What Happened to Fish Stocks in Europe? A Region-by-Region Update

Fishing pressure has fallen in several European regions, but the European Commission says overall biomass status has not improved as expected. Here is what the latest regional evidence shows.

Europe’s fish stocks have neither broadly collapsed nor fully recovered. Fishing pressure has fallen in several assessed regions, but the European Commission says overall biomass status has not improved as expected. The picture depends on the sea, the stock, and whether you measure fishing pressure or the amount of fish left in the water.

What happened to fish stocks in Europe?

The main change is a mixed one: in several North-East Atlantic regions, average fishing pressure is lower than it was in 2003, and more assessed stocks are now fished at or below the level associated with maximum sustainable yield. But reduced pressure is not the same as a rebuilt stock. In its 5 June 2026 communication, Sustainable fishing in the EU: state of play and orientations for 2027, the European Commission says overall biomass conservation status has not improved as expected. It also reports signs of declining biomass and recruitment in the North-East Atlantic.

There is no single “European stock” to measure. A fish stock is a population of a species in a defined area, and separate stocks of the same species can have different trajectories. Regional averages can improve while particular stocks deteriorate.

Are fish stocks recovering in Europe?

Some fishing-pressure measures show long-term progress, but the evidence does not support a blanket claim that European stocks have recovered. Fishing mortality measures how quickly fishing removes fish from a stock; biomass measures how much living fish remains. Biomass can take time to respond when fishing pressure falls, and it is also influenced by recruitment—the arrival of young fish into the stock—and by wider ecosystem conditions.

FMSY is the fishing-mortality rate associated with maximum sustainable yield. A stock fished at or below FMSY is meeting a fishing-pressure reference point; that fact alone does not establish that its biomass is healthy, that it has rebuilt, or that every stock in the region is doing well.

How have regional fish stocks changed?

The Commission’s 2026 communication reports different indicators for different regions and assessment periods. The figures below should not be read as a single Europe-wide recovery score.

Region What the reported figures show What they do—and do not—measure
Baltic Sea Average fishing pressure was 49% above the FMSY target in 2003 and 39% below it in 2023. Fishing pressure, not biomass recovery. The Commission also describes ecosystem failure, degraded biodiversity, and pressures beyond fishing.
Celtic Sea Average fishing pressure was 48% above the FMSY target in 2003 and 40% below it in 2023. Fishing pressure, not the condition of every stock. Regional averages can conceal divergent stock trends.
Greater North Sea Average fishing pressure was 73% above the FMSY target in 2003 and 5% below it in 2023. Fishing pressure, not biomass recovery. It is one measure for the region, not a verdict on every stock.
Mediterranean and Black Seas In 2022, 35 of 66 assessed stocks (53%) had reached FMSY; the Commission says many remained fished above sustainable levels. The percentage covers assessed stocks in 2022, not every fish population in those seas or a 2026 stock count.
Western Mediterranean demersal stocks The Commission’s 2024 review found significant progress since 2019 for more than half of 20 assessed stocks. It also found European hake and Norway lobster in Spanish waters remained severely overfished. A review of 20 assessed demersal stocks, not all Western Mediterranean fish stocks.

For the North-East Atlantic, the improved 2003–2023 pressure comparisons sit alongside less encouraging signs in other indicators. The Commission reported declining biomass and recruitment trends, and a slight rise in fishing mortality in 2024 for the Bay of Biscay and Iberian waters and for widely distributed stocks. Those observations cover different measures and periods, so neither cancels out the other.

Why is the Baltic Sea still a concern?

The Baltic shows why a lower fishing-pressure measure does not guarantee a quick recovery. Alongside its finding that average pressure had moved below the FMSY target by 2023, the Commission points to pressures beyond fishing that have contributed to ecosystem failure and degraded biodiversity. It calls for a rebuilding trajectory for stocks. The available regional picture therefore combines progress on one pressure measure with continuing stock and ecosystem concerns.

Is overfishing still a problem in the Mediterranean?

Yes, for many assessed stocks. The 53% figure for Mediterranean and Black Sea stocks reached FMSY refers to 35 of 66 assessed stocks in 2022; it does not mean that 53% of every fish population in the region was sustainably fished. The Commission says many assessed stocks remained above sustainable fishing levels.

Management is complicated by multispecies fisheries and by stocks shared with countries outside the EU. A summary based only on individual EU countries can miss the shared-stock context and the need to coordinate decisions across borders.

What is being done to manage fishing?

Catch limits and quotas

The EU manages many commercial stocks through total allowable catches (TACs), national quotas, and multiannual plans. According to the Commission’s fishing quotas explainer, TACs are generally set annually on the basis of scientific advice from the International Council for the Exploration of the Sea (ICES) and the Scientific, Technical and Economic Committee for Fisheries (STECF). Quotas divide the available EU catch among member states; catch limits for shared stocks are agreed with non-EU countries.

Western Mediterranean effort limits

The EU plan for Western Mediterranean demersal stocks relies mainly on fishing-effort limits, supplemented by catch limits for certain stocks and gear. The Commission’s 29 July 2024 implementation review attributed progress among the stocks it assessed to management measures and stakeholder efforts to improve data collection. It also noted that fishing for juvenile hake was hampering recovery prospects. The plan’s permanent phase began on 1 January 2025.

Landing obligation

Under EU landing-obligation rules, regulated catches generally must be landed and counted against quota, subject to specified rules and exceptions. This is a management rule, not a measure of whether a stock’s biomass has recovered.

What else affects fish stocks?

The Commission identifies climate change, biodiversity loss, pollution, and rising sea temperatures as additional pressures on stocks and ecosystems. These factors operate alongside fishing; the Commission’s communication does not provide a single Europe-wide breakdown assigning a precise share of stock change to each cause. Quota and effort decisions can address fishing pressure, but they cannot by themselves ensure that ecosystems or biomass recover.

The practical takeaway is to read stock claims by region, measure, and year. A falling fishing-pressure indicator is meaningful progress, but it is not proof of biomass recovery; conversely, regional warning signs do not mean that every European stock is collapsing.
