Kolos was built, became operational, or reached its one-gigawatt target. They also do not establish that it was formally canceled. It is therefore accurate to describe it as a historical proposal whose later completion status is unverified—not as an operating Norwegian data center or a definitively canceled project.

How Kolos compares with newer Norwegian projects
Later announcements show that Norway continues to attract large-scale data-center plans. They are separate projects, however, and do not demonstrate that Kolos succeeded.

The comparison illustrates why headline capacity needs context. A long-term campus ceiling is not the same as power available today, installed equipment, or customer-ready IT load. Power supply is necessary, but financing, grid infrastructure, permits, construction, equipment, and customer commitments all affect whether announced capacity is delivered.

Norway’s grid and electricity constraints
As of September 2025, Norway had 84 registered data centers, which accounted for about 2% of national electricity consumption. The Norwegian Board of Technology cited estimates that data-center use could rise fivefold by 2030, to roughly 9 TWh or around 6% of national consumption. These are national estimates, not a forecast that every announced project will be built.
The same source said data centers represented about 40% of grid capacity reserved for mature projects, or 3.2 GW, and nearly half of the future connection queue, or 4.3 GW. Reserved and queued capacity is a pipeline measure; it is not equivalent to energized facilities or delivered computing capacity. The Norwegian Board of Technology’s figures underscore the importance of distinguishing proposals and grid requests from operating infrastructure.

What Norway expects from data centers now
Norway’s 2025 data-center strategy treats the sector as critical digital infrastructure while setting expectations around sustainability and security. The government’s stated principles include renewable-energy-based processing and storage, energy efficiency, better use of excess heat, efficient land use, attention to climate and nature, hardware reuse or recycling, and stronger security and preparedness. The government’s strategy announcement describes these objectives.
That is a broader test than the one prominent in the Kolos proposal: access to low-cost renewable power and the prospect of jobs. For a project of this scale, readers and local decision-makers also need to ask how much grid capacity is firmly available, what the site’s environmental and land impacts are, whether excess heat can be used, how secure and resilient the infrastructure will be, and how much durable value and employment will accrue locally.
How to assess a gigawatt-scale announcement
Before treating a capacity figure as a project outcome, check what it measures and what milestones have actually been reached:

- Power supply: Is renewable electricity secured through a contract or ownership, or is the claim based on regional availability? Can the supply support the load year-round?
- Financing and customers: Is there construction financing and a signed anchor customer, or only development funding and projected demand?
- Land and approvals: Is the site owned, optioned, zoned, and permitted? Have environmental, municipal, building, and grid approvals been obtained?
- Workload and equipment: Is the facility intended for cloud, colocation, AI, or another use? Are customer commitments and, where relevant, specialized equipment secured?
- Cooling and heat: Is the cooling design specified, and is there a nearby industrial or community use for recovered heat?
- Connectivity and workforce: Are there diverse fiber routes and enough skilled workers? Do job estimates distinguish temporary construction roles from permanent positions?
