On Earth Day, April 22, 2024, the Biden administration announced $7 billion for Solar for All, an EPA grant program intended to help low-income and disadvantaged communities access residential solar and reduce electricity costs. EPA projected the grants could reach more than 900,000 households and save them over $350 million a year—but those were projected impacts, not verified results. The program’s status has since changed: EPA terminated it in 2025, and a federal court vacated that termination on September 18, 2026.
What Biden announced on Earth Day 2024
The U.S. Environmental Protection Agency announced 60 selectees for Solar for All on April 22, 2024. The $7 billion came from the Inflation Reduction Act’s Greenhouse Gas Reduction Fund. Rather than sending checks directly to households, EPA awarded grants to organizations that would create or expand programs serving their regions. EPA’s announcement described the intended beneficiaries as low-income and disadvantaged communities.
EPA Administrator Michael S. Regan said that day: “Today we’re delivering on President Biden’s promise that no community is left behind by investing $7 billion in solar energy projects for over 900,000 households in low-income and disadvantaged communities.” The household figure was a projection of potential program reach, not a count of households that had already received solar systems.
How Solar for All was supposed to work
Solar for All was designed as an intermediary grant program. EPA funded eligible recipient organizations, which in turn would use financial and technical assistance to expand existing solar programs or establish new ones. The recipient categories included states and territories, Tribal governments, municipalities, and eligible nonprofits. The archived Solar for All program guide describes the program’s intended scope.

What kinds of projects were in scope
Programs could support distributed residential solar in several forms, including rooftop systems, pole- or ground-mounted systems, and community solar. They could also include energy storage and enabling upgrades needed to make projects feasible. The grant structure did not mean every household would receive rooftop panels or the same kind of assistance.
Who could apply
Organizations in the eligible recipient categories could compete for EPA grants. The program was not a standard federal household grant, and consumers could not apply to EPA for an individual Solar for All payment. Household eligibility and the type of support available would depend on the local or regional program created by a recipient.

What the savings estimates mean
EPA projected that the selected programs could reach more than 900,000 households and save overburdened households more than $350 million per year in electricity costs. These are estimates of intended impact—not a verified tally of installations, participating households, or realized bill savings. The available sources do not establish a confirmed household-savings total.
In July 2024, approximately $6.98 billion, or 99.7% of the program’s funding, had been obligated to recipients, according to the EPA Office of Inspector General’s 2026 audit report. An obligation is a government commitment of grant funds; it does not prove that the money reached households, that installations were completed, or that projected savings were achieved.

What happened to the grants
- April 22, 2024: EPA announced 60 selectees for the $7 billion Solar for All competition and published estimates of potential household reach and savings.
- July 2024: The Inspector General later reported that approximately $6.98 billion—99.7% of the funding—had been obligated to recipients.
- August 7, 2025: EPA terminated Solar for All and the grant agreements.
- September 18, 2026: A federal district court in Rhode Island vacated EPA’s termination. The Associated Press reported that EPA was reviewing the decision and considering its options.
The court ruling does not by itself establish that grant payments have resumed or that recipient programs are operating. The latest documented reporting here captures EPA’s response at the time of the ruling; subsequent appeals, administrative steps, and disbursement developments are not established. Solar for All’s original promise was lower-cost access to distributed residential solar through local and regional assistance programs—not a guaranteed cash payment or universal free-panel offer. Whether a household could participate, and what form assistance might take, depended on the relevant recipient program. Given the termination and subsequent court ruling, households should not assume that a grant is currently available or that projected savings have been delivered.
